What Makes Bihar's Grievance Redressal System Different?
The Bihar Right to Public Grievance Redressal Act, 2015 provides citizens with a statutory mechanism to seek redressal of grievances relating to State Government departments, schemes, programmes, and public services. Unlike many grievance portals that operate as administrative platforms, Bihar's grievance redressal system is backed by legislation and prescribes a structured process for hearing, disposal, and appeals.
The Act also prescribes a time limit for grievance disposal and provides for appeals if a citizen is not satisfied with the decision. In applicable cases, the competent authority may impose a penalty on the defaulting Public Grievance Redressal Officer in accordance with the provisions of the Act and the Bihar Right to Public Grievance Redressal Rules, 2016.
What Types of Grievances Can Be Filed?
You can file a grievance under the Bihar Right to Public Grievance Redressal Act, 2015 if it relates to a State Government department, authority, office, scheme, programme, or public service. Common situations include:
- Failure to receive a benefit or service provided by a State Government department.
- Unreasonable delay in providing a government service, benefit, or entitlement.
- Non-compliance with government rules, policies, or prescribed procedures by a public servant.
- Delay in issuing certificates, licences, approvals, or other government documents.
- Pending matters relating to welfare schemes, pensions, scholarships, land records, public distribution system (ration), rural development programmes, education, health services, and other State Government services.
Before filing a grievance, you should normally approach the concerned department or office. If your grievance remains unresolved, you can submit it through the Bihar Lok Shikayat Nivaran Portal for redressal under the provisions of the Act.
What Types of Grievances Cannot Be Filed?
The Bihar Right to Public Grievance Redressal Act, 2015 does not cover certain categories of matters. Your grievance may be rejected or you may be advised to use another appropriate mechanism if it falls under the following categories:
- Applications or requests under the Right to Information (RTI) Act.
- Matters covered under the Bihar Right to Public Services Act or any other statutory mechanism specifically meant for service delivery.
- Service matters relating to Government employees, such as appointments, transfers, promotions, disciplinary proceedings, or other employment-related issues.
- Matters that are pending before or have already been decided by a court, tribunal, or other competent judicial authority.
- Grievances that do not fall within the jurisdiction of the Government of Bihar.
If your grievance relates to a Central Government Ministry or Department, you may submit it through the CPGRAMS Portal available on the Bihar Lok Shikayat website.
What to Keep Ready Before Filing a Grievance
Keeping the required information and supporting documents ready before starting the application will help you complete the grievance registration process smoothly.
- Your full name and a valid mobile number for communication.
- Your complete postal address, including district, subdivision/block, village, ward, or city, as applicable.
- The name of the concerned Government department or office against which you want to file the grievance.

- Copies of supporting documents, such as acknowledgement receipts, letters, notices, certificates, photographs, or any other relevant evidence, if available.
Providing complete and accurate information along with relevant supporting documents helps the concerned authority examine your grievance more effectively.
