The Backward Class (BC) Certificate in Haryana is the official government document that proves your community belongs to the Haryana state Backward Class notification. This certificate is your entry point to BC reservation in Haryana state government jobs, Haryana state educational institutions, and central government recruitment for communities that also appear on the NCBC central OBC list. The Revenue and Disaster Management Department issues this certificate through the SARAL portal at saralharyana.gov.in. Haryana organises its state BC list into Block A (72 communities) and Block B (6 communities), each with separate reservation percentages. The creamy layer income limit of Rs 8 lakh per annum applies, and every application runs through the PPN-linked FIDR database. This guide covers every detail a BC certificate applicant in Haryana needs: eligibility, full community lists in readable format, documents, fees, step-by-step application, reservation percentages, and what to do if your application is delayed.
Eligibility for Haryana BC Certificate
To qualify for the Backward Class Certificate in Haryana, all three conditions below must be met at the time of application.
- You must be a permanent resident of Haryana.
- Your community must be officially notified in the Haryana state Backward Class list under the Haryana Backward Classes (Reservation in Services and Admissions in Educational Institutions) Act, 2016, either in Block A or Block B.
- Your annual family income from all sources must be below Rs 8 lakh per annum. Persons at or above this limit are classified as creamy layer and are not eligible.
There is no religion restriction for the BC Certificate. Communities from any faith, including Hindu, Muslim, Sikh, and Christian, can apply as long as their community is in the Haryana BC notification. Your family must also be enrolled with a valid PPN (Parivar Pehchan Number), as the entire process runs through PPN.

Block B Communities (BC-B) in Haryana
The following 6 communities make up Block B of the Haryana state Backward Class list.
- Ahir or Yadav
- Gujjar
- Lodh, Lodha or Lodhi
- Saini, Shakya, Koeri, Kushwaha, Maurya
- Meo
- Gosai, Gosain or Goswami
Block B members apply for the same BC Certificate service on SARAL. The certificate issued is identical in name, but the reservation percentages applied at the time of recruitment or admission differ from Block A. Always check which block your community falls under before calculating your reservation benefit.
Block C Status
The Haryana Backward Classes Act, 2016 includes a Block C covering Jat, Jat Sikh, Ror, Bishnoi, Tyagi, and Mulla Jat or Muslim Jat. The Supreme Court of India has issued a status quo order on Block C reservation. Block C reservation is currently not operative in Haryana state government services. Persons from Block C communities should check the current legal status of this order before filing an application based on Block C membership.
Creamy Layer Income Limit
The Haryana government revised the creamy layer income limit to Rs 8 lakh per annum in June 2024, matching it with the central government threshold. Your annual family income from all sources must stay below this figure for you to remain eligible for the BC Certificate. The FIDR database linked to your PPN stores your family's income data. When you apply on SARAL, the system reads this figure automatically. If FIDR shows your income at Rs 8 lakh or above, the portal will not process the BC Certificate application. Agricultural income from parents' land is generally excluded from the creamy layer income calculation. If you believe your FIDR income entry is wrong, correct it through the PPN grievance module at meraparivar.haryana.gov.in/ReportGrievance before you apply.
Parivar Pehchan Patra (PPN) and FIDR
PPN is the mandatory 8-digit family identification number issued under the Haryana Parivar Pehchan Act, 2021. Without a valid PPN, you cannot apply for the BC Certificate on SARAL. The FIDR (Family Information Data Repository) linked to your PPN holds your caste category, caste name, and annual family income. When SARAL reads these as verified and signed in FIDR, the certificate can be issued without field verification. If either caste or income is unverified in FIDR, the application goes to the Patwari and Lambardar for field verification before the certificate is issued. Enrol or update your PPN at meraparivar.haryana.gov.in.

How to Apply for BC Certificate Online on SARAL
- Open saralharyana.gov.in and log in with your mobile number. If you do not have an account, register first.
- In the search box, type Backward Class Certificate and click on the service listed under Revenue and Disaster Management Department.
- Enter your family's PPN. If your family is not yet enrolled in PPN, go to meraparivar.haryana.gov.in first to create your PPN before returning to SARAL.
- A list of family members appears. Select the person who needs the BC Certificate.
- An OTP is sent to the mobile number registered in that person's PPN. Enter it to proceed.
- SARAL auto-fills name, father's name, address, caste block (BC-A or BC-B), caste name, and annual income from FIDR. Review these details carefully.
- If your caste is marked BC-A or BC-B and your income is below Rs 8 lakh and both fields are verified in FIDR, the self-declaration form appears.
- Fill the non-creamy layer self-declaration form. This captures income from all sources, parents' employment, agricultural land, and other wealth details. FIDR data auto-fills where available.
- Pay the fee through the online payment gateway on SARAL.
- Submit the application. Save the acknowledgement number that appears on screen for tracking.
- If caste and income are verified in FIDR, the digitally signed BC Certificate is issued the same day or immediately. If field verification is required, the Patwari and Lambardar are assigned and must complete verification within 7 working days.
- Log back in to saralharyana.gov.in and download your BC Certificate once it shows as issued.
How to Apply at SARAL Kendra or CSC
Visit any SARAL Kendra, Antyodaya Saral Centre, or authorised CSC in your district. Carry your PPN details, Aadhaar card, identity proof, and residence proof. Tell the operator you need the Backward Class Certificate service. The operator applies on your behalf through the SARAL system. You get a printed acknowledgement slip with your application number. If FIDR data is verified, some centres issue the certificate on the same visit. Field verification cases are completed within 7 working days.
Processing Time and Certificate Validity
When caste and annual income are both verified in FIDR and the PPN is in signed status, the BC Certificate is issued immediately or across the counter. Where field verification is needed, the Haryana Right to Service Act mandates completion within 7 working days from the date of application. The BC Certificate is valid for the lifetime of the holder as long as the community remains notified in the Haryana BC list. Some recruitment notices or institutions specify a recency requirement; check the specific notice before submitting the certificate.
