Sikkim does not use the terms "domicile certificate" or "residence certificate." The equivalent document is the COI - Certificate of Identification. The COI is described in Sikkim's Citizen's Charter as "a mandatory document for availing permanent government job opportunity, land transaction and any kind of service from the government in the state." Unlike most states where a simple residence proof is applied online, the COI in Sikkim goes through a thorough multi-level process: application in triplicate at the DAC (District Administrative Centre), followed by police verification by two separate agencies (SP/East and SP/Special Branch), and final approval and signature by the ADC (Additional District Collector). The fee is Rs. 100 Bank Receipt (BR). Processing takes approximately 1 month. A unique document required in Sikkim not found anywhere else: recommendations from at least three Panchayats with the ward member's recommendation being compulsory. The COI is not available through the SSO Sikkim portal - it is processed through the General Section at the DAC office of your district.

Who is Eligible for COI in Sikkim

The COI is issued to citizens of Sikkim who fall under any of these five categories:

  • Category 1 - SSC basis: Son, wife, or daughter whose name is recorded in the original Sikkim Subject Register (SSR)
  • Category 2 - SSR lineage: Grandson or brother from the same father whose name is recorded in the original Sikkim Subject Register
  • Category 3 - Agricultural land: Person who possesses agricultural landed property in any rural area of Sikkim
  • Category 4 - ICC basis: Person whose father or husband is in possession of the Indian Citizenship Certificate (ICC)
  • Category 5 - Government service: Person who has been continually in regular service of the Government of Sikkim since December 31, 1969

SSC, ICC, and Parcha - Three Key Sikkim-Specific Documents

  • SSC (Sikkim Subject Certificate): The original citizenship document issued to residents of Sikkim when it merged with India in 1975. It was replaced by ICC but SSC is still the foundational document for COI eligibility for descendants of original Sikkim residents.
  • ICC (Indian Citizenship Certificate): Issued to Sikkim residents after the merger with India. If your father or husband holds an ICC, you can apply for COI on that basis.
  • Parcha: The land record document in Sikkim. A copy of Parcha (land ownership document) is required if applying on the basis of agricultural landed property. The Parcha must be from the Old Land Records of 1952-54 or the new records of 1977-79.

Three Panchayat Recommendation - Why This is Mandatory

The COI process requires recommendations from at least three Panchayats, with the ward member's recommendation being compulsory. This community-level verification ensures that the applicant is a genuine and known resident of their declared ward or village. The Ward Panchayat Verification Report is a formal document collected from the local elected Panchayat members before submitting the COI application.

Complete Documents Required

Application must be submitted in triplicate (3 copies) with 3 sets of all documents:

  • Application form in prescribed format - filled in triplicate
  • SSC/COI of guardian (basis document - SSC or existing COI of father/husband)
  • Copy of Parcha (if applying on basis of agricultural landed property)
  • Attested copy of ICC (if applying on ICC basis)
  • Appointment Order or Pension Book (if applying on Government employment basis)
  • Proof of Age (any one): Birth Certificate, School Certificate/Transfer Certificate, Electoral Identity Card, or Age Certificate
  • Proof of Relationship: COI / Birth Certificate / Transfer Certificate / any official document
  • Ward Panchayat Verification Report - recommendations from minimum 3 Panchayats (ward member compulsory)
  • Bank Receipt of Rs. 100
  • Passport-size photographs: Applicant - 2 photos, Guardian - 1 photo
  • Unmarried Certificate (3 months validity) - for unmarried women applicants only
  • Marriage Certificate - for married women from outside Sikkim applying on husband's basis
  • Proof of Nationality (Voter Card of applicant's father) - for married women
  • Death Certificate of Guardian - if guardian is deceased

The Complete COI Process - Step by Step

The COI follows a documented workflow at the DAC General Section:

  1. Collect the form: Download the COI application form from sikkimlrdm.gov.in/COI-form or collect from the DAC.
  2. Fill in triplicate: Fill the form in three copies with all correct details.
  3. Collect Panchayat recommendations: Get recommendations from at least 3 Panchayats. The ward member's recommendation is compulsory.
  4. Submit to CA (Confidential Assistant): The CA is the first point of contact at the DAC General Section. Submit all 3 sets of filled forms and documents.
  5. Data entry and acknowledgement: The CA enters data in the COI Software and hands over an acknowledgement with your application number.
  6. Police verification: The CA forwards one set each to SP/East and SP/Special Branch simultaneously for police verification of the applicant's background and residence claims.
  7. Revenue Officer verification: If applying on the basis of agricultural land, the case is also forwarded to the Revenue Officer to verify land ownership details and whether it is inherited or purchased property.
  8. ADC approval: After positive reports from police and Revenue Officer, the CA forwards the case to the ADC (Additional District Collector) for final approval.
  9. COI signed by ADC: The ADC approves and signs the printed COI. The signed certificate is handed back to the CA.
  10. Collection: The CA hands over the COI to the applicant and records receipt in the Receipt Register.

Frequently Asked Questions

COI stands for Certificate of Identification - Sikkim's official equivalent of what other states call a domicile certificate or residence certificate. It is issued by the ADC (Additional District Collector) and is mandatory for government jobs, land transactions, and all government services in Sikkim. The fee is Rs. 100 Bank Receipt and processing takes 1 month.

SSC is the Sikkim Subject Certificate - the original citizenship document issued to residents of Sikkim before and around the time of Sikkim's merger with India in 1975. Descendants of SSC holders are eligible for COI based on their family's SSC. If your name, father's name, or grandfather's name is in the Sikkim Subject Register, you qualify under the SSC category.

Parcha is the land record ownership document in Sikkim. If you apply for COI on the basis of agricultural landed property, you must produce a copy of Parcha from either the Old Land Records of 1952-54 or the new records of 1977-79.

Three Panchayat recommendations (ward member being compulsory) serve as community-level verification of the applicant's genuine residence and identity in their declared ward or village. The Ward Panchayat Verification Report is a formal document that becomes part of the COI application file.

No. The COI is not available through SSO Sikkim. It is processed through the General Section at the DAC office. SSO Sikkim handles Income Certificate, ST Certificate, Employment Card, OBC Certificate, and Firm Registration - not COI.

The COI application form must be filled in three copies (triplicate) with three complete sets of all supporting documents. One set goes to SP/East for police verification, one set goes to SP/Special Branch, and the third set is kept in the DAC office records.

SP/East (district police) and SP/Special Branch both independently verify the COI application. This dual police verification confirms the applicant's identity, residential status, and background from two angles before the ADC approves the certificate.

Unmarried women applying for COI must submit an Unmarried Certificate with a validity of 3 months. This certificate confirms the applicant's unmarried status and is obtained from the local administrative authority. It must not be older than 3 months at the time of COI application submission.

ADC stands for Additional District Collector. The ADC is the authority who reviews all verified documents and approves and physically signs the Certificate of Identification. For South District, the issuing authority is ADC/South at Namchi DAC (PIN 737126, [email protected]).

ICC is the Indian Citizenship Certificate - issued to Sikkim residents after the state's merger with India. If your father or husband holds an ICC, you can apply for COI on the ICC basis. Attested copy of ICC is submitted as the basis document.
