The Department of Food, Civil Supplies and Consumer Affairs in Ladakh has been operational since 1970 - well before Ladakh became a separate Union Territory in August 2019. The UT covers two districts: Leh and Kargil, both at high altitudes with extreme winters that create unique food supply challenges. As of the latest official data on ladakh.gov.in, the department serves 2,26,657 individuals through 52,585 ration cards across 404 sale centres. A significant achievement: Aadhaar seeding stands at 99.77% for ration cards and 98.50% for individual members - one of the highest coverage rates among all UTs. All distribution happens through ePOS machines. The ONORC Scheme was launched in Ladakh in August 2020, enabling migrant workers from other states working in Ladakh and Ladakhi residents working elsewhere to access PDS benefits seamlessly.

PDS in High-Altitude Ladakh - What Makes It Different

Running PDS across Ladakh is not the same as running it in a plains district. Consider these factors:

  • Leh sits at 3,500 metres above sea level. Many remote villages like Hanle, Nyoma, and Tangtse in eastern Ladakh are at over 4,000 metres.
  • The Zoji La pass connecting Ladakh to Kashmir is closed for 4-5 months every winter. The Manali-Leh highway is also blocked by snow.
  • The department must ensure adequate stock is stocked at all 404 sale centres before winter sets in. Road connectivity interruptions make emergency resupply impossible.
  • The department also monitors availability of petroleum products and essential commodities in the market across both districts.
  • Migrant labourers working on border infrastructure projects in Ladakh were registered for PDS benefits in Leh district - confirmed from the official FCS page.

Who Can Apply

  • Must be a permanent resident of Ladakh - either Leh or Kargil district
  • Must not hold a Ration Card anywhere else in India
  • Income and eligibility criteria for PHH, AAY, or NPHH categories follow rules set by the UT Administration
  • Aadhaar of all family members is mandatory for application and for receiving ration at ePOS machines
  • Applicants relocating from J&K or other states must submit a surrender or deletion certificate from their previous FCS authority

Documents You Need to Apply

  • Aadhaar cards of all family members
  • Proof of permanent residence in Leh or Kargil district
  • Identity proof - Aadhaar or Voter ID
  • Income certificate (for PHH and AAY categories)
  • Passport-size photographs
  • Mobile number linked to Aadhaar
  • Surrender or deletion certificate from previous FCS authority (for applicants from outside Ladakh)
  • For newborn: birth certificate

Aadhaar Seeding in Ladakh

Ladakh has achieved 99.77% Aadhaar seeding for ration cards and 98.50% for individual members - a remarkable achievement for a high-altitude UT with remote villages. Despite this, some challenges remain in border villages like Turtuk, Demchok, and Chumathang where network connectivity is limited. If your biometric authentication fails at the ePOS machine due to poor connectivity or worn fingerprints from extreme cold and manual work, the ePOS system falls back to OTP-based authentication on your Aadhaar-linked mobile. Check seeding status at nfsa.gov.in/RC-Details.

ONORC for Ladakh Residents and Workers

Ladakh joined the ONORC network in August 2020. Workers from Bihar, UP, and Nepal who come to Ladakh every summer for road construction, infrastructure, and tourism-related work can collect their home state ration at Ladakh FPS shops. Ladakhi students and workers in Delhi, Chandigarh, and other cities can likewise collect their entitled ration at any FPS across India. When winter arrives and roads close, Ladakhis who spend winters outside the UT no longer lose their ration entitlement. Only Aadhaar authentication is needed at the FPS.
