Delhi's Ration Card system went through a major reform in January 2026. The Delhi Cabinet under Chief Minister Rekha Gupta raised the annual income limit for ration card eligibility from Rs. 1 lakh to Rs. 1.20 lakh - a move aimed at clearing over 3.89 lakh pending applications and covering more than 11.65 lakh people waiting for food security benefits. The old first-come, first-served system has been abolished. Applications are now reviewed by district-level committees chaired by the District Magistrate, with priority given to the most deserving families first. An income certificate from the Revenue Department is now mandatory - self-certification has ended.

New Eligibility Rules - January 2026
The Delhi Cabinet revised all eligibility rules in January 2026. These are the current rules confirmed from official cabinet announcements:
You are eligible if:
- Annual household income is up to Rs. 1.20 lakh
- You are a permanent resident of Delhi
- No other family member holds a ration card anywhere in India
- Newly married couples without a ration card can apply
You are NOT eligible if:
- Your family owns property in A to E category colonies in Delhi
- Any family member pays income tax
- Your family owns a four-wheeler (one commercial vehicle used for livelihood is exempt)
- Any family member is in government service
- Your electricity connection exceeds 2 kilowatts
Documents You Need to Apply
- Aadhaar cards of all family members (mandatory)
- Income certificate issued by the Revenue Department (mandatory from January 2026 - self-certification no longer accepted)
- Proof of residence in Delhi - electricity bill, water bill, or rent agreement
- Identity proof - Aadhaar, Voter ID, or Driving Licence
- Passport-size photographs of the head of household
- Mobile number linked to Aadhaar for OTP verification
- For newly married spouse: marriage certificate
- For newborn: birth certificate
How to Apply Online
- Go to nfs.delhigovt.nic.in.
- Click on Apply Online for Food Security under the Citizen’s Corner menu.
- You will be redirected to the e-District Delhi portal at edistrict.delhigovt.nic.in.
- If you are a new user, click New User and register using your name, mobile number, and Aadhaar details. Existing users log in directly.
- After logging in, select Department of Food & Supply and choose Issuance of AAY/Priority Household Card.
- Fill in the application form with complete family details, Aadhaar numbers, address, and income information.
- Upload the income certificate from Revenue Department and all other required documents.
- Submit the form. An Application Number is generated. Save it for status tracking.
After submission your application goes to a district-level committee for review and prioritisation. Applications are no longer processed on first-come-first-served basis. The committee, chaired by the District Magistrate or Additional District Magistrate, reviews and arranges applications in priority order. A 20% waiting list is maintained to fill vacancies as they arise.
How to Apply Offline
Delhi has Circle Food and Supply Offices in every district. These are your offline application points - not tehsil or BDO offices like in other states.
- Download the application form from edistrict.delhigovt.nic.in/Downloads or collect from your nearest Circle Food and Supply Office.
- Fill all details carefully. Get your income certificate from the Revenue Department first - this is now mandatory from January 2026. Self-certification is no longer accepted.
- Attach all supporting documents including income certificate, Aadhaar copies, and address proof.
- Submit the complete form at your Circle Food and Supply Office.
- Collect the acknowledgement receipt with your Application ID for tracking.
How to Check Application Status
- Go to nfs.delhigovt.nic.in.
- Under Citizen’s Corner, click Check Application Status.
- Enter your Application Number or Aadhaar number.
- Your current status is displayed.

How to Check the Ration Card List
- Go to nfs.delhigovt.nic.in.
- In the top menu, click e-Services.
- Select e-Ration Card from the dropdown.
- Select FPS Wise Linkage of Ration Card.
- Select Delhi, then your District, and then the Circle Name.
- The complete list of ration cards linked to each Fair Price Shop in your area is displayed.
How to Download Your e-Ration Card
- Go to nfs.delhigovt.nic.in.
- Under Citizen’s Corner, click Get e-Ration Card.
- Enter your Ration Card Number, the Aadhaar number of the head of the family, their year of birth, and the registered mobile number.
- Click Get e-Ration Card. Your e-ration card is generated as a PDF.
- Download and save. The e-ration card is legally valid and can be shown digitally at any Fair Price Shop.
How to Add or Remove a Family Member
In Delhi, member addition and removal is done through e-District portal. A newborn, newly married spouse, or dependent parent can be added. Members who have died, migrated permanently, or married out of the household can be removed.
- Go to nfs.delhigovt.nic.in and click Apply Online for Food Security under Citizen’s Corner.
- Log in to e-District Delhi at edistrict.delhigovt.nic.in.
- Under Department of Food & Supply, select Addition of Member in Ration Card or Deletion of Member from Ration Card.
- Enter your existing ration card number to fetch your current family details.
- For adding: enter the new member’s Aadhaar number, name, date of birth, and relationship. Upload the supporting document - birth certificate for newborn, marriage certificate for spouse.
- For removing: select the member, choose the reason (deceased, migrated, married out), and upload the required document - death certificate, migration proof, or marriage certificate.
- Submit and note the Acknowledgement Number. Use it to track status on edistrict.delhigovt.nic.in/TrackApplication.
How to Link Aadhaar
Aadhaar seeding is mandatory in Delhi for all family members to receive ration. Delhi has a large migrant population - if your Aadhaar was issued in another state, it still works for biometric seeding at a Delhi FPS. If your Aadhaar mobile number is not updated, visit your nearest Aadhaar Seva Kendra first at appointments.uidai.gov.in and update it before going to the FPS.
- Visit your designated Fair Price Shop in Delhi with Aadhaar cards of all family members
- Each member provides fingerprint or iris biometric on the ePoS device for authentication
- If biometric fails, OTP on Aadhaar-linked mobile is used as alternative
- Confirmation SMS is sent to your registered mobile number after successful seeding
- Check seeding status on nfsa.gov.in using your ration card number

Using Your Card in Another State (ONORC)
Delhi is home to crores of migrants from UP, Bihar, Rajasthan, and other states - many of whom hold ration cards from their home state. Under the One Nation One Ration Card (ONORC) Scheme, these migrants can collect their entitled food grains from any Fair Price Shop in Delhi without transferring their card. Similarly, if you are a Delhi ration card holder and are studying or working in another state, you can collect your ration there too.
