A Scheduled Caste (SC) certificate is an official document issued by the Government of West Bengal to eligible citizens belonging to notified Scheduled Castes. It serves as proof of SC status and is required to claim reservation benefits in educational institutions, government recruitment, scholarships, and various welfare schemes offered by the Central and State Governments.

In West Bengal, SC certificate applications are submitted through the official online portal or a Bangla Sahayata Kendra (BSK). Every application undergoes a multi-level verification process before the certificate is issued by the competent authority. The entire service is provided free of cost.

This guide explains the eligibility conditions, notified Scheduled Castes, required documents, online and offline application process, certificate download, status tracking, and other important information you should know before applying.

Religion Eligibility for an SC Certificate in West Bengal

Before applying for an SC certificate, it is important to understand the religion requirement prescribed under the Constitution (Scheduled Castes) Order, 1950. In West Bengal, as in the rest of India, Scheduled Caste (SC) status is recognised only for persons professing Hinduism, Buddhism, or Sikhism.

Accordingly, the official West Bengal SC certificate application form requires applicants to select their religion from these three recognised categories. If an applicant belongs to a notified Scheduled Caste but professes a religion other than Hinduism, Buddhism, or Sikhism, they are not eligible to obtain an SC certificate under the existing constitutional provisions.

How the SC Certificate Is Issued in West Bengal

Every SC certificate application submitted in West Bengal undergoes a multi-stage verification process before the certificate is issued. This system helps the authorities verify the applicant's identity, caste details, and supporting documents before granting the certificate.

  1. The application is submitted through the official West Bengal Caste Certificate Portal or a Bangla Sahayata Kendra (BSK).
  2. An Inspector conducts the initial scrutiny of the application.
  3. The Block Development Officer (BDO) carries out the required field verification.
  4. After successful verification, the application is forwarded to the Sub-Divisional Officer (SDO).
  5. The SDO is the competent authority who approves and issues the digitally signed SC certificate.
  6. Once issued, the certificate becomes available for download through the official portal.

The Sub-Divisional Officer (SDO) is the final issuing authority for Scheduled Caste (SC) certificates in West Bengal. The entire certificate issuance process is provided free of cost.

There is no government fee for applying for a Scheduled Caste (SC) certificate in West Bengal. The State Government provides this service completely free of cost.

If you submit your application through a Bangla Sahayata Kendra (BSK), only the notified service charge, if applicable, may be collected by the centre as per government guidelines.
