If you belong to a Scheduled Caste community in Haryana, the Scheduled Caste Certificate issued by the Welfare of Scheduled Castes and Backward Classes Department, Government of Haryana, is the document you need to claim SC reservation in government jobs, college admissions, central recruitment, and welfare schemes. The certificate is issued through the SARAL Haryana portal at saralharyana.gov.in and is valid for life. Haryana also has a sub-classification of Scheduled Castes into Deprived Scheduled Castes (DSC) and Other Scheduled Castes (OSC), and you need the certificate matching your specific sub-category for state government jobs. This guide covers the complete verified process, documents, fee, all three certificate types, the full community lists, and everything a consumer needs to know before applying.
Three Types of SC Certificates in Haryana
Haryana issues three types of Scheduled Caste certificates through the SARAL portal. Each type applies to a specific category of SC communities. You must apply for the correct certificate type based on which community you belong to.
Scheduled Caste Certificate is the standard certificate for SC communities in Haryana and is the base document for all SC-related benefits including central government jobs, central educational institution admissions, and national-level scholarship schemes.
Deprived Scheduled Caste Certificate is issued to members of communities classified as Deprived Scheduled Castes (DSC). This certificate is required specifically for claiming the sub-classified 10 per cent reservation slot reserved for DSC communities in Haryana state government jobs and state educational institutions, following the Haryana Cabinet decision of October 2024 to implement SC sub-classification in compliance with the Supreme Court judgment of August 2024.
Other Scheduled Caste Certificate is issued to members of the Chamar group of communities, which are classified as Other Scheduled Castes (OSC) in Haryana. This certificate is required for claiming the 10 per cent sub-classified reservation slot reserved for OSC communities in Haryana state government jobs and state educational institutions.

Important Religion Condition
For Scheduled Caste certification in Haryana, the Constitution (Scheduled Castes) Order, 1950 currently recognises SC status only for persons professing the Hindu, Sikh, or Buddhist faiths.
If a person belongs to a notified Scheduled Caste community but follows Christianity, Islam, or another religion not covered under the applicable constitutional provisions, they are generally not eligible for an SC Certificate or SC reservation benefits.
Who Can Apply for the SC Certificate in Haryana?
You can apply for a Haryana Scheduled Caste (SC) Certificate if you meet all of the following conditions:
- You are a resident of Haryana.
- Your community is included in the Scheduled Castes list notified for Haryana under the Constitution (Scheduled Castes) Order, 1950.
- You profess the Hindu, Sikh, or Buddhist faith, as required under the current constitutional provisions governing SC status.
- Your family is registered in the Parivar Pehchan Number (PPN) system.
- Your caste details are already verified in the Family Information Data Repository (FIDR), or you are willing to undergo the verification process prescribed by the competent authority.
- You can provide the documents and supporting records required for caste verification, if requested during scrutiny.
Parivar Pehchan Patra (PPN) Requirement in Haryana
Haryana makes PPN mandatory for all SARAL services including the SC Certificate. PPN is a unique 8-digit family identification number issued under the Haryana Parivar Pehchan Act, 2021. Every family member gets a separate identity within the PPN system. When you apply on the SARAL portal, you enter your PPN and after OTP verification, the system auto-fills your name, father's name, address, caste category, and other details from the FIDR database. If your caste is already verified in FIDR, the certificate is issued immediately or within the 7-day RTS timeline. If your caste is not yet verified, the application is sent for field verification by the Patwari (for rural) or designated officer (for urban) before the certificate is issued. To create or update your PPN, visit meraparivar.haryana.gov.in.
Documents Required
- Aadhaar card of the applicant
- PPN (Parivar Pehchan Number) of the family
- Date of birth certificate (birth certificate, school leaving certificate, or matriculation certificate)
- Voter ID card, ration card, or Aadhaar card as identity and address proof
- Passport size photograph of the applicant
- Sarpanch or MC certificate and Patwari report (required if caste is not verified in FIDR; for field verification cases, the designated officer collects this as part of the verification process)
- Haryana domicile certificate or proof of residence in Haryana (ration card, electricity bill, or land record)
How to Apply Online Through SARAL Portal
- Visit saralharyana.gov.in and log in or register using your mobile number.

- Select the family member for whom the certificate is required from the list displayed.
