Can You Get or Update Aadhaar (Aadhar) Without Documents?
Not completely. Adults always need at least one accepted document. A child under 5 enrols through a parent's Aadhaar and a birth certificate. An adult who already has Aadhaar but no address proof can use a family member's address through the Head of Family route. A certificate in UIDAI's format can also prove your address.
- Adults, no papers at all
- No route
- Child under 5
- Birth certificate + parent's Aadhaar
- No address proof
- HoF route (update) or UIDAI certificate
- Certificate valid
- 3 months
- New enrolment fee
- ₹0

Is there any way to get Aadhaar with no documents at all?
For adults, no. UIDAI's 2026 document list (List III, adults 18+) asks every new applicant for a proof of identity with name and photo and a proof of address. There is no Head of Family enrolment for adults, and the introducer route is not in use.
What does exist are a few routes that need fewer or different papers:
| Route | Who it is for | What it replaces |
|---|---|---|
| Parent (HoF) enrolment | Children under 5 (compulsory); encouraged for ages 5–17 | The child's own identity and address proofs. A birth certificate is still needed |
| HoF address update | People who already have Aadhaar but no address proof in their name | Address proof only |
| Certificate in UIDAI's format | Anyone who can get a listed official to sign | Address proof only (identity too, for NACO / health officials' certificates) |
| DCPO certificate | Children in a Child Care Institution | The parent route |
| RPwD shelter-home certificate | Destitute adults (18+) with disabilities living in a shelter home | Identity and address proof |
For the full list of accepted papers, see Documents required for Aadhaar, or check yours with the document checker.
Which route fits you?
| Your situation | Best route |
|---|---|
| Child under 5, birth certificate, parent has Aadhaar | Parent (HoF) enrolment at a centre, free |
| Child under 5 in a Child Care Institution | DCPO certificate with the Form 18 placement order |
| Child aged 5–17 | Parent route encouraged, or the child's own documents |
| Adult with Aadhaar, no address proof, family member at the same address | HoF address update |
| Adult with no address proof and no family member to help | Certificate in UIDAI's format (address only) |
| Destitute adult (18+) with a disability, living in a shelter home | RPwD shelter-home certificate |
| Adult with no identity proof at all | No route yet: get one listed document first |
How do children get Aadhaar without their own documents?
Who it is for: every child under 5. For them the Head of Family (HoF) route is compulsory, except for children in a Child Care Institution and foreign nationals. For ages 5–17 it is encouraged but not compulsory.
What you need:
- The child's birth certificate. It proves both the relationship and the date of birth. It is compulsory for anyone born on or after 1 October 2023. NRI parents may use the child's Indian passport instead (reported), but for a child born on or after 1 October 2023 carry the birth certificate too.
- The Aadhaar of the mother, father or legal guardian. Only they can be the HoF, and their Aadhaar must be valid. Both parents' Aadhaar numbers are needed, or one if the child lives with a single parent or guardian.
- One parent present to give a fingerprint or iris scan.
The child's address is copied from the HoF's Aadhaar, so the child needs no address proof. Under 5, only the child's photo is taken. Enrolment is free.
- Does the child have a birth certificate? No: register the birth first
- Does a parent or legal guardian have a valid Aadhaar? No: children's home? use a DCPO certificate; otherwise the parent enrols first
- At the centre, the operator takes the child's address from the parent's Aadhaar
- One parent gives a fingerprint or iris scan; the child's photo is taken
- Keep the slip with the EID; UIDAI's standard is 30 days for ages 0–18
- Ages 5–17: the parent route is encouraged. If it doesn't work for you, the child can use their own document, such as a birth certificate, Indian passport, domicile certificate, caste certificate, guardianship document, DCPO certificate or transgender ID. From age 5, all 10 fingerprints and both irises are taken.
- Parent's address is old? Update the parent's address first, because the child gets the same address.

Can an adult with no address proof use a family member's address?
Who it is for: adults who already have an Aadhaar and want to change its address, but have no address proof in their own name. UIDAI's list says the HoF update is meant for people with no proof of address. It is not a way to get a new adult Aadhaar: there is no adult HoF enrolment.
What you need:
- A family member whose Aadhaar already shows the address you live at. They are the Head of Family.
- A relationship proof that shows both your name and the HoF's name, such as a birth certificate or marriage certificate.
- Or, instead of that proof: UIDAI's update list (List IV, item 30) accepts a self-declaration from an immediate family member who lives at the same address. This is UIDAI's Head of Family self-declaration form, and it is valid for 3 months.
- Your registered mobile for the OTP, if you apply online.
