The Punjab Government issues the Scheduled Caste (SC) Caste Certificate through its official digital citizen service platform. Eligible applicants can apply online using the Connect Punjab Portal, the Punjab mSewa mobile app, or by visiting the nearest Sewa Kendra. The service has a notified processing timeline of 16 days and requires a prescribed service fee of ₹65. This guide explains the complete application process, required documents, eligibility conditions, certificate download process, and answers the most common questions based on official Punjab Government sources.
Religion Requirement for Punjab SC Certificate
Not every person belonging to a Scheduled Caste community is eligible for an SC Certificate. Under the Constitution (Scheduled Castes) Order, 1950, SC status is recognised only for persons professing Hinduism, Sikhism, or Buddhism.
If you belong to a Scheduled Caste community in Punjab and follow any of these three religions, you can apply for the SC Certificate, provided you satisfy the other eligibility conditions. Persons professing Islam or Christianity are not eligible for an SC Certificate under the current constitutional provisions, even if their community name appears in the Scheduled Castes list.
There is no income limit for obtaining a Punjab SC Certificate. Eligibility is determined by your notified Scheduled Caste community and the applicable constitutional provisions, not by your family's annual income or creamy layer status.
Scheduled Castes Notified in Punjab
Punjab has 39 entries in the Scheduled Castes list notified under the Constitution (Scheduled Castes) Order, 1950. Some entries also include alternative or sub-caste names. If your community is listed under any of these names, you are eligible to apply for a Punjab SC Certificate, subject to the applicable eligibility conditions.

Ways to Apply for Punjab SC Certificate
The Punjab Government allows eligible citizens to apply for a Scheduled Caste (SC) Certificate through its official Connect Punjab citizen service platform. Applicants who do not wish to apply online can also visit the nearest Sewa Kendra, where the application is submitted digitally on their behalf.
1. Connect Punjab Portal
The official Connect Punjab Portal is the primary online platform for applying for a Punjab SC Certificate. You can create your profile, fill in the application form, upload the required documents, pay the prescribed service fee, track your application status, and download the certificate after approval.
2. Punjab mSewa Mobile App
If you prefer using your smartphone, you can also access Punjab Government citizen services through the official Punjab mSewa mobile app. The app allows users to access supported government services, check application status, and use digital citizen services from anywhere.
3. Sewa Kendras
If you need assistance with the application process, visit the nearest Sewa Kendra. The operator will complete the online application, upload your documents, collect the prescribed service fee, and provide an acknowledgement receipt containing your application reference number for future tracking.
How Verification Is Done
After you submit your Punjab SC Certificate application, the verification process begins automatically. You do not need to visit multiple government offices to get recommendations or signatures.
First, the application is sent to the concerned Patwari for document verification. After verifying the submitted details, the application is forwarded digitally to the appropriate local authority, such as the Sarpanch, Nambardar, or Municipal Councillor, depending on your place of residence.
Where the digital verification system is applicable, these authorities can provide their recommendation online through the official government workflow. This reduces paperwork and saves applicants from making repeated visits for manual verification.
Note: If the competent authority requires any additional information or supporting documents during verification, you may be contacted before the certificate is issued.
Documents Required
- Aadhaar Card (Aadhaar number is required on the form; Aadhaar enrollment number if Aadhaar is not yet issued)
- Residence proof (mandatory): Punjab Residence Certificate, ration card, utility bill, or any other address proof
- Age proof (mandatory): Birth certificate or Class 10 marksheet
- ID proof (mandatory): Voter ID Card, Aadhaar Card, or any government-issued photo ID
- Self-declaration form (mandatory): Available on the application form itself; you declare your caste membership and that no previous certificate has been issued (or was issued long ago)
- Verification leaf from Sarpanch, Patwari, Executive Officer Municipal Corporation, or Ward Councillor (optional in the form; Patwaris now process this digitally)
- Passport-size photograph
