Gujarat's backward class certificate is officially called the SEBC Certificate — Socially and Educationally Backward Classes. This is what the state issues to communities in the backward class category, and this is what you submit when a government employer or institution asks for your OBC certificate. Gujarat also has a completely separate category called NTDNT (Nomadic Tribes and Denotified Tribes), which is different from SEBC. If your community belongs to NTDNT, you need a different certificate. Both SEBC and NTDNT categories are managed by the Directorate of Backward Classes Welfare (Vikasti Jati Kalyan) under the Social Justice and Empowerment Department, Gujarat Government.

State SEBC Certificate vs Central OBC Certificate in Gujarat

For Gujarat State Government purposes

The Gujarat state SEBC list is used for state government jobs (GPSC, Gujarat Police, state universities, state schemes), state college admissions, and state welfare programmes. Your SEBC Certificate from the Mamlatdar, based on the Gujarat state backward class list, is valid for these purposes.

For Central Government purposes

The Central OBC List for Gujarat has 105 entries as maintained by the National Commission for Backward Classes. This list applies for UPSC, SSC, railways, banking (IBPS), defence, and admissions to IITs, NITs, AIIMS, and central universities. Your community must be in this central list to claim OBC reservation in central services. Check whether your community is in the central list at ncbc.nic.in before applying for central government jobs.

The same SEBC Certificate from the Mamlatdar is used for both state and central purposes. When submitting for a central government job, your Gujarat SEBC Certificate functions as your OBC certificate. The institution checks whether your community is in the Central OBC List for Gujarat.

Fee, Issuing Authority, and Portals

The SEBC Certificate in Gujarat is issued completely free of cost. The issuing authority is the Mamlatdar at the Taluka level. The Talathi verifies your community and residential details at the village level before the Mamlatdar approves the certificate. Applications are submitted online through two official portals: digitalgujarat.gov.in and esamajkalyan.gujarat.gov.in. The issued certificate is also available on DigiLocker.

Creamy Layer Condition

The creamy layer income restriction applies to OBC reservation in central government services. Your parents' annual income from non-agricultural sources must be below Rs. 8 lakh per annum. Agricultural income from parents' land is excluded. If either parent holds a Group A or Group B central government post, the candidate is treated as creamy layer regardless of income. For Gujarat state services, check the specific recruitment notification for state-level conditions.

Documents Required

  1. Visit digitalgujarat.gov.in and register or log in.

  5. Fill personal details, Taluka, and district. Upload all required documents.
  6. Submit. No fee is charged at any stage.
  7. Note your application number and track status on the portal.
