Madhya Pradesh has one of the largest Scheduled Tribe populations in India. The tribal belt stretches from the Gond heartlands of Mandla and Balaghat in the east to the Bhil-dominated forests of Jhabua and Alirajpur in the west, from the Korku highlands of Betul and Hoshangabad to the Sahariya belt in the Chambal region. The ST certificate process in MP uses the same e-District portal as the SC certificate, but tribal applicants in MP face some specific considerations around district-based eligibility and PVTG status that this guide addresses clearly.
Scheduled Tribes Notified in Madhya Pradesh
Madhya Pradesh has one of the largest tribal populations in India. To obtain an ST Certificate, your tribe must be included in the Scheduled Tribes list notified for Madhya Pradesh under the Constitution (Scheduled Tribes) Order.
Some of the major Scheduled Tribe communities notified in Madhya Pradesh are listed below:
- Gond Group: Gond, Agaria, Asur, Badi Maria, Dandami Maria, Dhuru, Dhurwa, Dorla, Gond Gowari, Hill Maria, Koitar, Koya, Madia, Maria, Mana, Mannewar, Mudia, Muria, Raj Gond and related sub-groups.
- Bhil Group: Bhil, Bhilala, Barela, Patelia and Bhil Mina.
- Korku Group: Korku, Bopchi, Mouasi, Nihal, Nahul Bondhi and Bondeya.
- Bharia Group: Bharia Bhumia, Bhuinhar Bhumia, Bhumiya, Bharia, Paliha and Pando.
- Kawar Group: Kawar, Kanwar, Kaur, Cherwa, Rathia, Tanwar and Chattri.
- Oraon Group: Oraon, Dhanka and Dhangad.
- Sahariya Group: Sahariya, Saharia, Seharia, Sehria, Sosia and Sor.
- Other Notified Tribes: Andh, Baiga, Bhaina, Bhattra, Bhunjia, Biar, Biyar, Binjhwar, Birhul, Birhor, Damor, Damaria, Dhanwar, Gadaba, Gadba, Halba, Halbi, Kamar, Khairwar, Kondar, Kharia, Kondh, Khond, Kandh, Kol, Kolam, Korwa, Kodaku, Majhi, Majhwar, Mawasi, Munda, Nagesia, Nagasia, Pao, Pardhan, Pathari, Saroti, Parja, Saonta, Saunta, Saur, Sawar, Sawara and Sonr.
Gond is the largest Scheduled Tribe community in Madhya Pradesh and is found across many eastern and central districts. Bhil communities are concentrated mainly in western Madhya Pradesh, while Korku communities are primarily found in the Satpura region, including Betul, Narmadapuram, Burhanpur, and nearby districts.
Important: Some tribes in Madhya Pradesh have district-specific recognition. Before applying for an ST Certificate, always verify that your tribe is notified for your district or tehsil.
Important: Some Tribes Are Notified Only for Specific Districts
Unlike many other states, some tribal communities in MP are notified as Scheduled Tribes only for specific districts or tehsils. Before applying, confirm your tribe is notified for your home district:
- Panika: Notified only in the districts of Chhatarpur, Panna, Rewa, Satna, Shahdol, Umaria, Sidhi, and Tikamgarh, and in the Sevda and Datia tehsils of Datia district
- Pardhi: Notified only in specific districts and talukas of Madhya Pradesh as specified in the constitutional order. Check whether your district is included before applying.
If your tribe is notified as ST in a neighbouring state like Chhattisgarh, Maharashtra, or Rajasthan but is not in the MP ST list, you cannot get an ST certificate from MP. The certificate must match the state-specific notification.
Three Particularly Vulnerable Tribal Groups (PVTGs) in MP
Madhya Pradesh has three communities classified as Particularly Vulnerable Tribal Groups, which means they receive additional targeted support beyond the standard ST benefits:
- Sahariya: Concentrated primarily in Sheopur, Shivpuri, Morena, and Gwalior districts. The Sahariya community is one of the most marginalised tribal groups in North India.
- Baiga: Concentrated in Mandla, Dindori, Shahdol, and Umaria districts. Baiga communities have traditional knowledge of forests and herbal practices.
- Bharia: Found mainly in Chhindwara district. The Bharia community (including sub-groups Bhuinhar Bhumia and Pando) is concentrated in the Patalkot valley area.
Members of these three PVTG communities are eligible for all standard ST benefits plus additional PVTG-specific development programs.
No Religion Restriction for ST Certificate
Unlike the SC certificate in MP where religion affects eligibility, there is no religion restriction for the ST certificate. A person from a Gond, Bhil, Korku, or any other notified tribe can apply for the ST certificate regardless of whether they follow tribal Gond dharma, Hinduism, Christianity, or any other faith. Tribal identity is not linked to religion under the Constitution (Scheduled Tribes) Order, 1950.
Issuing Authority and Role of Patwari
The ST Jati Praman Patra in Madhya Pradesh is issued by the Sub-Divisional Officer (Revenue). The Patwari, who is the village-level revenue officer in MP, verifies your residence and tribal identity at the local level and submits the report to the SDO for final approval and certificate issuance.
