- Application Fee: ₹80 per application.
- Issuing Authority: The Tahsildar of the concerned Mandal Revenue Office (MRO) is the competent authority to issue the OBC Certificate after verification.
- Administrative Department: Revenue Department, Government of Telangana, under the Chief Commissioner of Land Administration (CCLA).
- Official Portal: meeseva.telangana.gov.in
Important: Keep the acknowledgement receipt or Application Number safely after submission. It will be required to track the status of your OBC Certificate application through the MeeSeva portal.
Non-Creamy Layer (NCL) Requirement for OBC Certificate
The Non-Creamy Layer (NCL) condition is mainly relevant when claiming reservation under the Central OBC category for UPSC, SSC, Railway, Banking, Central Educational Institutions, and other Central Government recruitments.
Under the current Central Government guidelines, applicants belonging to the OBC category whose family falls within the Creamy Layer are not entitled to claim reservation benefits under the Central OBC quota. The applicable income limit and other eligibility conditions are prescribed by the Government of India and may be revised from time to time.
Important: An OBC Certificate and a Non-Creamy Layer Certificate are not always the same. Many Central Government recruitments require a valid Central OBC (Non-Creamy Layer) Certificate issued in the prescribed format. Therefore, applicants should carefully read the eligibility conditions mentioned in the concerned recruitment or admission notification before applying.
Documents Required for Telangana OBC Certificate
The Revenue Department verifies both your identity and your OBC community before issuing the certificate. Keep clear copies of the following documents ready while applying through MeeSeva. Depending on your case, the Tahsildar may request additional records during verification.
- Identity Proof: Aadhaar Card of the applicant.
- Community Proof: Any document establishing that you belong to the claimed OBC community, such as an existing OBC Certificate of a parent, school records, Transfer Certificate (TC), or any government-issued record mentioning the community name.
- Income Proof: A valid Income Certificate or other income-related document, wherever required for the applicable OBC category or Non-Creamy Layer requirement.
- Residential Proof: Telangana Food Security Card (Ration Card), Residence Certificate, or any other address proof accepted by the competent authority.
- Date of Birth Proof: Birth Certificate, SSC/Class 10 certificate, or another government-recognised document showing the applicant's date of birth.
- Photograph: A recent passport-size photograph as per the prescribed specifications.
- Supporting Records (if required): The Tahsildar may ask for additional declarations, affidavits, or supporting documents if further verification is required.
Tip: Carry the original documents while visiting an authorised MeeSeva Centre or the Mandal Revenue Office. The originals may be verified before your application is forwarded for approval.