- Log in to myAadhaar, open the address update and choose the Head of Family option
- Enter the HoF's Aadhaar number and upload the relationship proof
- Pay the fee and note the SRN
- Does the HoF approve within 30 days (Services → Family Member Request)? No: the request closes by itself and the fee is not refunded
- Your Aadhaar gets the HoF's address
- Tell the HoF before you apply. If they don't approve in 30 days, the request closes and the fee is lost.
- Fee: in the Aadhaar App, an address update costs ₹75, including the HoF route. For the HoF route on myAadhaar, sources differ, so check the amount on the payment screen.
- Can a brother or sister be the HoF? For an address update, yes. UIDAI's 2026 enrolment/update forms say the HoF must be 18 or older and the applicant's mother, father, legal guardian, spouse, child/ward or sibling. For a new enrolment, the HoF must be the mother, father or legal guardian. In our experience an adult sibling has worked.
Full steps with your own documents too: Update your address.
We have done Head of Family address updates where an adult brother or sister was the HoF. The sibling must be an adult.
What is the certificate in UIDAI's format, and who can sign it?
Who it is for: anyone with no other address proof, for a new Aadhaar or an update. An official fills in UIDAI's standard certificate to confirm your address. You can get the blank form at an Aadhaar centre, from the UIDAI website, or at a cyber café or CSC.
Who can sign:
- an MP, MLA, MLC or municipal councillor;
- a Group A Gazetted officer or an EPFO officer;
- a Tehsildar or a Group B Gazetted officer;
- the head of an educational institution, for its own students;
- in rural areas, the village panchayat head, president or Mukhiya, the Gaon Bura, the village panchayat secretary or the village revenue officer.
This certificate is proof of address only. It is not proof of identity or date of birth, so bring a separate identity proof. The one exception: a certificate from a NACO, State Health or AIDS Control Society official counts as proof of identity and address.
Rules that get certificates rejected if missed:
- Valid for 3 months from the date of issue
- A 3.5 × 4.5 cm colour photo, cross-signed and stamped by the official
- No overwriting or corrections anywhere
- Filled in block letters
- The official's name, designation, address and phone number
- Get UIDAI's blank form from a centre, the UIDAI website or a CSC
- Ask a listed official to fill it in, sign it and cross-sign your photo with a stamp
- No overwriting, and issued less than 3 months ago?No: get a fresh certificate
- At the centre, give the certificate with a separate identity proof
- Keep the acknowledgement slip: you need the number on it to track your request
Getting an MLA, Gazetted officer or Tehsildar to sign is very difficult; officers often refuse. Some charge for it, some don't. Village-head (gram pradhan) certificates are often rejected, and a certificate in the wrong format is one of the most rejected documents we see.
Which special certificates replace the usual documents?
UIDAI's list has two certificates for people who have no family to vouch for them.
Children in a Child Care Institution: DCPO certificate
Who it is for: children living in a Child Care Institution (children's home). They don't need the parent route. What you need: a certificate from the District Child Protection Officer (DCPO) together with the Form 18 placement order. It counts as proof of identity and address. The DCPO certificate is also on the list for ages 5–17.
- The institution asks the District Child Protection Officer for the certificate
- Is the Form 18 placement order attached to the DCPO certificate? No: get it before going to the centre
- Take the child and the originals to an Aadhaar centre
- The child's photo is taken (from age 5, also fingerprints and irises)
- Keep the slip with the EID
Destitute adults with disabilities in a shelter home: RPwD certificate
Who it is for: destitute persons with disabilities (no family support), aged 18 or over, who live in a shelter home. What you need: a shelter-home certificate under the Rights of Persons with Disabilities (RPwD) Act, issued jointly by the head of the home and the District Social Welfare Officer. It counts as proof of identity and address.
- The head of the shelter home prepares the certificate
- Is it also signed by the District Social Welfare Officer? No: get that signature first
- Go to a designated adult enrolment centre, such as an Aadhaar Seva Kendra
- Photo, fingerprints and iris scans are taken
- Keep the slip with the EID; adults' Aadhaar is normally made within 180 days
A disability (UDID) card on its own is not on UIDAI's list. If the person can't travel, see Aadhaar for elderly, disabled and bedridden people.
Can someone "introduce" you to get Aadhaar?
"An introducer can vouch for you if you have no documents." Not today. The "introducer" is still defined in the Aadhaar regulations, but no current enrolment route uses one, and NRIs can never use one. Old UIDAI handbooks from 2021 still describe introducer-based enrolment; that is out of date.
If someone offers to "introduce" you for a fee, it is not a real UIDAI service. Use the routes above instead. For filling in the form itself, see Aadhaar form: field-by-field.
