PAN Inoperative? What It Means, How to Check and Reactivate It (2026)
A PAN becomes inoperative when it had to be linked with Aadhaar and wasn't. It isn't cancelled, but refunds stop and TDS/TCS is cut at a higher rate (often 20%). Check it free with Verify PAN Status on incometax.gov.in. To fix it, pay ₹1,000 and link Aadhaar. It works again within 30 days.

What does "PAN inoperative" mean?
"Inoperative" means your PAN is switched off for some tax purposes because the Aadhaar link required by law was not made. It is still your PAN. It has not been cancelled, and you don't need a new one.
Most unlinked PANs became inoperative on 1 July 2023, after the deadline of 30 June 2023. A second group, people who got PAN using an Aadhaar Enrolment ID (the number on the Aadhaar enrolment slip, before the Aadhaar number was issued), had to give their actual Aadhaar number by 31 December 2025. If they didn't, their PAN can show as inoperative from 1 January 2026.
Earlier this was Rule 114AAA under the Income-tax Act, 1961. From 1 April 2026 it is Rule 162 of the Income-tax Rules, 2026, read with section 262 of the Income-tax Act, 2025. The higher TDS/TCS rate now comes from section 397(2) (earlier sections 206AA and 206CC). The effect for you is the same.
What should you do about an inoperative PAN?
Answer a few questions to find your next step.
| Your situation | What to do |
|---|---|
| Haven't checked yet | Check with Verify PAN Status (free) |
| Status shows active | Nothing to do. If TDS was still high, see Problems |
| Inoperative, and you're an NRI or non-citizen | Update residential status with your AO |
| Inoperative, and you're 80+ or live in Assam, J&K or Meghalaya | Ask your AO to fix the record, or link voluntarily |
| Not linked, fee not paid | Pay ₹1,000, then link |
| Fee paid less than 4–5 working days ago | Wait. Don't pay again |
| Fee paid 4–5+ working days ago | Submit the link request |
| Linked less than 30 days ago | Wait up to 30 days, then check again |
| Linked more than 30 days ago, still inoperative | Contact the helpdesk or your AO |
How long does it take to make the PAN work again?
Allow about six weeks in the worst case: a week for the payment, a few days for the link, and up to 30 days for the status to change.
- Day 0Pay ₹1,000e-Pay Tax, Other Receipts (500)

Watch: how to check if your PAN is inoperative
Open Verify PAN Status
YouIncome Tax / UIDAIOTP / payment
- Open Verify PAN Status. Type incometax.gov.in yourself and find it under Quick Links on the home page. No login is needed.
- Enter your PAN, full name, date of birth and mobile. Use the name and date of birth exactly as on your PAN, then tap Continue.
- Enter the OTP. A 6-digit OTP comes to the mobile you entered. It is valid for 15 minutes.
- If it shows active, you're done. Your PAN works normally for refunds and TDS.
- If it shows inoperative, check the link status. The exact wording on the portal may differ from this picture.
- See whether Aadhaar is linked. Link Aadhaar Status tells you if a link exists or is pending. If not, pay ₹1,000 and link.
Is my PAN inoperative? How do you check?
-
Use Verify PAN Status
On incometax.gov.in, go to Quick Links → Verify PAN Status. Enter your PAN, full name, date of birth and a mobile number. Enter the OTP and tap Validate.
You'll know it worked when the portal shows your PAN status, such as active or inoperative.
If it says the details don't match: enter your name and date of birth exactly as printed on your PAN card.
-
Check the Aadhaar link
Go to Quick Links → Link Aadhaar Status, enter PAN and Aadhaar, and tap View Link Aadhaar Status. This tells you whether the link exists, is pending with UIDAI, or was never made. Every link status explained →
If it says your PAN is already linked, the PAN should become operative within 30 days of the link date.
-
Look for clues in your tax records
If you have an e-Filing login, open Form 26AS or the AIS. TDS cut at 20% on bank interest or rent, where it's normally lower, is a common sign that the deductor saw your PAN as inoperative. Downloaded AIS and 26AS PDFs are password-protected; our unlock tool shows the password and opens them in your browser.
The e-Filing manual says Verify PAN Status is for information only. If you think the status is wrong, the portal tells you to contact your Jurisdictional Assessing Officer (AO). You can find your AO with "Know Your AO" on the same portal (how to find your AO).
