Tripura OBC Certificate is an official caste certificate issued to people who belong to an Other Backward Class (OBC) community recognised by the Government of Tripura. The certificate is issued by the Sub-Divisional Magistrate (SDM) under the Revenue Department and is required to claim reservation and other benefits available to eligible OBC communities. Before applying, it is important to understand that Tripura issues two different OBC certificates—the State OBC Certificate and the Central OBC Certificate. Both certificates serve different purposes, follow separate eligibility conditions, and require separate applications through the eDistrict portal.
You can apply for either certificate through the official eDistrict Tripura portal (edistrict.tripura.gov.in). Applicants who prefer offline services may also submit their application at the concerned SDM office or take assistance from a nearby Common Service Centre (CSC/Kiosk).
State OBC Certificate vs Central OBC Certificate in Tripura
Tripura issues two different types of OBC certificates, and each serves a different purpose. Before submitting your application, you should identify which certificate is required for the benefit you want to claim.
State OBC Certificate: This certificate is issued to applicants belonging to OBC communities recognised by the Government of Tripura. It covers all 44 OBC communities notified by the State, including 3 communities that have been recognised only by the State Government and are not part of the Central OBC List. The State OBC Certificate is used for reservation in Tripura Government jobs, admissions to State educational institutions, and benefits under various State Government welfare schemes. In Tripura, applicants are generally required to obtain the State OBC Certificate before applying for a Central OBC Certificate.
Central OBC Certificate: This certificate is issued only to applicants whose community is included in the Central List of Other Backward Classes for Tripura, notified by the Government of India. At present, the Central List for Tripura contains 41 OBC communities. The certificate is required for claiming OBC reservation in Central Government recruitment, admissions to Central educational institutions such as IITs, NITs and Central Universities, and benefits under Central Government welfare schemes. Besides belonging to a community included in the Central List, applicants must also fulfil the applicable Non-Creamy Layer (NCL) criteria prescribed by the Government of India. In Tripura, the State OBC Certificate forms part of the prescribed requirements for obtaining the Central OBC Certificate.
OBC Communities Notified for Tripura
The Government of Tripura currently recognises 44 communities as Other Backward Classes (OBCs) for the purpose of State reservation. Among them, 41 communities are also included in the Central List of OBCs notified by the Government of India and published by the National Commission for Backward Classes (NCBC). The remaining 3 communities are recognised only by the Government of Tripura. Members of these communities can obtain the State OBC Certificate but are not eligible for the Central OBC Certificate unless their communities are included in the Central List in the future.
Before applying, check whether your community appears in the State List only or in both the State and Central Lists, as this determines the type of OBC certificate you can obtain.

If your community belongs to any of the three communities listed above, you can apply for the State OBC Certificate and claim reservation and other benefits available under the Government of Tripura. However, you cannot obtain a Central OBC Certificate or claim Central Government OBC reservation benefits unless the Government of India includes your community in the Central OBC List.
Non-Creamy Layer (NCL) Condition for Central OBC Certificate
In Tripura, the Central OBC Certificate is issued only to applicants who satisfy the Non-Creamy Layer (NCL) criteria prescribed by the Government of India. Besides belonging to a community included in the Central OBC List for Tripura, applicants must also fulfil the applicable NCL conditions to claim OBC reservation in Central Government jobs, Central educational institutions, and other Central Government benefits.
As per the prevailing Government of India guidelines, one of the important conditions is that the applicable family income should remain within the prescribed limit of Rs. 8 lakh per annum, subject to the rules governing the determination of the Non-Creamy Layer. For the Central OBC Certificate application in Tripura, applicants are also required to submit an Average Monthly Family Income Certificate issued by the Deputy Commissioner and Magistrate (DCM) or the Sub-Divisional Magistrate (SDM) as prescribed by the Revenue Department.
The State OBC Certificate, however, is different. It is issued to eligible members of OBC communities recognised by the Government of Tripura and does not require the applicant to satisfy the Non-Creamy Layer condition. Therefore, eligible applicants can obtain the State OBC Certificate irrespective of their income for availing reservation and other benefits provided by the State Government.

However, any department or institution may ask for a recently issued certificate if required under its own rules or recruitment notification.

- Issuing authority: Both the State OBC Certificate and the Central OBC Certificate are issued by the Sub-Divisional Magistrate (SDM) of the concerned Sub-Division under the Revenue Department, Government of Tripura.
How to Apply for Tripura OBC Certificate Online (eDistrict Portal)
The Government of Tripura accepts online applications for both the State OBC Certificate and the Central OBC Certificate through the official eDistrict Tripura portal (edistrict.tripura.gov.in). Since these are two separate services, you should first obtain the State OBC Certificate. If you also require a Central OBC Certificate, submit a separate application after the State certificate has been issued.
Step 1: Create your eDistrict account
- Open the official eDistrict Tripura portal in your browser.
- Click on Login and then select Register Yourself.
- Enter your name, mobile number, email address and the other details asked in the registration form.
- Submit the form and complete the OTP verification sent to your registered mobile number. Once the verification is successful, your eDistrict account will be created.

- Go to the Revenue Department services section and search for OBC Certificate.
- You will find two separate services - OBC Certificate State and OBC Certificate Central. Select the service that matches your requirement.

Step 3: Fill in the online application form
- Enter your personal details exactly as they appear in your supporting documents. This includes your name, father's name, date of birth, OBC community, sub-division, district and complete residential address.
- If you are applying for the Central OBC Certificate, you must also provide the details of your Average Monthly Family Income Certificate wherever required in the application.
- Before moving to the next step, carefully check every entry. Even a small mismatch in your name, community or personal details may delay verification.
Step 4: Upload the required documents
- For the State OBC Certificate, upload scanned copies of the prescribed application form, PRTC, Register of Ordinary Residents (ROR), Family Ration Card, Father's OBC Certificate, Community Certificate issued by the OBC Sub-Committee and a valid Age Proof.
- For the Central OBC Certificate, upload your State OBC Certificate along with the prescribed application form, PRTC, Average Monthly Family Income Certificate, Family Ration Card and a valid Age Proof.

Step 5: Submit your application
- After confirming that all the information and uploaded documents are correct, click on the Submit button.
- Once your application is submitted successfully, the portal will generate an Application Reference Number. Save this number carefully because it will be required whenever you want to check the progress of your application.
Step 6: Track the application and download the certificate
- Log in to your eDistrict account whenever you want to know the latest status of your application.
- Open the View Status of Application section and choose Track Application Status.

If you do not wish to apply online or need assistance while submitting your application, you can visit the Sub-Divisional Magistrate (SDM) office of your sub-division and apply offline. Make sure you know whether you need the State OBC Certificate or the Central OBC Certificate, as both require separate application forms.

- Request the appropriate application form from the counter. Ask for Form OBCS if you want a State OBC Certificate or Form OBCC if you need a Central OBC Certificate.

- Submit the application to the designated receiving officer at the SDM office. After verification of the documents, you will receive an acknowledgement receipt or reference number. Keep it safely, as it will be required for future enquiries.
- Your application will be processed by the Revenue Department. You can monitor its progress through the eDistrict Tripura portal or contact the concerned SDM office after the prescribed processing period if required.
How to Apply Through Common Service Centre (CSC/Kiosk)