- An OTP is sent to the registered mobile number of the selected member. Enter the OTP to proceed.
- The system auto-populates name, father's name, address, caste category, and income details from FIDR. Review all pre-filled details.
- If the information is correct and your caste is marked as verified in FIDR, confirm the details and proceed to payment.
- Pay the application fee of Rs. 30 through the online payment gateway.
- Submit the application. An acknowledgement number is generated. Note this for tracking.
- If your caste is verified in FIDR, the certificate is generated and signed digitally by the Additional Deputy Commissioner-cum-District Citizen Resources Information Officer (ADC-cum-DCRIO) and made available for download immediately or within the RTS timeline of 7 days.
- If your caste is not verified in FIDR, the application is forwarded to the Patwari or designated officer for field verification. The Patwari verifies and updates caste in FIDR. Once verified, the certificate is issued within 7 days of complete verification.
How to Apply Through a SARAL Kendra
Applicants who are unable to use the SARAL Haryana portal can submit their Scheduled Caste Certificate application through a SARAL Kendra or an authorised Common Service Centre (CSC). The operator submits the application electronically through the official SARAL system and provides assistance with document uploading and verification.
- Visit your nearest SARAL Kendra with your Parivar Pehchan Number (PPN), Aadhaar Card, photograph, and other supporting documents.
- Inform the operator that you want to apply for a Scheduled Caste Certificate, Deprived Scheduled Caste (DSC) Certificate, or Other Scheduled Caste (OSC) Certificate, as applicable.
- The operator enters your PPN into the SARAL system and retrieves your family details from the Family Information Data Repository (FIDR).
- After OTP verification on the registered mobile number linked with your PPN, the applicant's details are displayed on the screen. Carefully verify your name, father's name, address, and caste information before proceeding.
- The operator scans and uploads the required documents, including identity proof, photograph, and any supporting caste-related records required for verification.
- Pay the applicable service fee and collect the payment receipt issued by the centre.
- After successful submission, a unique Application Reference Number (ARN) or acknowledgement number is generated. Keep this number safely as it is required for status tracking and future correspondence.
- The application is forwarded electronically to the concerned authority for scrutiny and verification. If additional verification is required, the applicant may be contacted by the department.
- Once approved, the certificate is digitally issued through the SARAL system and can be downloaded online or obtained with assistance from the SARAL Kendra.
Application Fee and Processing Time
The application fee is Rs. 30 for both online applications through the SARAL portal and offline applications at SARAL Kendra. The official processing time under the Haryana Right to Service Act is 7 working days from the date of complete submission. If your caste is already verified in FIDR and your PPN has signed status, the certificate may be issued much faster, sometimes on the same day. If field verification is required, the 7-day clock starts after the Patwari or designated officer completes the verification and updates FIDR. The certificate is digitally signed and does not require a physical visit to collect.
How to Track Your Application
To track your SC certificate application, visit status.saralharyana.nic.in and enter your acknowledgement number. The tracker shows real-time status: submitted, under Patwari verification, pending ADC approval, approved, or certificate issued. You also receive SMS notifications at the mobile number registered in your PPN at each stage of processing.
Certificate Validity
The Scheduled Caste Certificate issued in Haryana is valid for the lifetime of the holder, as long as the community remains notified as SC in the central government notifications. You do not need to renew it. However, for specific examinations or government recruitments, the notification may specify that the certificate must not be older than a certain number of years. Always check the specific requirement of the examination or employer before submitting.
SC Reservation in Haryana and Sub-Classification
Scheduled Castes have 20 per cent reservation in direct recruitment to Haryana state government services. Following the Supreme Court judgment of August 2024 and the Haryana Cabinet approval in October 2024, this 20 per cent is now sub-classified into two equal parts of 10 per cent each.
Deprived Scheduled Castes (DSC) get 10 per cent out of the total SC quota. If sufficient DSC candidates are not available, the remaining posts can be filled by OSC candidates.
Other Scheduled Castes (OSC) also get 10 per cent out of the total SC quota. If sufficient OSC candidates are not available, the remaining posts can be filled by DSC candidates.
For central government jobs, UPSC, SSC, railways, banking examinations, and central educational institutions (IITs, NITs, central universities), the standard SC reservation applies and the Haryana sub-classification is not relevant. The standard SC Certificate (not DSC or OSC specific) is accepted for central government purposes.
