Andhra Pradesh does not have a single OBC category for its backward class reservation system. The state divides its backward communities into five separate sub-categories - BC-A, BC-B, BC-C, BC-D, and BC-E - each with different types of communities, different reservation percentages, and different eligibility conditions. If you apply for a backward class certificate in AP without knowing which sub-category your community belongs to, you risk getting the wrong certificate, which will be rejected when you apply for a job or admission. This guide explains all five categories, the difference between the AP state BC list and the Central OBC List, and the complete application process.

Andhra Pradesh's Five Backward Class Sub-Categories

AP's backward class reservation system has five sub-categories, each covering specific types of communities:

  • BC-A: Nomadic and Semi-Nomadic Tribes. This category covers communities with a traditional lifestyle of movement and those historically denotified after the Criminal Tribes Act. Communities like Yerukulas and others fall under BC-A.
  • BC-B: Artisan communities and occupational backward classes. This covers traditional craft and trade communities.
  • BC-C: Scheduled Caste converts to Christianity. These are communities that converted from SC backgrounds but are not eligible for SC reservation after conversion. The BC-C certificate gives them access to BC reservation in state services.
  • BC-D: Muslim backward classes. This covers specific Muslim communities identified as socially and educationally backward in the AP state notification.
  • BC-E: Kapu and related communities. The BC-E category was created to provide reservation benefits to the Kapu, Telaga, Balija, and Ontari communities, which form a significant population in coastal Andhra Pradesh.

Your specific community will fall under one of these five categories in the AP state BC notification. Before applying for the BC certificate, confirm which sub-category your community belongs to. The certificate issued will show your community name and the specific BC sub-category (BC-A, BC-B, BC-C, BC-D, or BC-E).

State BC Certificate vs Central OBC Certificate in AP

For Andhra Pradesh State Government purposes

The AP state backward class list with BC-A through BC-E sub-categories applies for AP state government jobs (APPSC, AP Police, state universities), state college admissions, and state welfare schemes. Your BC certificate from the Tahsildar is valid for these purposes based on the AP state notification.

For Central Government purposes

The Central OBC List for Andhra Pradesh has 104 entries as maintained by the National Commission for Backward Classes. This list applies for UPSC, SSC, railways, banking (IBPS), defence, and admissions to IITs, NITs, AIIMS, and central universities. Your community must be in the Central OBC List for AP to claim OBC reservation in central services. Check the central list at ncbc.nic.in before applying for central government jobs or central institution admissions.

The same BC certificate from the Tahsildar is used as the OBC certificate for central purposes. The institution checks whether your community is in the Central OBC List for AP.

Creamy Layer Condition

The creamy layer income limit for OBC reservation in central government services is Rs. 8 lakh per annum of parents' non-agricultural income. Agricultural income from parents' land is excluded. If either parent holds a Group A or Group B central government post, the candidate is treated as creamy layer regardless of income. For AP state services, check the specific recruitment notification for state-level creamy layer conditions.

Frequently Asked Questions

Andhra Pradesh divides its backward communities into five sub-categories. BC-A covers nomadic and semi-nomadic tribes. BC-B covers artisan and occupational backward communities. BC-C covers SC converts to Christianity who are not eligible for SC reservation. BC-D covers Muslim backward class communities notified in AP. BC-E covers Kapu, Telaga, Balija, and Ontari communities. Each sub-category has its own reservation percentage in AP state services. Confirm which sub-category your community belongs to before applying.

Yes. The Kapu community along with Telaga, Balija, and Ontari communities is covered under BC-E in Andhra Pradesh. Members of the Kapu, Telaga, Balija, and Ontari communities can apply for the BC-E certificate through the Grama Sachivalayam, MeeSeva portal, or AP caste certificate portal.

The Central OBC List for Andhra Pradesh has 104 entries. You can check whether your specific community is in this central list at ncbc.nic.in. If your community is in the AP state BC list but not in the central OBC list, your certificate is valid for state government jobs and state admissions only, not for UPSC, SSC, railways, or central institutions.

For central government purposes, the creamy layer limit is Rs. 8 lakh per annum from non-agricultural sources for both parents combined. Agricultural income from parents' land is not counted. For AP state government purposes, check the specific job notification for the applicable income conditions.

Yes. Specific Muslim communities identified as backward are covered under BC-D in Andhra Pradesh. If your Muslim community is listed under BC-D in the AP state notification, you can apply for the BC-D certificate and avail the associated reservations in AP state services. For central government purposes, your community must also appear in the Central OBC List for AP.

No. The BC-C category is specifically for SC converts to Christianity. Once a person converts to Christianity from an SC background, they are no longer eligible for SC reservation under the Constitutional Scheduled Castes Order, which covers only Hindus, Buddhists, and Sikhs. The BC-C category was created to ensure these communities still have access to backward class reservation in AP state services.

All three are official options: Grama Sachivalayam (for village/ward-level assistance), MeeSeva portal (meeseva.ap.gov.in for online application), and the dedicated caste certificate portal (apcaste.ap.gov.in). For BC scholarship applications after getting the certificate, use AP ePass at apepass.ap.gov.in.

For APPSC (AP Public Service Commission), your AP state BC certificate is valid if your community is in the AP state BC list. For UPSC and other central government recruitments, your community must also be in the Central OBC List for AP (104 entries). The same certificate is submitted for both purposes, but the institution verifies which list your community is in.

Only if your community appears in the Central OBC List for AP. IITs, NITs, and other central institutions use the Central OBC List for reservation. Submit your AP BC certificate and the institution will check whether your community qualifies under the central list. If your community is only in the AP state list and not the central list, you cannot claim OBC reservation in IIT admissions.

File grievances at spandana.ap.gov.in. For broader OBC rights complaints, file with the National Commission for Backward Classes at ncbc.nic.in, which accepts complaints from OBC citizens across India.
