Goa has two separate residence-related certificates that are often confused: the Residence Certificate (issued by Mamlatdar) and the Domicile Certificate (issued by the District Magistrate). The Residence Certificate proves current residence in Goa. The Domicile Certificate establishes permanent domicile status and requires a Residence Certificate of 5 years or more as a prerequisite. For most purposes - educational admissions, scheme benefits, and everyday official use - the Residence Certificate from the Mamlatdar is sufficient. Apply online at goaonline.gov.in - the Goa Online District Portal (Service code REV-05). The application form requires a Rs. 2 court fee stamp. All documents must be self-attested. Processing time is 5 working days under the Goa Right of Citizens to Time-Bound Delivery of Public Services Act, 2013. The Deputy Collector or SDO is the Appellate Authority. One unique Goa-specific document: if applying for a Portuguese Passport, an additional Indian Passport copy must be submitted.

Residence Certificate vs Domicile Certificate in Goa
| Certificate | Issued By | Prerequisite | Form | Use |
|---|---|---|---|---|
| Residence Certificate | Mamlatdar | None | REV05 (Rs. 2 court fee stamp) | Educational admissions, scheme benefits, government job applications, everyday use |
| Domicile Certificate | District Magistrate (DM) | Residence Certificate of 5+ years from Mamlatdar | Annexure X (Affidavit on Rs. 50 stamp paper) | Permanent domicile proof for DM-level requirements |
