A Voter ID card, officially called the Elector’s Photo Identity Card (EPIC), is an identity document issued by the Election Commission of India (ECI) to every eligible Indian citizen registered as a voter. It serves two purposes - it is your proof of identity for casting your vote, and it is one of the most widely accepted identity documents for various government and private services across India.

All voter ID services in India are managed by the Election Commission of India through two official portals:

  • Voters’ Services Portal: voters.eci.gov.in - for new registration, corrections, address change, e-EPIC download, and all voter services
  • Electoral Search Portal: electoralsearch.eci.gov.in - to search and check your name in the electoral roll

What is EPIC (Voter ID Card)?

EPIC stands for Elector’s Photo Identity Card. It is issued by the Electoral Registration Officer (ERO) of the Assembly Constituency in which you are registered as a voter. As per the official Form 6 guidelines at voters.eci.gov.in: “EPIC will be delivered at the given postal address after enrolment, free of cost through speed post under proper acknowledgement.”

The EPIC is issued free of cost. There is no government fee for getting a Voter ID card.

What is e-EPIC (Digital Voter ID Card)?

As per the official ECI page at eci.gov.in/e-epic, the e-EPIC is a portable document format (PDF) version of the EPIC which can be downloaded on your mobile phone or printed on a computer in a self-printable form. A voter can store the e-EPIC on their mobile phone, upload it to DigiLocker, or print and self-laminate it. It is issued in addition to the physical PVC EPIC card for fresh registrations.

The e-EPIC is equally valid as the physical Voter ID card for all purposes including voting, identity verification, and KYC.

Who is Eligible for a Voter ID Card?

As per the Representation of the People Act, 1950, every citizen of India who meets the following conditions is eligible to register as a voter and get a Voter ID card:

  • Must be a citizen of India
  • Must be 18 years of age or above on the qualifying date (1st January, 1st April, 1st July, or 1st October of the year of revision of electoral rolls)
  • Must be ordinarily resident at the address where they want to register
  • Must not be of unsound mind as declared by a competent court
  • Must not be disqualified from voting under any law in force

Quarterly registration: As per ECI, eligible citizens can register at any time of the year. The electoral roll is revised four times a year with qualifying dates of 1st January, 1st April, 1st July, and 1st October. A person turning 18 on or before any of these qualifying dates can register.

The Election Commission of India uses specific forms for different voter services. All forms are available online at voters.eci.gov.in:

Documents Required for Voter ID Registration

As per the official Form 6 guidelines at voters.eci.gov.in, the following documents are needed:

Proof of Age (any one)

  • Birth certificate issued by Municipal Authority or local body
  • Class 10 or 12 mark sheet or school certificate showing date of birth
  • Indian Passport
  • PAN card
  • Aadhaar card (if date of birth is mentioned)
  • Driving licence
  • MNREGA Job Card
  • Passbook of Post Office or nationalised bank with photograph and date of birth

Proof of Ordinary Residence (any one)

  • Aadhaar card
  • Indian Passport
  • Driving licence
  • Bank or Post Office passbook with photograph and address
  • Ration card
  • Latest water, telephone, electricity, or gas connection bill in the name of applicant or family member
  • Indian Postal Service identity card
  • Income Tax assessment order

Photograph

  • One recent good quality passport-size colour photograph (4.5cm × 3.5cm) with white background
  • Eyes must be open and both edges of face must be clearly visible
  • Unsigned photograph (do not sign on the photo)
