A Resident Certificate (also called Domicile Certificate) in Haryana is issued by the Revenue Department to certify that a person is a permanent resident of Haryana. It is required for various purposes like government jobs under domicile quota, admissions, and scholarship schemes.

✅ Eligibility Criteria

A person is eligible to apply for a Haryana Resident Certificate if :-

  • A Person is residing in Haryana for 15 years.
  • A woman is married to a person who is a permanent resident of Haryana State for 15 years.

📄 Documents Required

You will need the following documents:-

  • Any one Identity/ Citizenship Proof :-
    • Driving License
    • PAN Card
    • Aadhaar Card
  • Anyone Resident Proof/ Address Proof. Ownership Proof :-
    • Passport
    • Voter ID
    • Government ID Card. (If Available)
    • Latest Electricity Bill.
  • Pre Verification Report:-
    • Rural Area :- From Sarpanch/ Nambardar and Patwari.
    • Urban Area :- From Ward Member/ EO/ ZTO Officer or Municipal Corporation Secretary.
  • Passport Size Photo.
  • Family ID.
  • Marriage Certificate. (For Married Women)

Eligible residents of Haryana can apply in multiple ways to obtain their Resident Certificate. The complete process to apply is mention below :-

🔷 Online Process through Antyodaya SARAL Portal

  • Haryana Government has a dedicated service delivery platform through which applicants can apply fora  Resident Certificate.
  • The portal name is Antyodaya SARAL Portal.

  • Registration is must on this portal.
  • Visit the Portal and register yourself by click on New User? Register Here.

  • A registration form will appear in which applicant will have to fill the following details :-

  • Email ID and Mobile Number of the applicant will be verified by the portal through OTP.

  • Login on the portal with your Email ID and Password.

  • A dashboard will open, from the Apply for services section, the applicant will have to select the Haryana Resident Certificate.
  • Enter your Family ID and click on "Click here to fetch family data".

  • Thereafter, fill in the details in the online application form for the Resident/ Domicile Certificate Haryana.
  • Attach all the annexures in PDF format or fetch them from Digilocker.
  • Pay the application fees of Rs. 30/- and click on the submit button to finally submit it.
  • An acknowledgement slip will be generated by the portal on which a SARAL ID and applicant details is mentioned.
  • Save the slip for future reference.
  • Respective officials will verify the submitted application and issue the Haryana Resident Certificate in favour of the applicant.

🔷 Online Process through SARAL Kendra

  • Another way to apply for a Domicile (Resident) Certificate in Haryana is through the SARAL Kendras.
  • There is a prior appointment is needed to apply certificate in Saral Kendra.
  • Open the Antyodaya SARAL Portal and Click on Book Appointment for SARAL Kendra.

  • A token form will appear in which the applicant will have to fill in the following details :-
    Generate Token Number
  • A token number will be generated after successful booking for the SARAL Kendra.
  • Reach on the given date, time and address on the token with your documents and apply for the Resident Certificate of the Haryana Government.

🔷 Online Process through Atal Seva Kendra

  • Every district in Haryana has Atal Seva Kendras (Common Service Centres) through which applicants can also apply for their Resident Certificate.
  • Just visit your nearest Atal Seva Kendra with all your documents and meet the agent there.
  • The agent will fill the Haryana Resident (Domicile) Certificate Online Application Form on behalf of the applicant and upload all the scanned copies of documents.
  • Pay the application fees to the agent and take a printout of the acknowledgement slip.
  • Domicile Certificate of Haryana will be processed within 7 to 15 days, which can be downloaded online.

  • Generally, the Resident Certificate in Haryana is issued within 7 to 15 working days.

🧾 Check Application Status Online

  • After submitting the application for a resident certificate, the applicant can check their application status online.
  • Visit the SARAL Portal and click on Track Application.

📥 Certificate Download Process

  • Once the Resident Certificate is issued by the Revenue Department, it can be downloaded online through SARAL Portal.
  • From the homepage, click on Download Certificate.

  • A separate window will open in which you have to fill the SARAL ID and Application Submission Date.
  • Enter the captcha and click on Download Certificate.
