Chhattisgarh calls its permanent residence certificate either a Residence Certificate or Domicile Certificate - both names are used across different districts on official .cg.gov.in and .nic.in government websites. The fee is Rs. 30 and the delivery timeline is 15 days from application. Apply at edistrict.cgstate.gov.in or sewasetu.cgstate.gov.in - both are official CG government portals managed by CHIPS (Chhattisgarh Infotech Promotion Society), Raipur. Offline applications go through Lok Seva Kendras located at Tahsil offices and Collectorate offices across all districts. Three unique documents in Chhattisgarh that no other state requires: a Patwari and Sarpanch/Parshad report (field verification by village-level officers), the current year's B-1 form (land record), and an Autobiography (self-written residence history). SMS notifications are sent at every stage of processing.

Three Unique Documents in Chhattisgarh

Chhattisgarh requires three documents not found in most other states to make domicile certificate:

  • Patwari and Sarpanch/Parshad Report: A joint report from the village Patwari (land revenue officer) and the Sarpanch (gram panchayat head) or Parshad (ward councillor in urban areas) certifying that the applicant is a genuine resident of the area. This is the ground-level field verification report.
  • B-1 Form (Current Year): B-1 is the Khasra/Khatauni land record document in Chhattisgarh showing land ownership details. The current year's B-1 is required - an old B-1 is not accepted.
  • Autobiography: A self-written brief history of the applicant's residence in Chhattisgarh. This is a personal declaration in the applicant's own words about where they have lived, for how long, and other relevant details.

Complete Documents Required

The following documents are required:

  • Report of Patwari and Sarpanch/ Parshad
  • Academic/Education Certificate (Class 5th, 8th, or Graduation result) - or Self-Declaration/Affidavit if the applicant is illiterate
  • Current year B-1 form
  • Autobiography (self-written residence history)
  • Identity Proof: Voter's ID Card, Aadhaar Card, or Ration Card
  • For government servants: Attested copy of Service Book from the department + Service Certificate issued by Department
  • For government servants from a different district: No Objection Certificate (NOC) from the competent authority for residence/domicile in the district
  • Marriage Certificate (for married women applying based on spouse's residence)
