The EWS Certificate in Madhya Pradesh is officially called the Arthik Roop Se Kamjor Varg Ke Liye Aay Evam Sampatti Praman Patra (Income and Asset Certificate for Economically Weaker Sections). It is issued by the Revenue Department through the Tehsildar to general category residents of MP who meet the income and asset limits set by the Government of India.
The certificate gives eligible residents 10% reservation in central and state government jobs, IITs, NITs, central universities, NEET All India Quota seats, MPPSC (Madhya Pradesh Public Service Commission) exams, and various state welfare schemes. Applications are submitted through the MP e-District portal at mpedistrict.gov.in, which runs under the Madhya Pradesh Lok Seva Guarantee Act. You can also apply through the Lok Seva Kendra located inside every Tehsil office in MP.
Online self-application through the portal is free of charge.

Samagra ID: MP's Unique Requirement
Madhya Pradesh is one of the few states where a state-specific family ID is mandatory for applying for certificates on the official portal. Every MP resident is registered in the Samagra Portal and has a Samagra Member ID (8-digit individual ID) and a Samagra Family ID (9-digit family ID).
For the EWS certificate application on mpedistrict.gov.in, your Samagra ID must be entered and your Samagra e-KYC must be updated, meaning your Aadhaar must be linked and verified in the Samagra system. If your Samagra e-KYC is not updated, the portal will not allow you to complete the application. Update your Samagra e-KYC at samagra.gov.in before applying if it has not been done.
To find your Samagra ID, visit samagra.gov.in, click on Search Family or Member, and search using your Aadhaar, mobile number, or name and address.
Documents Required
Keep the following documents ready before starting the application:
- Aadhaar Card of the applicant (used for OTP-based login on the portal)
- Samagra Member ID (8-digit individual Samagra ID). Samagra e-KYC must be current
- Income proof: Salary slips or Form 16 for salaried persons; Income Tax Return; or a self-declaration of income with supporting documents for farmers and self-employed persons
- Khasra and B-1 Khatauni: Land record documents from the MP Bhulekh system showing agricultural land held by family members. These are the current year's land records. If your family owns no agricultural land, submit a self-declaration to that effect
- Property documents: Sale deed or property tax receipt showing area of any residential property owned by family members. If no property is owned, include this in the self-declaration
- Residence proof: Domicile Certificate, ration card, or Aadhaar Card showing MP address
- PAN Card of the applicant and earning family members

How to Apply Through Lok Seva Kendra
Every Tehsil office in Madhya Pradesh has a Lok Seva Kendra located inside the Tehsil compound. This is unique to MP. Unlike other states where CSCs are spread across towns, in MP the Lok Seva Kendra is officially inside the Tehsil office itself, making it a government-facilitated service centre.
- Visit the Lok Seva Kendra at your nearest Tehsil office. To find your nearest Kendra, check mpedistrict.gov.in under the Lok Seva Kendra locator section
- Tell the operator you need an EWS certificate (Arthik Roop Se Kamjor Varg Praman Patra)
- Carry your Aadhaar card, Samagra ID, income proof, land records (Khasra and B-1 Khatauni), and residence proof
- The operator fills and submits the application on your behalf through the portal
- Pay the service charge of Rs. 20 at the Lok Seva Kendra counter
- Collect the acknowledgement slip with your Application Reference Number
How to Apply Offline at the Tehsil Office
For applicants who prefer direct submission without using the portal:
- Visit your nearest Tehsil office and ask for the EWS certificate application form at the counter
- Fill in all details, including complete family income from all sources, Samagra ID, and land or property details of all family members
- Attach self-attested photocopies of Aadhaar, Samagra ID, income proof, land records, property papers, and passport-size photograph

- The Tehsildar assigns the application to the Patwari for field verification. The Patwari (village revenue officer) visits your address, checks Khasra and B-1 records for land, verifies income sources, and submits a field report to the Tehsildar
- After the Patwari's report is submitted, the application moves to the Tehsildar for final approval and certificate issuance
Verification Process in Madhya Pradesh
After submission, the application goes through the following workflow:
- The application is forwarded to the Patwari assigned to your area for field verification
- If your online application status shows "Pending at Patwari", the Patwari has not yet conducted or submitted the field inquiry report. If this status continues beyond 7 working days, visit the Tehsil office with your Application Reference Number and follow up with the revenue staff
- The Patwari verifies your land records in Khasra and B-1 Khatauni, checks income sources, and submits the verification report
- If the status shows "Pending at Tehsildar", the Patwari's report is submitted and the certificate is awaiting final approval from the Tehsildar
- The Tehsildar approves the application and the digitally signed certificate is made available for download on the portal
Application Fee
Online self-application through mpedistrict.gov.in is completely free of charge. There is no government fee for the EWS certificate. If you apply through the Lok Seva Kendra inside the Tehsil office, a service charge of Rs. 20 is payable at the counter.
Processing Time
Under the MP Lok Seva Guarantee Act, the EWS certificate must be issued within 7 to 15 working days from the date of complete application. This statutory guarantee means delays beyond this period can be escalated to the First Appellate Authority or the Collector's office. Applications with complete and consistent documents, and where Patwari field verification is completed promptly, are processed within this period.

The EWS certificate is valid for one financial year (April 1 to March 31). It must be renewed every year by applying fresh with updated income documents for the previous financial year.
