The EWS Certificate in Uttar Pradesh is officially called the Arthik Roop Se Kamjor Varg Praman Patra or Income and Asset Certificate for Economically Weaker Sections. It is issued by the Revenue Department through the Tehsildar to general category residents of UP whose family income and assets fall within the limits prescribed by the Government of India.

With this certificate, UP residents from the general category can claim 10% reservation in central and state government jobs, IITs, NITs, central universities, NEET seats under the All India Quota, and various state welfare schemes. The certificate is applied for through the eSathi portal at edistrict.up.gov.in, which is the official eDistrict platform of the Government of Uttar Pradesh.

Eligibility Criteria for EWS Certificate in UP

To apply for an EWS certificate in Uttar Pradesh, you must meet all of the following conditions:

  • You must belong to the general (unreserved) category and must not belong to SC, ST, or OBC categories
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, agriculture, business, profession, rent, and any other source
  • Your family must not own 5 acres of agricultural land or more

Keep the following documents ready before starting the application:

  • Aadhaar Card of the applicant (mandatory for e-KYC verification on the portal)
  • Income proof: Salary slip or Form 16 for salaried persons; Income Tax Return; or an income certificate issued by the Tehsildar for farmers and self-employed persons

  • Residence proof: Domicile Certificate, Ration Card, or Aadhaar card showing UP address
  • Parivar Register nakal (family register extract from gram panchayat) if available

Apply Through Jan Seva Kendra (CSC)

If you cannot apply online on your own, visit your nearest Jan Seva Kendra (Common Service Centre). The CSC operator will apply online on your behalf through the eSathi portal. Carry all original documents for verification. The government portal fee of Rs. 30 applies, and the CSC may charge an additional service fee of Rs. 30 to Rs. 50. Always ask for a printed acknowledgement slip from the operator after submission.

Verification Process in UP

After you submit the application online or offline, the following verification process takes place:

  • The application goes to the concerned Lekhpal for rural areas or Revenue Inspector for urban areas based on your Rural or Urban selection
  • The Lekhpal visits your declared address, checks land records in Khasra and Khatauni, verifies income sources, and may also cross-check with neighbours or panchayat records
  • The Lekhpal submits a field verification report to the Tehsildar
  • The Tehsildar reviews all documents and the Lekhpal's report, then either approves or rejects the application
  • If approved, the digitally signed certificate is available for download on the eSathi portal

Application Fee

The government fee for the EWS certificate on the eSathi portal is Rs. 30. Payment is accepted online through UPI, net banking, or debit card. If applying through a Jan Seva Kendra, the total cost including the CSC service charge is typically between Rs. 60 and Rs. 80.

Processing Time

Online applications through the eSathi portal are typically processed in 7 to 15 working days after submission. The actual time depends on the Lekhpal's field verification, which requires a physical visit to your address. Offline applications at the Tehsil office can take 15 to 30 working days depending on the workload at the Tehsil. If documents are complete and consistent, the process is faster. Incomplete or mismatched documents cause delays and rejections.

Validity of the EWS Certificate in UP

The EWS certificate is valid for one financial year (April 1 to March 31). It must be renewed every year by applying fresh with updated income documents for the previous financial year.

An important point for students: a certificate issued in December 2025 is valid only until March 31, 2026. If your JEE or NEET counselling happens in June or July 2026, you will need a new certificate issued on or after April 1, 2026, based on income for the financial year 2025-26. You cannot renew the old certificate. You must apply as a fresh application after April 1.

Note: The regular income certificate (Aay Praman Patra) in UP has a validity of 3 years, but the EWS Income and Asset Certificate follows the central government's rule of 1 financial year validity for reservation purposes.

How to Track Application Status

To check the status of your EWS certificate application:

  • Go to edistrict.up.gov.in
  • Click on Application Status on the homepage
  • Enter your Application Reference Number and captcha
  • Click Search to see the current status

The portal shows whether the application is pending, under verification by the Lekhpal, approved, or rejected.

How to Verify an Issued Certificate

To check whether a certificate is genuine:

  • Go to edistrict.up.gov.in
  • Click on Certificate Verification
  • Enter the Certificate Number printed on the certificate
  • Click Search. Full details appear if the certificate is genuine

Digitally signed certificates from the eSathi portal also carry a QR code that can be scanned to verify authenticity.

After submission, the application goes to the Lekhpal for rural applicants or the Revenue Inspector for urban applicants. The Tehsildar issues the certificate after reviewing the Lekhpal's report.

Yes. The EWS certificate issued by the Tehsildar in UP in the DoPT-prescribed format is accepted for JEE, NEET, and other central admissions. However, the certificate must be valid at the time of counselling or document verification. For 2026 admissions, obtain a fresh certificate issued on or after April 1, 2026.

No. EWS eligibility is checked on gross income, not on taxable income after deductions. If your gross salary is Rs. 9 lakh, you do not qualify even if your ITR shows a lower figure.

Yes, 4 acres is below the 5-acre agricultural land limit. As long as all other conditions including income below Rs. 8 lakh and the residential property limits are also satisfied, you are eligible.

Select Rural or Urban based on where you actually live, not where the district headquarters is located. If your residence address is in a village, select Rural. If it is in a town or urban area, select Urban. This determines which officer handles your field verification.

The Parivar Register nakal (family register extract from gram panchayat) is not listed as a mandatory document for EWS certificate, but having it supports your application especially for rural applicants. The Lekhpal may refer to the Parivar Register during field verification. Keeping it ready avoids delays.

Yes. A family member can submit the application at the Tehsil office on your behalf with a signed letter of authorisation, your documents, and their own identity proof. For online applications at a Jan Seva Kendra, the CSC operator applies on your behalf using their portal login. However, the Lekhpal will verify at your own address regardless of who submitted the application.

If the Tehsildar rejects the application, the rejection reason is shown on the portal. Common reasons are incomplete documents, income exceeding Rs. 8 lakh, asset limits exceeded, or failed field verification. You can correct the issue and apply again as a fresh application. There is no online appeal process through the portal, but you can approach the SDM office if you believe the rejection is incorrect.
