Assam's backward class certificate system is unique in India because the state has two official categories: OBC (Other Backward Classes) and MOBC (More Other Backward Classes). The official certificate is therefore called the Backward Classes (OBC/MOBC) Certificate. You apply for one combined service on the Seva Setu portal, but the certificate issued will specify whether your community falls under OBC or MOBC based on the state notification. Assam also issues a separate Non Creamy Layer Certificate as a distinct service. This guide explains both, the application process, and everything else you need to know about the backward class certificate in Assam.
OBC and MOBC: What Is the Difference
Assam's state backward class framework has two distinct categories:
- OBC (Other Backward Classes): Communities listed in Assam's state OBC notification. Eligible for OBC reservation in state government jobs, state college admissions, and state welfare schemes.
- MOBC (More Other Backward Classes): Communities identified as more backward than general OBC communities in Assam. MOBC has its own reservation provisions in the state's backward class framework.
Communities are assigned to either OBC or MOBC by the Assam government. Some communities have been moved between lists over time. For example, the Assam government issued a notification re-enlisting the Jolha community from the MOBC list to the OBC list for inhabitants of 10 specific districts, which shows that Assam actively reviews and updates its OBC/MOBC notifications. Before applying, confirm which list your community is in under the current Assam state notification.
State OBC/MOBC Certificate vs Central OBC in Assam
For Assam State Government purposes
The Assam state OBC and MOBC lists apply for Assam state government jobs (APSC, Assam Police, state universities), state college admissions, and state welfare schemes. Your Backward Classes (OBC/MOBC) Certificate from the issuing authority is valid for these state purposes.
For Central Government purposes
The Central OBC List for Assam has 28 entries as maintained by the National Commission for Backward Classes. This list applies for UPSC, SSC, railways, banking (IBPS), defence, and admissions to IITs, NITs, AIIMS, and central universities. Your community must be in the central list to claim OBC reservation in central services. Check whether your community is in the central list at ncbc.nic.in.
The same Backward Classes (OBC/MOBC) Certificate from the issuing authority is submitted for both state and central purposes. The institution checks which list your community is in for their specific requirement.
Non Creamy Layer Certificate: A Separate Service
Assam issues the Non Creamy Layer Certificate as a completely separate service from the Backward Classes (OBC/MOBC) Certificate. Both are available on the Seva Setu portal. If a central government employer or institution specifically asks for a Non Creamy Layer Certificate separately, apply for that separate service. For state purposes, the Backward Classes Certificate is generally sufficient unless the specific notification requires a separate NCL certificate.
Application Portal: Seva Setu
The primary online portal for the Backward Classes (OBC/MOBC) Certificate in Assam is the Seva Setu portal at sewasetu.assam.gov.in. The direct application link for the OBC/MOBC certificate is confirmed at sewasetu.assam.gov.in/site/service-apply/issuance-of-backward-classes-obcmobc-certificate. The e-District portal at edistrict.assam.gov.in also handles backward class certificate applications.
Creamy Layer Condition
The creamy layer income restriction applies to OBC reservation in central government services. Your parents' annual income from non-agricultural sources must be below Rs. 8 lakh per annum. Agricultural income from land owned by parents is excluded. Group A and Group B central government employee parents make the child creamy layer regardless of income. For Assam state services, check the specific recruitment notification for state-level conditions.
