If you belong to a backward class community in Madhya Pradesh and need a certificate, the first thing to clarify is which category your community actually falls under. MP has three backward class certificate types, not just OBC. Many communities in MP are not in the OBC list at all but in a separate Vimukta Jati or Ghumakkad Jati category. Applying under the wrong service means getting a certificate that is not valid for your specific purpose.
This guide covers the OBC certificate process in Madhya Pradesh along with the state's unique backward class categories and what applies to each.
Three Backward Class Certificate Types in Madhya Pradesh
The MP e-District portal offers three separate services for backward class certificates:
- Service 6.3-A: Caste certificate for Scheduled Castes and Scheduled Tribes
- Service 6.3-B: Caste certificate for Other Backward Classes (OBC)
- Service 6.3-C: Caste certificate for Vimukta Jati (Denotified Tribes), Ghumakkad Jati (Nomadic Tribes), and Ardha Ghumakkad Jati (Semi-Nomadic Tribes)
This guide focuses on Service 6.3-B for OBC. If your community belongs to the Vimukta Jati or Ghumakkad Jati category in MP's state notification, you need Service 6.3-C and not 6.3-B. These are distinct categories in MP with separate reservation provisions. Check the MP state backward class list to confirm which service applies to your community before submitting your application.
State OBC vs Central OBC in Madhya Pradesh
For Madhya Pradesh State Government purposes
The MP state OBC list is maintained by the Madhya Pradesh government and is used for state government jobs (MPPSC, MPESB, MP Police, state teachers recruitment), state college admissions, and state government scholarship schemes. Your certificate issued under Service 6.3-B is valid for state purposes if your community is in the MP state OBC list.
For Central Government purposes
The Central OBC List for Madhya Pradesh has 68 entries as notified by the Central Government. This list applies for UPSC, SSC, railways, banking (IBPS), defence, central PSUs, and admissions to IITs, NITs, AIIMS, and central universities. Your community must be in this central list to claim OBC reservation in central services. The central and state lists are different. A community may be in the state list but not the central list or vice versa. Check the Central OBC List for MP at ncbc.nic.in before applying for central government jobs.
The same certificate issued under Service 6.3-B is submitted for both state and central purposes. The institution or recruiting body checks whether your community is in the relevant list for their purpose.
Creamy Layer Condition
The OBC certificate in Madhya Pradesh is issued as a non-creamy layer certificate for reservation purposes. To qualify, your parents' annual income from non-agricultural sources must be below Rs. 8 lakh per annum. Agricultural income from land owned by parents is excluded from this calculation.
Key points:
- Income of parents (not spouse or applicant) is considered
- Agricultural income from parents' land is not counted
- If either parent holds a constitutional post or a Group A or Group B central government post, the candidate is treated as creamy layer regardless of income
- The same Rs. 8 lakh income limit applies for both state and central OBC reservations in MP
Samagra ID and Its Role
Your Samagra ID (MP's family registration identifier) must be active and correctly updated before applying for the OBC certificate. The MP caste certificate system is integrated with the Samagra database. If your caste entry in Samagra does not match what you declare in the certificate application, it can lead to rejection. MP has a dedicated service for correcting date of birth, Aadhaar, and Samagra details in existing caste certificates. Check and update your Samagra profile at samagra.gov.in before starting the application.
Documents Required
- Aadhaar Card
- Samagra ID (individual and family)
- Proof that your community is in the OBC list: old OBC certificate of father, school record showing community, or any government document mentioning your caste
- Income proof for non-creamy layer declaration: salary certificate or income tax documents if parents are salaried, or self-declaration if agricultural/self-employed
- Income Certificate of parents
- Ration Card
- MP Domicile Certificate
- Birth certificate or school leaving certificate
- Passport-size photograph
How to Apply for OBC Certificate in Madhya Pradesh
You can apply for an OBC Certificate in Madhya Pradesh either through the official MP e-District Portal from home or by visiting your nearest Lok Seva Kendra (LSK). Before starting the application, make sure your Samagra ID is active, your community is included in the MP OBC list, and all required documents are ready.
Method 1: Apply Online Through MP e-District Portal
The easiest way to apply is through the official MP e-District Portal. You can complete the entire process online and download the certificate after approval.
- Visit mpedistrict.gov.in and log in to your account. If you are a new user, complete the registration process first.
- From the list of General Administration Department services, select Service 6.3-B - Caste Certificate for Other Backward Classes (OBC).
- Enter your personal details, community name, Samagra ID, Aadhaar number, address, and family information exactly as recorded in your official documents.
- Fill in your parents' income details carefully because OBC reservation benefits depend on non-creamy layer eligibility.
- Upload the required documents, including caste proof, income proof, identity proof, and photograph.
- Review all information before submitting the application. Incorrect caste names, income details, or Samagra information can delay verification.
- Submit the application and save the acknowledgement number generated by the portal.
- The application is sent to the concerned Patwari for verification of caste, residence, and supporting records.
- After successful verification, the report is forwarded to the Sub-Divisional Officer (Revenue) for approval.
- Once approved, log in to the portal and download your digitally signed OBC Certificate.
Fee: Applying directly through the MP e-District Portal is free of cost.
Method 2: Apply Through Lok Seva Kendra (LSK)
If you are not comfortable applying online yourself, visit the nearest Lok Seva Kendra. The centre operator will complete the application and upload the documents on your behalf.
- Carry all original documents and photocopies, including your Aadhaar Card, Samagra ID details, caste proof, income documents, and photograph.
- Provide your details to the Lok Seva Kendra operator and verify the information before submission.
- The operator uploads your documents and submits the application through the official MP e-District system.
- Pay the prescribed service charge and collect the acknowledgement receipt.
- Keep the receipt safely because it contains your application number for future tracking.
- Your application goes through the same Patwari verification and SDO approval process as an online application.
- After approval, you can download the certificate online or obtain a printed copy from the Lok Seva Kendra.
Service Charge: Lok Seva Kendra currently charges ₹20 for this service as per the notified fee structure.
Special Facility for Family Members (Service 6.6-B)
Madhya Pradesh also provides a simplified facility for applicants whose close family members already hold a valid OBC Certificate issued by the Sub-Divisional Officer (Revenue).
If your father, mother, brother, sister, or another eligible blood relative already has an OBC Certificate issued by the competent authority, you may apply through Service 6.6-B on the MP e-District Portal.
Under this service, the existing certificate of the family member can be used as supporting proof of community status. This helps reduce repetitive documentation and makes the verification process easier for other eligible members of the same family.
Getting a Digital Copy of Old Manual OBC Certificate (Service 6.5-B)
If you have an old manually written OBC certificate issued before MP's digital system, you can get it digitized through Service 6.5-B on the portal. This creates a digitally verifiable record in the current MP system, which is needed by institutions that only accept system-verified certificates.
Benefits of OBC Certificate in Madhya Pradesh
