Mizoram calls its permanent residence proof the Residential Certificate - issued by the Office of the Deputy Commissioner in each district. The online application goes through dconline.mizoram.gov.in - the DC Online portal, officially described as "e-District Version 2" and developed by the Department of Information and Communication Technology, Government of Mizoram. The application form costs Rs. 10 at the DC Office Facilitation Centre. Processing takes 2 to 3 days. Validity is lifetime. Two documents unique to Mizoram are mandatory: an Endorsement from the Village Council and an Endorsement from YMA (Young Mizo Association). Without both these community endorsements, the application is incomplete. For applicants below 18, the father's Voter ID is used. If the father has passed away or parents are divorced, the mother's Voter ID plus the applicant's Birth Certificate is required.