Samagra ID Integration
Your Samagra ID, MP's unique family registration identifier, must be correctly updated before you apply for the ST certificate. The caste certificate system in MP is integrated with the Samagra database. Discrepancies in your Samagra record can delay or block certificate issuance. Verify and update your Samagra details at samagra.gov.in before starting the application.
Documents Required for MP ST Certificate
Keep the following documents ready before starting your application. Depending on your tribe, district, and family records, the authorities may ask for additional supporting documents during verification.
- Samagra ID: Individual or family Samagra ID linked to your current records.
- Aadhaar Card:Aadhaar Card for identity verification. Follow the portal instructions while uploading Aadhaar documents.
- Tribe Proof: Existing ST certificate issued to your father, mother, grandfather, grandmother, brother, sister, uncle, or another eligible blood relative, wherever available.
- Ancestral Records: Land records, property documents, revenue records, school records, voter records, or other government documents showing the tribal community of your family.
- Residence Proof: Documents showing residence in Madhya Pradesh, such as domicile certificate, voter ID, ration card, electricity bill, or other accepted records.
- Educational Documents: School certificates, transfer certificate, marksheets, or other educational records available with the applicant.
- Passport-Size Photograph: Recent colour passport-size photograph.
- Self-Declaration: Declaration regarding tribal status and family residence in Madhya Pradesh in the prescribed format.
- District-Specific Supporting Documents (if applicable): Applicants belonging to tribes with district-specific recognition, such as Panika or Pardhi, may need additional records establishing their connection with the notified district or tehsil.
Important: If your father, mother, brother, sister, or another close blood relative already possesses an ST certificate issued by the Sub-Divisional Officer (Revenue), keep a copy ready. It can significantly simplify verification and may help you use the family-member facility available under Service 6.6-A.
Ways to Apply for an ST Certificate in Madhya Pradesh
You can apply for a Scheduled Tribe (ST) Certificate in Madhya Pradesh through the MP e-District Portal, Lok Seva Kendra, MPOnline Kiosk, or Common Service Centre (CSC). Before starting the application, make sure your tribe is included in the Madhya Pradesh Scheduled Tribes list and that your Samagra records are updated correctly.
Option 1: Submit the Application Yourself Through MP e-District
If you are comfortable using government portals, you can complete the entire application process online through the official MP e-District Portal.
- Open mpedistrict.gov.in and sign in using your registered account.
- Select Service 6.3-A ( Scheduled Tribe Certificate) from the list of General Administration Department services.
- Choose Scheduled Tribe (ST) as your category and enter your tribe name exactly as it appears in the official notification.
- Fill in your personal details, Samagra ID, Aadhaar Card number, address, and family information.
- Upload supporting documents such as tribal proof, residence records, educational documents, declaration form, and photograph.
- Check every detail carefully before submission. Differences between your Samagra records and application details can delay approval.
- Submit the application and save the acknowledgement number generated by the system.
- The concerned Patwari verifies your tribal status and local records before forwarding the application to the SDO.
- After approval by the Sub-Divisional Officer (Revenue), the digitally signed certificate becomes available for download.
Option 2: Apply Through Lok Seva Kendra, MPOnline, or CSC
If you do not want to handle the online process yourself, you can visit a nearby Lok Seva Kendra (LSK), MPOnline Kiosk, or Common Service Centre (CSC). These centres assist applicants in completing the application and uploading documents correctly.
- Carry all original documents and photocopies, including your Samagra ID details and Aadhaar Card.
- The operator enters your information into the official MP e-District system and scans the required documents.
- Review the information before the operator submits the application.
- Pay the applicable service charge and collect the acknowledgement receipt.
- Keep the receipt safely because it contains your application reference number.
- The application then follows the same verification process through the Patwari and SDO.
- Once approved, you can download the certificate online or obtain a printed copy from the centre.
You can find nearby service centres through the official MPOnline Portal or your district's Lok Seva Kendra network.
Option 3: Simplified Application for Family Members (Service 6.6-A)
Madhya Pradesh provides a special facility for families where an ST certificate has already been issued to a close blood relative. This option is particularly useful when multiple members of the same tribal family need certificates.
- Visit mpedistrict.gov.in and select Service 6.6-A.
- Provide the details of the existing ST certificate issued to your father, mother, brother, sister, or another eligible blood relative.
- Upload the supporting documents requested by the portal.
- The authorities verify the relationship and the previously issued certificate.
- If the verification is successful, the certificate can be issued without requiring the complete caste-establishment process again.
Tip: Applicants from district-specific tribes such as Panika or Pardhi should ensure that their residence records and supporting documents clearly establish eligibility in the notified district before submitting the application.
Digitizing Old Manual ST Certificates (Service 6.5-A)
If you have a manually issued ST certificate from before the digital era, Service 6.5-A on the portal allows you to upload it for digitization. This creates a digitally verifiable version of your old certificate in the MP system, useful for institutions that require digital verification.
Processing Time
As per the notified service timeline, the ST Certificate is normally issued within 30 working days in both urban and rural areas, subject to successful verification and submission of complete documents.
