Jammu and Kashmir is a Union Territory administered by the Lieutenant Governor. The UT has 25,63,664 active ration cards covering over 1.01 crore beneficiaries through 6,643 dealers and 150 depots. J&K runs three distinct food security schemes - the central NFSA, the state-funded PMFSS (PM Food Security Scheme), and SAAY (State Antyodaya Anna Yojana) - making it one of the few UTs with its own state food security layer on top of NFSA. Applications can be submitted online through the official portal. Forms are available in both Urdu and English - a unique provision reflecting J&K’s language context. There is no application fee; Rs. 5 is charged per copy at collection.

How to Link Aadhaar
J&K covers high-altitude remote areas in Ladakh border regions, Pir Panjal range, and Kashmir Valley where connectivity and biometric authentication can be challenging. The department uses both fingerprint and OTP-based authentication to ensure no beneficiary is left out.
- Aadhaar linked to mobile number is mandatory for online application and OTP verification
- Visit your nearest Fair Price Shop with Aadhaar cards of all family members for biometric seeding
- If fingerprint fails, OTP on Aadhaar-linked mobile is used as alternative
- Check Aadhaar seeding status on rcms.jk.gov.in under your ration card details

Using Your Card in Another State (ONORC)
J&K has a significant population of workers, students, and migrant labourers who move to Delhi, Punjab, and other states for work and education. Under the One Nation One Ration Card (ONORC) Scheme, J&K NFSA ration card holders can collect their entitled food grains from any Fair Price Shop across India. Migrant workers from other states working in J&K - including those on construction projects in Jammu or seasonal farm workers in Kashmir Valley - can also collect their home state ration at J&K FPS shops. Only Aadhaar authentication is needed.
