A driving licence is a legal document that authorises you to drive a motor vehicle on public roads in India. As per the Motor Vehicles Act, 1988, no person shall drive a motor vehicle in any public place without holding a valid driving licence issued by the Licensing Authority. The Licensing Authority in each district is the Regional Transport Officer (RTO) or the Joint/Deputy Commissioner of Transport.

Who Needs a Driving Licence?

Every person who drives a motor vehicle - two-wheeler, car, jeep, van, truck, or bus - on any public road, highway, or street in India must hold a valid driving licence. This applies to private use, commercial use, and even learner drivers (who need a Learner's Licence).

Age Eligibility for Driving Licence

As per the Motor Vehicles Act and confirmed on parivahan.gov.in, the age criteria are as follows:

Types of Driving Licence in India

Two-Step Process: Learner's Licence First, Then Permanent DL

To get a driving licence in India, you must follow this two-step process as confirmed on parivahan.gov.in:

  1. Step 1: Apply for a Learner's Licence. Pass a theory test at the RTO or online (where available). The Learner's Licence is valid for 6 months.
  2. Step 2: After at least 30 days from the date of your Learner's Licence, apply for the Permanent Driving Licence and appear for a driving test at the RTO.

You must apply for the permanent DL while the Learner's Licence is still valid (within 6 months). If it expires, you need to apply for a fresh Learner's Licence.

Documents Required for Driving Licence

As per the official Form 2 (Application for Learner's Licence or Driving Licence) available at parivahan.gov.in :

  • Class 10 mark sheet or school certificate showing date of birth

Driving Licence Fees

As per the official fee schedule on parivahan.gov.in, the fee structure under the Central Motor Vehicles Rules is as follows:

How to Apply for Driving Licence Online - Overview

All driving licence services are available online at sarathi.parivahan.gov.in. The general process is:

  1. Go to sarathi.parivahan.gov.in and select your state.
  2. Choose the service you need from the menu (Learner Licence, Driving Licence, Renewal, etc.).
  3. Fill in the online application form with your details.
  4. Upload required documents.
  5. Pay the fee online.
  6. Book an appointment at your nearest RTO for the test or document verification.
  7. Visit the RTO on the appointed date with original documents and a fee receipt.

Note: The exact steps and available online services vary slightly by state. Some states allow the full process online, including the learner's licence theory test (STALL - Software-based Test for All Learner Licence applicants). Others require a physical visit for the theory test.

You can check the status of your DL application or the details of an existing DL on the official Parivahan portal:

  1. Go to the DL status page at the link above.
  2. Enter your Driving Licence Number and Date of Birth.
  3. Enter the captcha and click Check Status.
  4. Your DL details, including validity, vehicle class, and current status, are displayed.

How to Download Driving Licence via DigiLocker

Your driving licence is available digitally on DigiLocker - the official government app for digital documents. A digital DL on DigiLocker is equally valid as the physical card for all purposes, including traffic checks.

  1. Download the DigiLocker app from Google Play Store or Apple App Store, or go to digilocker.gov.in.
  2. Sign up or log in using your Aadhaar-linked mobile number.
  3. Go to Search Documents and search for Driving Licence.
  4. Select Ministry of Road Transport and Highways as the issuer.
  5. Enter your DL number and date of birth to fetch your DL.
  6. Your driving licence is now saved in DigiLocker and can be shown on your phone.

As per MoRTH, traffic police across India are required to accept the digital DL on DigiLocker as valid proof. You do not need to carry the physical card.

Important Rules Every Driver Must Know

  • A Learner's Licence holder must display an L board (red L on white background) on the front and rear of the vehicle while driving.
  • A Learner's Licence holder must be accompanied by a person holding a valid permanent driving licence for the same class of vehicle.
  • A driving licence issued in one state is valid across all states and union territories of India.
  • If your DL expires, you can renew it up to 1 year before the expiry date or within 5 years after expiry without a fresh driving test (if expired by less than 5 years). After 5 years of expiry, a fresh driving test is required.
  • Driving without a valid licence attracts a fine of Rs. 5,000 under the Motor Vehicles (Amendment) Act, 2019.
