Andaman and Nicobar Islands has two separate residence-related certificates: the Residence Certificate (also called Residential Certificate in South Andaman) and the Local Certificate. Both are issued by the Concerned Tehsildar through the eDistrict portal at edistrict.andamannicobar.gov.in via CSC, e-Corner, or internet. The Local Certificate has two distinct variants: the Local Certificate (10 Years) for residents who have lived in the islands for 10 years, and the Local Certificate Pre-1942/Settler for descendants of pre-1942 settlers and early immigrants. The Islander Card - an identity document unique to Andaman and Nicobar Islands residents - is accepted alongside Aadhaar as the primary ID proof for both certificates. The application form fee is Rs. 2. Three Tehsildar office networks cover all three districts - South Andaman (Port Blair/Ferrargunj/ Little Andaman), North and Middle Andaman (Mayabunder/Diglipur/Rangat), and Nicobar (Car Nicobar/Nancowry/Great Nicobar).

Local Certificate (10 Years) vs Pre-1942/Settler - Key Differences

The Local Certificate is the most important residence document in Andaman and Nicobar for accessing island-specific benefits, reservations, and rights. Two categories exist:

  • 10 Years Duration: For any person who has lived continuously in the Andaman and Nicobar Islands for at least 10 years. Documents required: Photograph of applicant, Birth Certificate, 10th (Class 10) Certificate, and proof of 10 years duration of stay in the islands.
  • Pre-1942/Settler: For descendants whose parents were already settled in the islands before 1942 - the original settlers who came during the British period or early post-independence immigration. Documents required: Photograph, Birth Certificate, 10th Certificate, Ration Card, Islander Card of parents, and the parents' Local Certificate. This category traces lineage to pre-1942 island settlement.

What is the Islander Card

The Islander Card is an identity document issued exclusively to permanent residents of the Andaman and Nicobar Islands. It does not exist in any other state or UT. It is the primary ID document for the islands and is accepted alongside Aadhaar for all certificate applications. For the Local Certificate Pre-1942/Settler, the parents' Islander Card is a mandatory document.
