The EWS Certificate in Rajasthan is officially called the Arthik Roop Se Kamjor Varg Ke Liye Aay Evam Sampatti Praman Patra (Income and Asset Certificate for Economically Weaker Sections). It is issued by the Revenue Department through the Tehsildar or Sub-Divisional Officer (SDO) to general category residents of Rajasthan who meet the prescribed income and asset limits.

With this certificate, eligible residents can claim 10% reservation in central and state government jobs, IITs, NITs, central universities, NEET All India Quota seats, RPSC (Rajasthan Public Service Commission) exams, REET, CET, and various state government schemes. Applications are processed through the eMitra portal at emitra.rajasthan.gov.in using an SSO ID, or through eMitra kiosks spread across all 33 districts of Rajasthan. You can also apply offline at your nearest Tehsil office or SDO office.

Rajasthan is one of the very few states in India where the EWS certificate is valid for three years, unlike the standard one-year validity in most other states. This was extended by the Rajasthan government by an official order to reduce the burden on applicants who had to renew the certificate every year.

Eligibility Criteria

To be eligible for an EWS certificate in Rajasthan, all of the following conditions must be met:

  • You must be a permanent resident of Rajasthan and belong to the general (unreserved) category. You must not belong to SC, ST, OBC, or MBC (Most Backward Class) categories
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, agriculture, business, profession, rent, and any other source
  • Your family must not own 5 acres of agricultural land or more
  • Your family must not own a residential flat of 1,000 sq ft or more
  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality
  • Your family must not own a residential plot of 200 sq yards or more outside notified municipalities

All four asset conditions must be satisfied alongside the income condition. Income is always calculated on a gross basis, not on taxable income after deductions. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years. Income and assets of all these members are counted together.

Jan Aadhaar: Rajasthan's Mandatory Requirement

Rajasthan is unique in requiring a Jan Aadhaar Card for all government service applications including the EWS certificate. Jan Aadhaar is Rajasthan's family identity card system, similar to a state-level family ID. Every Rajasthan family has a Jan Aadhaar family ID and each member has an individual member ID linked to it.

When you apply for the EWS certificate through the eMitra portal, your Jan Aadhaar number is entered and the portal fetches your family and personal details from the Jan Aadhaar database. If your Jan Aadhaar details are not updated or if your name or Aadhaar is not linked correctly, the application may face issues. Update your Jan Aadhaar details at janaadhaar.rajasthan.gov.in before applying. You can also visit an eMitra kiosk for Jan Aadhaar corrections.

Documents Required

Keep the following documents ready before starting the application:

  • Jan Aadhaar Card (Rajasthan's family identity card, mandatory for portal application)
  • Aadhaar Card of the applicant
  • Income proof: Salary slips or Form 16 for salaried persons; Income Tax Return; or a self-declaration of income for farmers and self-employed persons
  • Jamabandi (Record of Rights): The primary land record in Rajasthan maintained by the Patwari showing land ownership and area. This is needed to establish that the family's agricultural land is below 5 acres. Obtain it from the Rajasthan Apna Khata portal at apnakhata.rajasthan.gov.in
  • Girdawari (crop inspection report): A seasonal record maintained by the Patwari confirming land held and crops grown. Also available from the Apna Khata portal. If no agricultural land is owned, submit a self-declaration
  • Property documents: Sale deed or property tax receipt showing area of any residential property owned. If no property is owned, include this in the self-declaration
  • Residence proof: Domicile Certificate, Ration Card, or Aadhaar Card showing Rajasthan address
  • PAN Card of the applicant and earning family members
  • Passport-size photograph of the applicant
  • Self-declaration or affidavit stating total family income from all sources is below Rs. 8 lakh and that asset limits are not exceeded

Verification Process in Rajasthan

After your application is submitted, the following process takes place:

  • The application is assigned to the Patwari (village revenue officer) for field verification of land records and income sources
  • The Patwari checks your Jamabandi and Girdawari records to verify agricultural land, visits your address, and submits a verification report to the Tehsildar
  • The Tehsildar reviews the application and the Patwari's report and either approves or rejects the application
  • On approval, the digitally signed certificate is made available for download through the eMitra portal

Application Fee

The application fee for the EWS certificate in Rajasthan is a nominal government charge payable through the eMitra portal. When applying through an eMitra kiosk, the kiosk operator charges an additional service fee over and above the government fee. Check the current fee on the eMitra portal at the time of application as it may be updated periodically. The Rajasthan helpline number for eMitra is 181 (Rajasthan Sampark) or 0141-5153222 for any fee or service queries.

