Manipur has a unique geography that sets its Public Distribution System apart from most states. The state has both valley districts (Imphal East, Imphal West, Bishnupur, Thoubal, Kakching) and hill districts (Churachandpur, Senapati, Ukhrul, Chandel, Tamenglong, Pherzawl, Kangpokpi, Tengnoupal, Noney) with very different terrain, connectivity, and delivery challenges. Ration distribution to hill areas where roads are limited requires special arrangements. Over 4.65 lakh ration card holders receive subsidised food grains through the PDS network managed by the Directorate of Consumer Affairs, Food and Public Distribution, Government of Manipur. The official portal at pdsmanipur.nic.in (updated by NIELIT Imphal) handles all ration card services including online application, status check, and beneficiary list.

e-KYC - Now Mandatory Every 5 Years
The central government under the TPDS Amendment Order 2025 has made e-KYC mandatory for all ration card holders once every 5 years. This review will involve deletion of ineligible households and inclusion of newly eligible families. Manipur residents must complete e-KYC to continue receiving ration benefits:
- At Fair Price Shop: Visit with Aadhaar cards of all family members. Each member completes fingerprint biometric authentication on the ePoS device.
- Manipur has both valley and hill districts. In hill areas with poor connectivity, OTP-based or face authentication may be used where fingerprint authentication fails.
- Check your Aadhaar seeding status on nfsa.gov.in.

Using Your Card in Another State (ONORC)
Manipur has significant communities working in Delhi, Bengaluru, and other cities - particularly from the Meitei, Naga, and Kuki communities who migrate for education and employment. Under the ONORC Scheme, Manipur NFSA ration card holders can collect their entitled food grains from any Fair Price Shop across India. Workers from other states working in Manipur's industrial areas in the valley can also collect their home state ration at Manipur FPS shops. The AePDS portal at epos.nic.in/manipur/ records all ONORC transactions in the state. Only Aadhaar authentication is needed.
