UT Formation Date October 31, 2019

Why Ladakh Domicile Certificate Was Created - The 2025 Framework

Until 2025, Ladakh - formed as a UT on October 31, 2019 - had no formal domicile certificate framework. The official ladakh.gov.in page records: "This marks the first-ever recruitment of Gazetted posts through UPSC since the formation of the Union Territory. This milestone follows the establishment of a unique and dedicated legal framework specifically designed for Ladakh." The Domicile Certificate is now mandatory for appointments to government posts under the UT Ladakh Administration. The framework was developed by a High-Powered Committee constituted by the Ministry of Home Affairs in consultation with public representatives.

Five Eligibility Categories

The Ladakh Grant of Domicile Certificate (Procedure) Rules, 2025 defines exactly five categories of persons who are eligible for the Domicile Certificate. Select the category that applies to you:

Category Who Qualifies Documents to Prove
1 Ladakh Resident Certificate (LRC) holder or person eligible for LRC, or their children LRC certificate, or documents proving LRC eligibility
2 Children of residents of UT Ladakh who resided outside Ladakh in connection with employment, business, or other professional/vocational reasons Parent's proof of Ladakh residence + proof of employment/business outside Ladakh

What is LRC (Ladakh Resident Certificate)

The LRC (Ladakh Resident Certificate) is the foundational permanent residency document of Ladakh - predating the domicile certificate framework. Holders of LRC automatically qualify under Category 1 for the Domicile Certificate. Those eligible for LRC but not yet holding it can also apply under Category 1 by submitting the LRC-qualifying documents. The LRC is issued separately by the Tehsil offices of Leh and Kargil districts.