Processing Time

The EWS certificate in Rajasthan is typically issued within 7 to 15 working days of application submission. The actual time depends on the Patwari's field verification and the workload at the Tehsil office. Applications with complete documents and consistent information are processed faster. If verification requires a physical inspection or if documents need clarification, processing can extend to 21 working days.

Validity of the EWS Certificate in Rajasthan

Rajasthan is one of the very few states in India where the EWS certificate is valid for three years. This was extended from the earlier one-year validity by an official government order to reduce the burden on applicants. Once issued, you do not need to renew it every year like in other states. The three-year validity applies to state-level purposes including RPSC exams, state government jobs, and state institution admissions.

However, for central government jobs, UPSC, and national-level admissions, always check the specific exam or recruitment notification. Some central notifications require a certificate issued within the current financial year. In such cases, you will need a fresh certificate even if your existing one is within the three-year period. When in doubt, obtain a fresh certificate before applying for any central exam or job.

Frequently Asked Questions

The EWS certificate in Rajasthan is applied for through the eMitra portal at emitra.rajasthan.gov.in. Login is done through the Rajasthan SSO portal at sso.rajasthan.gov.in using your SSO ID. Jan Aadhaar is Rajasthan's state-level family identity system. Every Rajasthan family is enrolled in the Jan Aadhaar system and has a unique family ID. The eMitra portal uses your Jan Aadhaar number to fetch your personal and family details automatically, reducing manual data entry. It is mandatory for applying through the eMitra portal. If your Jan Aadhaar details are not updated, visit janaadhaar.rajasthan.gov.in or your nearest eMitra kiosk to update them before applying.

Yes. The Rajasthan government extended the EWS certificate validity from one year to three years by an official government order. This is unique to Rajasthan and gives applicants significant relief compared to most other states where the certificate must be renewed every financial year. This three-year validity applies to state-level purposes. For central exams and jobs, always check the specific notification to confirm whether they require a certificate from the current financial year.

Jamabandi, also called Record of Rights, is the primary land ownership document in Rajasthan maintained by the Patwari. It shows who owns which land and the area of land held. For the EWS application, Jamabandi is used to verify that your family's agricultural land is below the 5-acre limit. You can download your Jamabandi online from the Apna Khata portal at apnakhata.rajasthan.gov.in. If your family owns no agricultural land, you submit a self-declaration instead.

Both methods submit the application through the same eMitra portal. Self-applying online through your SSO ID at sso.rajasthan.gov.in is cheaper as you pay only the government fee. Applying at an eMitra kiosk costs more because the kiosk operator adds a service charge, but it is easier if you are unfamiliar with the online process or do not have an SSO ID. Both result in the same certificate.

No. MBC (Most Backward Class) is a reserved category in Rajasthan. If your family belongs to any reserved category including SC, ST, OBC, or MBC, you are not eligible for EWS benefits. EWS is exclusively for the general (unreserved) category.

Yes. The EWS certificate issued by the Tehsildar in Rajasthan is accepted for RPSC exams, REET, CET, and other Rajasthan state government recruitments under the EWS category. The certificate is valid for three years from the date of issue for state purposes. Always check the specific RPSC or exam notification to confirm the validity requirements as they may specify additional conditions.

Applications are typically processed within 7 to 15 working days. Processing depends on the Patwari's field verification. Ensuring your Jamabandi and income documents are current and consistent speeds up the process. Incomplete or inconsistent documents can extend the time to 21 working days.

Yes. The SSO portal at sso.rajasthan.gov.in is accessible from mobile browsers. After logging in with your SSO ID, go to the eMitra app, select the EWS certificate service, fill the form, and submit. The eMitra mobile app for Android and iOS also allows application submission and status tracking from your smartphone.

The EWS certificate issued by the Tehsildar or SDO in Rajasthan in the DoPT-prescribed format is accepted for NEET and JEE admissions under the EWS quota. However, some counselling authorities require the certificate to be issued within the current financial year. Even though Rajasthan's state validity is three years, apply for a fresh certificate after April 1 if the counselling notification specifically requires a current year certificate.

For eMitra related queries including EWS certificate application, status, and download issues, contact the Rajasthan Sampark helpline at 181 (toll free) or call 0141-5153222. You can also visit the nearest eMitra kiosk for in-person assistance.
