The Government of Haryana operates its official public grievance redressal system through CM Window. Citizens can submit complaints relating to Haryana Government departments, public services and welfare schemes online through cmharyanacell.nic.in. The portal also provides dedicated modules such as Jan Samvaad and NRI Grievances for specific categories of users.

CM Window was launched on 25 December 2014 on Good Governance Day and operates across all districts and Government departments in Haryana. Citizens can also register grievances through CM Window counters at DC Offices, SDM Offices, e-Disha Kendras, the Chief Minister's Office and other notified Government offices.

According to information published by the Haryana Government, CM Window has handled and resolved millions of public grievances since its launch. The prescribed maximum time for grievance disposal is 45 days. As per the official CM Window procedure, unresolved grievances may be escalated through the system after the prescribed timeline.

What is Jan Samvaad in CM Window?

Jan Samvaad is a dedicated module available on the official Haryana CM Window portal. Citizens can access it through cmharyanacell.nic.in/jansamvaad. It is designed to receive grievances that are taken up through the Jan Samvaad programme of the Government of Haryana. General public grievances can be submitted through the main CM Window portal, while grievances relating to the Jan Samvaad programme should be registered through the respective module available on the same portal.

Maximum Grievance Disposal Period

As per the official CM Window grievance redressal procedure, departments are expected to dispose of registered grievances within a maximum period of 45 days. If a grievance remains unresolved beyond the prescribed timeline, the system provides for further escalation in accordance with the official grievance redressal workflow. Citizens should regularly monitor the status of their grievance through the Track Grievance facility using their registration number.

Types of Complaints You Can Submit Through CM Window

Citizens can submit grievances relating to various Haryana Government departments, public services and welfare schemes. Common examples include:

  • Revenue and land record matters, including mutation, Jamabandi, Fard and Patwari office related issues.

For complaints relating to Central Government Ministries, Departments or Organisations, use the CPGRAMS Portal. Similarly, if you want to apply for Government services such as certificates, licences or welfare schemes in Haryana, use the SARAL Haryana Portal instead of CM Window.

How to Register a Complaint Through CM Window

The Haryana CM Window portal does not currently provide a public self-service facility for citizens to register grievances directly online. Instead, complaints are registered through authorised CM Window Counters available at designated Government offices. After registration, citizens can track the status of their grievance online using the registration number.

Where Can You Register Your Complaint?

According to the official CM Window portal, you can get your grievance registered at any one of the following locations:

  • CM Window Counter at the Deputy Commissioner's (DC) Office.

How the Offline Registration Process Works

  1. Visit the nearest authorised CM Window registration centre with your grievance and supporting documents, if available.
  2. Provide your name, mobile number, address and details of the concerned Government department or office.
  3. Clearly explain your grievance and submit any supporting documents that may help the authorities verify your complaint.
  4. The authorised operator will register your grievance on the official CM Window system.
