Puducherry UT issues its permanent residence proof as a Residence/Nativity Certificate - a dual-named document under the Department of Revenue and Disaster Management (DRDM). Applications go through edistrict.py.gov.in - the eDistrict portal managed by the Directorate of Information Technology, Government of Puducherry. The portal works in four languages: English, Tamil, Telugu, and Malayalam - covering all four geographically separate regions of Puducherry UT. The issuing authority is the Deputy Tahsildar or Tahsildar (SDM) of the respective region. Two key documents for this certificate are the electoral roll copy and school records. Puducherry also has a unique certificate not available in any other state or UT: the Permanent Integrated Certificate (PIC) - issued to students at their Class 10 examinations, combining residence, nationality, caste/community, and income details in one document. Offline applications can be tracked via the Quasi Application Track at edistrict.py.gov.in/QuasiAppTracking. The toll free helpline is 1800 425 2260.

Four Regions of Puducherry - Which Authority Issues Your Certificate

Puducherry UT has four non-contiguous regions. Each has its own issuing authority:

Region Issuing Authority Language
Puducherry (main region) Deputy Tahsildar of concerned Taluk Tamil
Karaikal Deputy Tahsildar / Deputy Collector (Revenue) Tamil
Mahe (enclave in Kerala) Regional Administrator / Deputy Collector (Revenue) Malayalam
Yanam (enclave in Andhra Pradesh) Regional Administrator / Deputy Collector (Revenue) Telugu

All four regions use the same edistrict.py.gov.in portal. The portal's four-language support (English, Tamil, Telugu, Malayalam) directly corresponds to the languages of each region.

What is the Permanent Integrated Certificate (PIC)

The Permanent Integrated Certificate (PIC) is a unique Puducherry-specific document not available in any other state or UT in India. It is issued to students who appear for their Class 10 (10th Standard) Board Examinations, through their respective school, on production and verification of the required documents. The PIC combines four certificates in one document:

  • Residence/Nativity details
  • Nationality details
  • Caste/Community details
  • Income details

The PIC also carries a photograph of the student. This combined certificate is meant to eliminate the need for students to apply for four separate certificates when applying for higher education admissions in Puducherry. Schools coordinate the PIC issuance through the Revenue Department when students appear for Class 10 exams.
