Karnataka has one of the most complex backward class reservation systems in India. The state does not have a single OBC category like most other states. Instead, Karnataka has divided its backward communities into multiple sub-categories, each with its own reservation percentage in state services. At the same time, Karnataka has the second largest Central OBC List in India with 199 entries, reflecting the state's enormous diversity of backward communities. If you need an OBC certificate in Karnataka, you must know which category your community belongs to before applying.
Karnataka's Backward Class Sub-Categories
Karnataka's state reservation framework for backward classes divides communities into several categories. When you apply for a backward class certificate, your certificate will reflect your specific category. The major categories are:
- Category I: Covers specific backward communities that are at the lowest level of social and educational development among the backward classes
- Category IIA: Covers Muslim communities and certain other backward classes
- Category IIB: Covers communities like Vokkaliga and related groups
- Category IIIA: Covers Lingayat community and related communities
- Category IIIB: Covers Brahmin and related communities who qualify as educationally and economically backward
Each category has a specific reservation percentage in Karnataka state services. Before applying, confirm which category your community belongs to in the Karnataka state backward class notification. Applying for the wrong category will result in rejection or an incorrect certificate.
State OBC vs Central OBC in Karnataka
For Karnataka State Government purposes
The Karnataka state backward class system with categories I, IIA, IIB, IIIA, and IIIB applies for Karnataka state government jobs (KPSC, Karnataka Police, state teachers, state universities), state college admissions, and state welfare schemes. Your certificate issued through Nadakacheri or Seva Sindhu specifying your category is used for these purposes.
For Central Government purposes
The Central OBC List for Karnataka has 199 entries as maintained by the National Commission for Backward Classes. This is the second largest state-wise central OBC list in India after Maharashtra. This list applies for UPSC, SSC, railways, banking (IBPS), defence, and admissions to IITs, NITs, AIIMS, and central universities. Your community must appear in this central list to claim OBC reservation in central services. Check whether your community is in the central list at ncbc.nic.in.
The same certificate from the Tahsildar through Nadakacheri or Seva Sindhu is used for both state and central purposes. When submitting for a central government job, your Karnataka backward class certificate functions as your OBC certificate for central purposes if your community is in the Central OBC List.
Creamy Layer Condition
The creamy layer income restriction applies to OBC reservation in central government services. To qualify for OBC reservation in central services, your parents' annual income from non-agricultural sources must be below Rs. 8 lakh per annum. Agricultural income from parents' land is excluded.
Key points:
- Income of parents (not applicant or spouse) is considered
- Agricultural income from parents' land is excluded
- Parents in central Group A or Group B service are treated as creamy layer regardless of income
- For Karnataka state services, the creamy layer conditions may vary by category. Check the specific recruitment notification for state-level conditions.
Documents Required
- Aadhaar Card
- Proof that your community is in the OBC/backward class list: old backward class certificate of father, school record showing community, or any government document mentioning your caste
- Income Certificate of parents for non-creamy layer declaration
- Ration card as family and residence proof
- Karnataka Domicile Certificate
- Birth certificate or SSLC marksheet
- Passport-Size Photograph
