The state runs its own food security scheme called Khadya Sathi launched on 27 January 2016, which provides free food grains to both NFSA and state-funded beneficiaries. Types of Ration Card in the State

West Bengal has one of the most extensive ration card systems in India with six categories under NFSA and the state Khadya Sathi scheme:

Important: For AAY, PHH, and SPHH cardholders, ONORC (One Nation One Ration Card) portability is fully available to collect ration from any state in India. For RKSY-I and RKSY-II cardholders, portability is generally restricted to within West Bengal (intra-state only).

What is the Khadya Sathi Scheme?

The Khadya Sathi Scheme was launched by the West Bengal Government on 27 January 2016 with the aim to provide subsidised or free food grains to approximately 90% of the state’s population. It covers both NFSA beneficiaries (AAY, PHH, SPHH) and state-funded beneficiaries (RKSY-I, RKSY-II). The motto of the scheme is Food for All. Under Khadya Sathi, most categories currently receive food grains completely free of cost.

Who Can Apply

  • Must be a permanent resident of West Bengal
  • Must be at least 18 years old to apply as head of family
  • No member of the family should already possess a digital ration card in West Bengal or any other state
  • Newly married couples without a ration card can apply for a new family card
  • Newborns can be added to the existing family card
  • Families left out of the initial digitisation drive can apply as left-out members
  • Families owning four-wheelers, paying income tax, holding high-ranking government jobs, or having large landholdings may be excluded from subsidised categories

Documents You Need to Apply

  • Aadhaar cards of all family members (mandatory for members above 5 years)
  • Birth certificate for children below 5 years (Aadhaar not mandatory for this age group)
  • Proof of residence in West Bengal - electricity bill, water bill, voter ID, or rent agreement
  • Address proof if current address differs from Aadhaar - recent electricity bill, voter ID, or driving licence
  • Passport-size photograph of the head of household
  • Mobile number linked to Aadhaar
  • For newly married spouse: marriage certificate

How to Apply for New Ration Card Online

  1. Go to food.wb.gov.in.
  2. Scroll down and click on Apply for New Ration Card under the Special Services section.
  3. Select For New Applicant.
  4. Enter your mobile number and click Get OTP. Enter the OTP to verify.
  5. Fill in the application form with complete details including all family member information and Aadhaar numbers.
  6. Upload scanned copies of required documents.
  7. Click Save and View Application.
  8. Verify all submitted information carefully and click Submit.
  9. Note down the Application Number displayed after submission. Use it to track status.

After submission, a field officer verifies your application. Once approved, your digital ration card is activated and linked to your nearest Fair Price Shop. West Bengal does not issue physical ration cards - only digital cards accessible through the portal.

How to Check Application Status

  1. Go to wbpds.wb.gov.in/CheckApplicationStatus.
  2. Select the Form Type and your District and Municipality/Block.
  3. Enter the last 8 digits of your ration card application number or the full 16-digit application number.
  4. Click Search. Your application status is displayed with date-wise progress.

How to Check the Ration Card List

  1. Go to wbpds.wb.gov.in.
  2. Click on RC Count - District Wise to see the total ration card count for each district.
  3. For the monthly eligibility list, go to food.wb.gov.in.
  4. Click on Beneficiary Card Details and select Eligibility List (Monthly).
  5. Select your District, Block, Dealer, Card Type, Month, and Year.
  6. Enter the captcha and click Submit. The complete beneficiary list for your FPS is displayed.

How to Download e-Ration Card

West Bengal issues digital ration cards only. You can download your e-ration card from the WBPDS portal:

  1. Go to wbpds.wb.gov.in.
  2. Click on Download e-Ration Card.
  3. Enter your 10-digit ration card number and select your card category from the dropdown.
  4. Click Download. A high-resolution PDF of your digital ration card is generated instantly.
  5. The PDF contains a QR code. The FPS dealer scans this QR code on the ePoS machine to authenticate your identity and dispense food grains.

You can also keep the e-ration card PDF on your smartphone and show it at the ration shop - no need to print it.

How to Add or Remove a Family Member

West Bengal uses specific form numbers for each type of modification. All modifications can be done online through food.wb.gov.in:

  • Form 4-R: Addition of a new family member (newborn, spouse after marriage)
  • Form 7: Surrender/removal of a member due to death or transfer outside state
  • Form 3: Application for a completely new family ration card

Process for adding a member:

  1. Go to food.wb.gov.in and select Online Application.
  2. Select the relevant form (Form 4-R for addition).
  3. Enter your ration card number and registered mobile number.
  4. Verify via OTP and fill in the new member’s details.
  5. Upload supporting documents (birth certificate for newborn, marriage certificate for spouse).
  6. Submit and note the acknowledgement number.

How to Make Corrections and Change Category

West Bengal provides specific forms for each type of correction:

  • Form 3-U: Modification of name, age, or minor address change
  • Form 5-R: Address change or correction
  • Form 6-R: Change of FPS / ration shop
  • Form 8 (8R rural / 8U urban): Conversion of ration card category from RKSY-II to RKSY-I
  • Form 11: Linking Aadhaar and active mobile number to ration card

How to Link Aadhaar

Aadhaar seeding is mandatory for all members to receive food grains. West Bengal offers two methods:

Online via Portal

  1. Go to wbpds.wb.gov.in.
  2. Click Link Aadhaar with Ration Card.
  3. Enter your ration card number and select your category.
  4. Enter your Aadhaar number and verify via OTP sent to your Aadhaar-linked mobile.
  5. Submit. Your Aadhaar is linked to your ration card immediately.

Offline via FPS or Bangla Sahayata Kendra

  • Visit your Fair Price Shop or nearest Bangla Sahayata Kendra (BSK) with Aadhaar cards of all members
  • Complete biometric fingerprint authentication on the ePoS device
  • If mobile is not linked to Aadhaar, visit a regional Food Inspector’s office for manual linking

Using Your Card in Another State (ONORC)

West Bengal AAY, PHH, and SPHH cardholders can collect their food grain entitlement from any Fair Price Shop anywhere in India under the One Nation One Ration Card (ONORC) scheme. RKSY-I and RKSY-II cardholders have intra-state portability within West Bengal only. Only your Aadhaar number is needed at the FPS.
