Particularly Vulnerable Tribal Groups in Chhattisgarh

Five communities in Chhattisgarh are designated as Particularly Vulnerable Tribal Groups (PVTGs) by the Ministry of Tribal Affairs, Government of India. These are Baiga, Birhor, Kamar, Abujhmaria, and Pahadi Korba. PVTGs are tribal communities identified due to low literacy, declining or stagnant population, pre-agricultural technology use, and extreme economic backwardness. Members of PVTG communities hold a valid ST Jati Praman Patra and additionally qualify for targeted development support, housing, healthcare, and livelihood programs under the Development Action Plan for PVTGs (DAPVTG) funded by the central government.

No Religion Restriction for ST Certificate

The ST Jati Praman Patra in Chhattisgarh carries no religion restriction. A person from any religion who belongs to a notified Scheduled Tribe community can apply. This is a key difference from the SC certificate, which allows only Hindus, Sikhs, and Buddhists. Christians, Muslims, Hindus, people following traditional tribal religion, and members of any other religion are all eligible for the ST certificate if their community is in the notified list.

Certificate Validity: Permanent

The ST Jati Praman Patra issued by the Chhattisgarh government is permanent and carries no expiry date. You apply once in your lifetime and the certificate remains valid. Some specific recruitment notifications or admission processes may ask for a certificate not older than one or three years, so verify the requirement of the specific institution or examination. The certificate itself, however, does not expire.

Documents Required

  • Aadhaar Card (mandatory)
  • Caste proof: any one of the following options: ration card showing your caste, school leaving certificate or marksheet with caste recorded, birth certificate with caste entry, caste certificate of a parent or sibling issued by a government authority, or a letter from the Gram Panchayat or Ward Councillor confirming your community membership
  • Residential proof: Chhattisgarh Residence Certificate, ration card, or any government-issued address proof
  • Affidavit on Rs. 20 stamp paper declaring your ST community membership and confirming you have not obtained a caste certificate from any other authority
  • Vanshavali: a family tree document certified by the Patwari or Gram Panchayat that traces how you are connected to an ancestor recorded as belonging to the ST community in government records. Chhattisgarh specifically requires this for ST applications and it significantly strengthens your case.
  • Gram Sabha Proposal: if you live in a rural area within a Scheduled Area village, a resolution or proposal from the Gram Sabha confirming your community membership is a strong supporting document
  • Passport-size photograph
  • Voter ID Card, PAN Card, or any other government-issued photo ID as secondary identity proof

The application goes through field verification by the Patwari and then to the Sub Divisional Officer or Tehsildar for final approval. Applications with complete documentation are often processed faster in practice.

A Vanshavali is a family tree document that traces your lineage from a known ancestor recorded as belonging to the ST community in government records. In Chhattisgarh, the Patwari or Gram Panchayat certifies this document. The Vanshavali establishes documentary proof of your community identity when a direct parent-level caste certificate is not available. Submitting a complete Vanshavali reduces the chance of rejection or delay and is especially important for first-generation applicants in a family who have not previously obtained a caste certificate.
