The Union Territory of Ladakh operates an online grievance redressal system through the Integrated Grievance Redressal and Monitoring System (IGRMS) at grievance.ladakh.gov.in. Citizens can submit complaints related to government departments, public services, welfare schemes, infrastructure issues, revenue matters, and other administrative concerns through this portal. Residents may also use the Leh District grievance form available at leh.nic.in/grievance-form or the Central Government's CPGRAMS portal at pgportal.gov.in for grievances against central government offices and agencies.

Ladakh is a Union Territory without a Legislative Assembly or Chief Minister. The administration functions under a Lieutenant Governor (LG) appointed by the President of India. The current Lieutenant Governor of Ladakh is Shri Vinai Kumar Saxena. Grievances submitted through the IGRMS portal are forwarded to the concerned department for action and can be escalated to higher administrative authorities when required.

The Integrated Grievance Redressal and Monitoring System (IGRMS) was officially launched on 10 August 2023 at Raj Niwas, Leh by the then Lieutenant Governor Brigadier (Dr.) B.D. Mishra (Retd.). The portal was developed and is hosted by the National Informatics Centre (NIC) to strengthen transparent, accountable, and citizen-centric governance in Ladakh. The system is administered by the General Administration Department (GAD) of the UT Administration and enables citizens to submit complaints online and track their status without visiting government offices.

Understanding Ladakh's Administration

Ladakh became a Union Territory on 31 October 2019 after the reorganisation of the erstwhile State of Jammu and Kashmir under the Jammu and Kashmir Reorganisation Act, 2019. Unlike most states, Ladakh does not have a Legislative Assembly or a Chief Minister. The Union Territory is administered by a Lieutenant Governor (LG) appointed by the President of India.

The Union Territory consists of two districts: Leh and Kargil. Both districts have elected Ladakh Autonomous Hill Development Councils (LAHDCs), which look after local planning and developmental activities. The LAHDC Leh and LAHDC Kargil work alongside the UT Administration in delivering public services and implementing development programmes.

UT Foundation Day is observed every year on 31 October to commemorate the formation of the Union Territory of Ladakh in 2019.

What is the IGRMS Portal?

The Integrated Grievance Redressal and Monitoring System (IGRMS) available at grievance.ladakh.gov.in is the official grievance redressal platform of the Administration of the Union Territory of Ladakh. Citizens can use the portal to submit complaints relating to government departments, public services, welfare schemes, infrastructure issues, and other administrative matters.

The portal was launched on 10 August 2023 to provide a transparent and accountable grievance management system. It allows citizens to submit complaints online, upload supporting documents, track progress, and receive updates on the action taken by departments.

Key features of the portal include:

  • Online grievance registration facility
  • Unique grievance registration number for tracking
  • Online status tracking facility
  • Document upload support for evidence and supporting records
  • Department-wise grievance routing and monitoring
  • Citizen feedback facility after grievance disposal
  • Centralised monitoring by the UT Administration

The system helps departments monitor pending complaints and improve service delivery across the Union Territory.

What is the Ladakh Citizen Help Hub?

The Ladakh Citizen Help Hub at helphub.ladakh.gov.in is a specialised grievance and assistance platform operated by the Department of Social and Tribal Welfare, UT Ladakh. It is designed to help beneficiaries of welfare and social security schemes seek assistance, submit grievances, and track their requests online.

The portal supports complaints and queries related to welfare programmes, scholarships, child welfare services, senior citizen schemes, disability-related assistance, and other social welfare initiatives implemented in the Union Territory.

What Complaints Can You File on IGRMS?

The IGRMS portal accepts grievances relating to departments and offices functioning under the Administration of UT Ladakh. Common complaint categories include:

  • Revenue, land records, mutation, and Tehsil office matters
  • Public Distribution System (PDS) and ration card issues
  • Non-receipt of government scheme benefits
  • Electricity-related complaints concerning the Power Development Department
  • Water supply complaints relating to the Public Health Engineering Department
  • Roads, bridges, and public infrastructure issues
  • Government hospital and health service complaints

What Complaints Cannot Be Filed?

The grievance portal is not intended for certain categories of matters. These generally include:

  • Cases that are sub judice or pending before courts, tribunals, or judicial authorities
  • RTI applications and requests for information under the Right to Information Act
  • Matters governed by established statutory appeal procedures
  • Issues outside the jurisdiction of the UT Administration of Ladakh

If your grievance relates to a Central Government ministry, department, or organisation such as Income Tax, EPFO, Railways, India Post, Passport Services, or UIDAI, you should submit it through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) at pgportal.gov.in.

How to File a Complaint on the IGRMS Portal

The Integrated Grievance Redressal and Monitoring System (IGRMS) is the primary grievance platform of the Union Territory of Ladakh. Citizens can use it to submit complaints against government departments, track progress online, and receive updates on the action taken.

  1. Visit grievance.ladakh.gov.in using your mobile phone, tablet, or computer.
  2. Choose your preferred mode of submission. The system supports online grievance registration and also facilitates complaint submission through call, WhatsApp, and email channels.

    • Your name, mobile number, place of residence, and email address
    • Name of the department or office concerned

  7. SMS notifications are generally sent at important stages of grievance processing, including registration and action taken by the concerned department.

Providing complete information and supporting documents at the time of filing can help the concerned department examine and resolve the grievance more efficiently.

How to File a Grievance Through CPGRAMS

How to Track Grievance Status in Ladakh

After filing a complaint, citizens can monitor its progress online without visiting government offices repeatedly.

For complaints submitted through IGRMS, visit grievance.ladakh.gov.in and enter the tracking ID provided at the time of registration. The portal displays the current status, department handling the matter, and updates regarding action taken.

In addition to online tracking, SMS alerts are generally sent when important actions are recorded on the grievance.

For grievances filed through CPGRAMS, visit the status tracking section on pgportal.gov.in and enter your registration number to view the latest updates.

What to Do If Your Complaint Is Not Resolved

If your grievance remains unresolved or you are not satisfied with the action taken, do not ignore the matter. Ladakh provides multiple escalation options for citizens.

  1. First, review the status of your grievance on the portal. Check whether it is marked as Pending, Under Process, or Resolved.
  2. During the UT Foundation Day 2025 review of the grievance system, Lieutenant Governor Shri Kavinder Gupta directed that unresolved grievances should remain marked as Pending and should not be shown as cleared prematurely. If your issue still exists despite being marked resolved, raise the matter immediately.
  3. Contact the concerned department or its grievance/nodal officer for clarification and follow-up. Departmental contact details are available through the official directory at ladakh.gov.in/directory.
  4. For grievances relating to Leh district offices, you may contact the Deputy Commissioner, Leh, at 01982-252010 or visit the DC Office near Polo Ground, Leh, Ladakh 194101.
  5. For matters relating to Kargil district administration, you may contact LAHDC Kargil at 01985-232216 or visit the Council Secretariat, Kurbathang, Kargil 194103.
  6. If satisfactory action is still not received, file or escalate the grievance through CPGRAMS by selecting the relevant UT Ladakh department.
