Lakshadweep is India's smallest Union Territory - 36 islands spread across 32 sq km in the Arabian Sea, 220 to 440 km west of Kochi. Only 10 of these islands are inhabited. The PDS here works very differently from any mainland state. There are just 29 Fair Price Shops across all 10 islands and the Deputy Collector or BDO of each island is the designated Food Supply Officer for that island. There is no separate food department officer per island - the same BDO who handles revenue, land, and administration also handles Ration Card issuance and PDS oversight. Since July 1, 2022, 8 of the 10 inhabited islands have been declared kerosene-free following the completion of LPG rollout - only Bitra and Chetlat still receive kerosene through PDS. Sugar under PDS is now allocated only to AAY beneficiaries. All services are under the Directorate of Food, Civil Supplies and Consumer Affairs, UT of Lakshadweep, Near All India Radio, Kavaratti Island 682 555.

How PDS Works in a Remote Island UT

Lakshadweep's PDS logistics are unlike any other UT in India. Every island is a separate world in the Arabian Sea with no road connection to the mainland. Here is how food reaches your FPS:

  • The Food Corporation of India (FCI) procures and ships rice to Lakshadweep based on annual Government of India allocations. Kerosene is supplied by the Indian Oil Corporation (IOC) for Bitra and Chetlat only.
  • Food grains are distributed to FPS shops on each island. Each island's FPS strength is determined by its population and geographical spread.
  • The Deputy Collector or BDO on each island is the Food Supply Officer. They oversee ration card issuance, FPS allocation, and PDS supervision for that island.
  • Two dedicated LPG carrier ships - MV Elikalpeni and MV Ganga - transport LPG cylinders to the islands. Cargo ships are also used when needed.
  • Only BSNL and Airtel provide telecom connectivity in Lakshadweep - BSNL covers all 10 inhabited islands while Airtel covers only Kavaratti and Agatti.

The Kerosene-Free Update (July 1, 2022)

Lakshadweep completed a major milestone in its PDS transition. From July 1, 2022, eight of the ten inhabited islands were declared kerosene-free after LPG distribution was successfully rolled out:

  • LPG was introduced in Kavaratti in 1989 and Minicoy in 1992 - the earliest islands to get LPG
  • Kadmat and Amini received LPG in 2017, Andrott in 2018, Kiltan and Agatti in 2020, Kalpeni in 2021
  • A new LPG godown with 15,000 kg capacity was built in Kavaratti in 2020
  • LPG godowns in 8 islands are now managed by IOCL on lease basis
  • Bitra and Chetlat are the only two islands still receiving kerosene through PDS - their LPG godowns are ready but awaiting PESO licence

If you live in any island other than Bitra and Chetlat and your ration card still shows kerosene allocation, contact your island BDO office for correction.

How to Apply

There is no dedicated online ration card application portal for Lakshadweep. All applications go through the island-level administration:

  1. Visit the BDO office or Deputy Collector office on your island. Since the BDO is the Food Supply Officer, the same office handles ration card issuance.
  2. Collect the application form from the office.
  3. Fill the form completely with all family member details and Aadhaar numbers.
  4. Attach all required documents.
  5. Submit at the BDO or Deputy Collector office.
  6. After field verification, the ration card is issued and you are linked to the nearest Fair Price Shop on your island.

For any ration card related queries, contact the Directorate of Food, Civil Supplies and Consumer Affairs directly at 04896-262968 or the NFSA office at 04896-262255 / 04896-262497.

How to Download Your Ration Card

  1. Go to digilocker.gov.in or open the DigiLocker app.
  2. Log in with your Aadhaar-linked mobile number.
  3. Search forRation Card and select issuer as Food, Civil Supplies and Consumer Affairs, Lakshadweep.
  4. Enter your ration card number and island details.
  5. Click Get Document to save your ration card as PDF in DigiLocker.

You can also check your NFSA RC details at nfsa.gov.in/RC-Details using your ration card number.

Aadhaar Seeding

Aadhaar Seeding is mandatory for all family members to receive ration at the FPS. Given that only BSNL and Airtel operate in Lakshadweep, OTP-based authentication depends entirely on your mobile network being active. If your Aadhaar mobile number is from a network other than BSNL or Airtel, OTP delivery may fail on the islands. Update your Aadhaar-linked mobile to a BSNL or Airtel number before visiting the FPS for biometric seeding. For assistance, contact your island BDO office. Check seeding status at nfsa.gov.in/RC-Details.

ONORC in Lakshadweep

Lakshadweep students and workers who travel to Kochi, Kozhikode, or other Kerala cities for education and employment can collect their entitled food grains at any FPS in Kerala or anywhere in India under the ONORC Scheme. The UT's small size and unique connectivity means most working-age residents who leave the islands tend to stay away for extended periods. ONORC ensures they do not lose their food entitlement during these periods. Only Aadhaar authentication at the destination FPS is needed.