Why do these routes get rejected, and how do you fix it?
| Problem | What it usually means | What to do |
|---|---|---|
| Certificate rejected: wrong format | Not UIDAI's standard form, or a plain letter from the official | Use UIDAI's own form, from a centre or the UIDAI website |
| Certificate rejected: too old | Issued more than 3 months ago | Get a fresh one and go to the centre within 3 months |
| Certificate rejected: overwriting | A cut, correction or second ink on the form | Ask for a clean new certificate |
| Certificate rejected: no signature or stamp | Photo not cross-signed, or no official stamp | Go back to the official to sign and stamp it |
| Village-head certificate refused | In our experience these are often rejected | Try another listed official, or a bill or rent agreement |
| Official refuses to sign | Common, in our experience | Ask another official on the list, or ask at the centre which signatures they see accepted |
| Certificate used as identity proof | It is address proof only (except NACO / health officials) | Bring a separate identity proof |
| HoF request closed | The HoF didn't approve within 30 days | Apply again (the earlier fee is not refunded) and tell the HoF first |
| Child's application rejected | In our experience: the father's name is written differently on the birth certificate and the parent's Aadhaar | Correct one of them first. See Baal Aadhaar |
| DigiLocker copy refused at the centre | In our experience, centres want the physical original | Bring the original paper |
The documents we see rejected most include a gazetted-officer certificate in the wrong format. The usual reasons are a document that is too old, missing signatures or stamps, or a name spelt differently from the other papers. If the father's name differs between two documents, the application gets rejected.
No document-free route for NRIs
- A valid Indian passport is the only accepted proof of identity for NRIs. Email is compulsory.
- There is no introducer route for NRIs.
- NRIs can enrol on arrival in India. If the passport has no Indian address, another address proof can be used.
- An NRI can act as the Head of Family. For an NRI's child under 5, an Indian passport can replace the birth certificate (reported); for a child born on or after 1 Oct 2023, carry the birth certificate too.
- More: Aadhaar for NRIs and OCI cardholders.

"Aadhaar without documents" scams
- Nobody can "arrange" an Aadhaar without documents for money. Agents who promise this usually use fake papers.
- Don't buy fake rent agreements, bills or certificates. In November 2024 a Bengaluru DTP centre was reported caught creating Aadhaar with fake rent agreements. In August 2025 a café owner in Bareilly was reported arrested for forging Aadhaar and Ayushman cards.
- New enrolment is free. Anyone charging for it is overcharging: complain on 1947 or [email protected]. See Aadhaar complaint and escalation.
- There is no online enrolment. Ignore WhatsApp or SMS links offering "Aadhaar from home without papers".
Frequently asked questions
Can an adult get a new Aadhaar without any documents?
No. An adult needs at least an identity proof and an address proof from UIDAI's list. A certificate in UIDAI's format can cover the address, and a shelter-home certificate covers both for destitute adults with disabilities in a shelter home.
Can I get my own new Aadhaar through my father's or husband's Aadhaar?
No. There is no Head of Family enrolment for adults. The HoF route for adults is only for updating the address on an Aadhaar you already have.
Can a newborn get Aadhaar without documents?
Not without any. A child under 5 needs a birth certificate and a parent's or legal guardian's Aadhaar. The child needs no address proof; the address comes from the parent's Aadhaar.
Can someone act as my introducer?
No. The introducer is still defined in the regulations, but no current route uses it, and NRIs cannot use one at all.
Can my brother or sister be the Head of Family?
For an address update, yes, if they are 18 or older. UIDAI's 2026 enrolment/update forms allow the applicant's mother, father, legal guardian, spouse, child/ward or sibling as HoF for an address update. For a new enrolment, only the mother, father or legal guardian can be HoF. In our experience an adult sibling has worked for an address update.
Is a gazetted officer's certificate proof of identity?
No. A certificate in UIDAI's format from an MP, MLA, Gazetted officer, Tehsildar or village head is proof of address only. Only a NACO, State Health or AIDS Control Society official's certificate also counts for identity.
How long is the UIDAI-format certificate valid?
3 months from the date of issue. Centres reject older ones.
What if the Head of Family doesn't approve my request?
The request closes by itself after 30 days and the fee is not refunded. Tell the HoF before you apply.
Is new Aadhaar enrolment free?
Yes, for children and adults, at every centre. An address update costs ₹75 at a centre.
Bottom line
There is no fully paper-free Aadhaar for adults. Children under 5 go through a parent, adults with Aadhaar can borrow a family member's address, and a certificate in UIDAI's format can stand in for address proof. Avoid anyone selling a shortcut. For help, UIDAI's free helpline is 1947.
