The EWS Certificate in Mizoram is officially called the Income and Asset Certificate for Economically Weaker Sections. It is issued by the Revenue Department, Government of Mizoram, through the Deputy Commissioner (DC) of the applicant's district. The DC is the primary revenue authority for all statutory certificates in Mizoram.
With this certificate, eligible general category residents of Mizoram can claim 10% reservation in central and state government jobs, MPSC (Mizoram Public Service Commission) exams, IITs, NITs, central universities, NEET All India Quota seats, and admissions through the Directorate of Higher and Technical Education (DHTE) Mizoram.
Mizoram has a unique and deeply community-oriented certificate process: revenue certificates require endorsements from both the Village Council (or Local Council) and the YMA (Young Mizo Association) branch. These community endorsements are mandatory and must be obtained before the application can be submitted. Applications are processed through the DC Online portal at dconline.mizoram.gov.in (also called e-District Version 2) via CSC/VLE (Common Service Centre / Village Level Entrepreneur) operators, or through the Facilitation Centre at the DC Office.
Eligibility Criteria
To be eligible for an EWS certificate in Mizoram, all of the following conditions must be satisfied:
- You must be a permanent resident of Mizoram and belong to the general (unreserved) category. You must not belong to SC, ST, or OBC categories. As Mizoram has a predominantly tribal ST population, EWS is primarily relevant for non-tribal general category residents
- Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, agriculture, business, profession, and any other source
- Your family must not own 5 acres of agricultural land or more
- Your family must not own a residential flat of 1,000 sq ft or more
- Your family must not own a residential plot of 100 sq yards or more in a notified municipality
- Your family must not own a residential plot of 200 sq yards or more outside notified municipalities
All four asset conditions must be satisfied alongside the income condition. Income is always on a gross basis. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years.
Two Mandatory Community Endorsements Unique to Mizoram
Mizoram is the only state or UT in India that requires two community-level endorsements as mandatory documents for revenue certificates:
- Village Council or Local Council Endorsement: A letter from the President or Secretary of your Village Council (in rural areas) or Local Council (in urban localities like Aizawl, Lunglei, etc.) confirming your residency, family income, and community standing. In Aizawl city, the Local Council Chairman or Secretary issues this letter. In rural areas, the Village Council (VC) President or Secretary issues it. The endorsement letter must be original, signed, and on the Village Council or Local Council letterhead
- YMA (Young Mizo Association) Endorsement: A letter from your local YMA branch President or Secretary. The YMA is a prominent civil society organization in Mizoram operating at the village, town, and district level. The YMA endorsement is a mandatory requirement alongside the Village Council or Local Council endorsement for all revenue certificates in Mizoram. Both endorsements together confirm the applicant's income details, residency, and community status
Obtain both endorsements before approaching the CSC/VLE operator or the Facilitation Centre. These letters are obtained by visiting the Village Council or Local Council office and the YMA branch in your locality. Present your details and purpose to the respective authority. Both letters must be original. Photocopies are not accepted.
Income Certificate as EWS Income Proof in Mizoram
In Mizoram, the Income Certificate issued by the DC is a standalone certificate that certifies the family's annual income. For EWS purposes:
- If your family income is below Rs. 8 lakh, the DC-issued Income Certificate through dconline.mizoram.gov.in serves as the primary income proof for EWS claims
- For family income between Rs. 8 lakh and Rs. 10 lakh, the official dcaizawl.mizoram.gov.in page confirms a specific provision: a notarised Affidavit signed before a Notary Public is required for income above Rs. 8 lakh. For EWS purposes, your income must be below Rs. 8 lakh, so the standard Income Certificate from the DC applies
Documents Required
Collect all these documents before approaching a CSC/VLE or the Facilitation Centre:
- Application form for EWS / Income Certificate: Collect the form from the DC Office Facilitation Centre by paying Rs. 10 as form fee. Ensure both endorsement letters are original, clearly signed, and on official letterhead.
