Puducherry does not operate a dedicated Chief Minister (CM) Helpline portal similar to those available in some other States. Citizens can, however, submit public grievances through the official Lieutenant Governor's Petition Monitoring System (PMS), contact the Chief Minister's Office using the published contact details, or use CPGRAMS, the Government of India's public grievance portal, wherever applicable.
The Petition Monitoring System (PMS) is the official online grievance redressal portal of the Lieutenant Governor's Secretariat. Citizens can register grievances online, receive a unique reference number for future correspondence, track the status of their petitions and monitor the progress of their complaints. Grievances are forwarded to the concerned Government departments for necessary action, while the Lieutenant Governor's Secretariat monitors their disposal. Confidential petitions are handled separately through the Confidential Desk.
As Puducherry is a Union Territory with a Legislature, citizens may also submit grievances through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) at https://pgportal.gov.in, particularly for matters relating to Central Government Ministries, Departments and participating Union Territory authorities. However, for grievances intended to be monitored by the Lieutenant Governor's Secretariat, citizens should use the official Petition Monitoring System.
For revenue and district administration-related issues, the Government of Puducherry also provides the Revenue and Disaster Management Department (DRDM) Grievance Management System at http://gms-drdm.py.gov.in/Home.aspx.
The Government of Puducherry also publishes the official contact details of the Chief Minister. Citizens may contact the Chief Minister's Office at +91-9600999999, email [email protected], or write to No. 9, Vinayagar Koil Street, Thilaspet, Puducherry – 605009.

Understanding Puducherry's Governance Structure
Puducherry is a Union Territory with a Legislature. It comprises four geographically separated regions—Puducherry, Karaikal, Mahe and Yanam. Although these regions are located in different parts of South India, they are administered by the Government of Puducherry.
Citizens from all four regions can use the official Lieutenant Governor's Petition Monitoring System (PMS) to register public grievances online. Depending on the nature of the issue, complaints are forwarded to the concerned Government department for necessary action, while the Lieutenant Governor's Secretariat monitors their disposal.
Types of Complaints You Can Submit
The Petition Monitoring System is intended for public grievances relating to departments and offices of the Government of Puducherry. Common issues include:
- Revenue, land records and district administration-related matters.
- Public Distribution System (PDS), ration card and essential commodities issues.
- Delay or non-receipt of benefits under Government welfare schemes.
- Electricity supply and power-related services.
- Municipal and local administration services.
- Government hospitals, public health facilities and healthcare services.
- School education and other education-related matters.
- Water supply, sanitation and other public utility services.
- Administrative issues relating to Government offices and departments.
- Delay, deficiency or non-delivery of public services.
Complaints That Should Not Be Submitted
The Petition Monitoring System is meant for public grievances. Generally, the following matters should not be submitted through the portal:
- Cases that are pending before any court, tribunal or judicial authority.
- Applications under the Right to Information (RTI) Act, 2005.
- Service matters relating to Government employees.
- Private disputes between individuals that do not involve a Government department.
- Fresh applications for certificates, licences or Government services that should be submitted through the prescribed service portal.
Since Puducherry is a Union Territory, citizens may also use CPGRAMS for grievances relating to Central Government Ministries, Departments and participating Union Territory authorities, wherever applicable. However, grievances intended to be monitored by the Lieutenant Governor's Secretariat should be submitted through the official Petition Monitoring System (PMS).
How to Register and File a Grievance on the Petition Monitoring System (PMS)
The Government of Puducherry provides the Petition Monitoring System (PMS) through the Lieutenant Governor's Secretariat for online grievance registration and monitoring. Follow these steps to submit your petition.
- Visit the official Petition Monitoring System portal at https://lgredressal.py.gov.in/pgrs/.
- Click on Register Petition available on the homepage.
- Fill in your personal details such as your name, mobile number, email address, complete postal address and region (Puducherry, Karaikal, Mahe or Yanam), wherever required.
- Select the Government department or office to which your grievance relates.
- Write a clear description of your grievance. Mention important dates, previous correspondence, names of the concerned office or authority (if known) and the relief you are seeking.
- If you have supporting documents such as acknowledgement receipts, letters, notices or photographs, upload them wherever the portal permits.
- If your grievance contains sensitive personal information, choose the appropriate option for a Confidential Petition, wherever applicable.
- Carefully review all the information before submitting your petition.
- Click Submit to complete the registration process.
- After successful submission, the system generates a unique petition reference number. Save this number carefully, as it will be required to check the status of your grievance and for future correspondence.
As per the official portal, every grievance is forwarded to the concerned Government department for necessary action, while the Lieutenant Governor's Secretariat monitors its disposal. Confidential petitions are handled separately through the Confidential Desk.
