The Government of Jammu and Kashmir operates its official online public grievance redressal system through the JK Samadhan Portal. Citizens can submit grievances, demands and suggestions online by visiting samadhan.jk.gov.in. The platform is managed by the Department of Public Grievances (DoPG), Government of Jammu and Kashmir, and enables citizens to register, monitor and track complaints against Government departments through a single online system.
JK Samadhan, also known as the Jammu and Kashmir Integrated Grievance Redress and Monitoring System (JK-IGRAMS), serves as the Union Territory's unified grievance portal. Every complaint receives a unique registration number, allowing citizens to check the latest status online. The system is also integrated with the Government of India's Centralised Public Grievance Redress and Monitoring System (CPGRAMS) for handling grievances relating to Central Government departments.
In addition to the web portal, citizens can also access JK Samadhan through its official mobile application available for Android and iPhone. The portal supports English, Hindi and Urdu, making it easier for people across Jammu and Kashmir to access government grievance services.

What is the Raabita Office?
The Chief Minister's Public Services and Outreach Office (Raabita Office) was established by the Government of Jammu and Kashmir in March 2025 to strengthen public grievance redressal, improve citizen outreach and enhance the monitoring of government services. The office works closely with Government departments to facilitate timely disposal of public grievances received through the official grievance system.
The Raabita Office functions through two dedicated wings:
- Grievance Redressal Wing (Raabita): Monitors public grievances, coordinates with departments, follows up on pending cases and helps improve grievance resolution.
- Public Outreach and Evaluation-cum-Feedback Wing: Collects citizen feedback, conducts outreach programmes and evaluates the quality of public service delivery across Government departments.
To improve coordination, the Government has integrated the Raabita mechanism with the JK Samadhan Portal, enabling better monitoring and follow-up of grievances submitted by citizens.
Role of Raabita Nodal Officers
Additional Deputy Commissioners (ADCs) have been designated as Raabita Nodal Officers in their respective districts. They coordinate with Government departments, monitor grievance disposal and help ensure that public grievances are addressed in a timely manner. They also assist in organising district-level grievance redressal camps and forwarding important public issues to the concerned authorities.