How do you make an inoperative PAN operative again?
You link it with Aadhaar after paying the late fee. Here is the short version. The full linking guide has every screen.
-
Match your details first
Your name, date of birth and gender must be the same on PAN and Aadhaar. If they differ, fix one of them before you pay. The fee can't be refunded.
-
Pay the ₹1,000 fee
On the e-Filing portal, use e-Pay Tax: Income Tax → Other Receipts (500) → "Fee for delay in linking PAN with Aadhaar".
You'll know it worked when you can download a challan receipt for ₹1,000.
Don't pay under Advance Tax or Self-Assessment Tax. That money isn't counted as the linking fee.
-
Wait 4–5 working days, then link
Open Quick Links → Link Aadhaar, enter PAN and Aadhaar, and finish with the OTP.
You'll know it worked when you see "Request for link of Aadhaar has been submitted successfully".
If it says "Payments details not found": wait a few more days. Don't pay again.
-
Recheck within 30 days
Run Verify PAN Status again. Under Rule 162, the PAN becomes operative within 30 days of linking.
You'll know it worked when the status shows active.
What stops working, and what still works?
The law lists three tax effects. Banks and investment firms add their own checks on top.
| Thing | With an inoperative PAN |
|---|---|
| Income tax refund | Not paid until the PAN is operative again |
| Interest on that refund | Lost for the period the PAN was inoperative |
| TDS on salary, interest, rent, commission and similar | Cut at a higher rate, usually 20% (or the normal rate if higher) |
| TCS (for example on some purchases or foreign remittances) | Collected at a higher rate |
| e-Filing login | Still works |
| Filing your income tax return | You can usually still file. The refund is held back |
| Existing bank account | Keeps working. TDS on interest may be higher |
| Opening a new bank account | The bank checks your PAN online. Many ask you to link first. Ask the bank |
| Mutual funds, demat and trading (KYC) | KYC may not reach "validated" status, which can block new fund houses or new accounts. Existing holdings stay yours |
| Your PAN number, card and e-PAN | Unchanged. No new PAN is needed |
Bank and KYC rules are set by each bank and by SEBI, not by the tax rules, and they change. In 2024 SEBI moved many "on hold" KYC records to "registered", but full "validated" KYC still needs the PAN–Aadhaar link for those who must link. Check with your bank, broker or fund house. How to check your KYC status →
How is "inoperative" different from deactivated or cancelled?
| Status | Usual reason | Can it come back? |
|---|---|---|
| Inoperative | Aadhaar not linked when it had to be (or an NRI's status not updated) | Yes. Link Aadhaar (₹1,000) or update your status |
| Deactivated | The department switched it off, usually because it's a duplicate (second) PAN | Usually no. Use your main PAN; ask your AO if you think it's wrong |
| Cancelled / surrendered | You surrendered an extra PAN, or the holder died or the business closed | No. Use your one remaining PAN |
| Invalid / "PAN does not exist" | A typing mistake, a fake PAN, or a number not in the database | Check each character. If your real PAN shows this, contact the helpdesk or your AO |
Got your PAN with an Aadhaar Enrolment ID?
Some people applied for PAN before 1 October 2024 using the Enrolment ID from their Aadhaar slip. A CBDT notification of 3 April 2025 (Notification 26/2025) told them to give their actual Aadhaar number by 31 December 2025. If they didn't, the PAN can show as inoperative from 1 January 2026.
To fix it, use the same Link Aadhaar service with your real 12-digit Aadhaar. The portal tells you whether the ₹1,000 fee applies to your PAN.
What should employers and other deductors know?
If you deduct TDS or collect TCS (an employer, tenant paying rent, bank, business), you must apply the higher rate when the payee's PAN is inoperative. The CBDT has given relief where the payee links later. In plain words:
| Payment or credit made | No higher-rate demand if the payee's PAN became operative… | Circular |
|---|---|---|
| Up to 31 Mar 2024 | by 31 May 2024 | 6/2024 |
| 1 Apr 2024 to 31 Jul 2025 | by 30 Sep 2025 | 9/2025 |
| On or after 1 Aug 2025 | within two months from the end of the month of payment | 9/2025 |
In those cases you only had to deduct at the normal rate. Circular 3/2023 is the base circular that first explained these consequences.
- Check the payee's PAN status before each payment cycle, not once a year.
- If you got a short-deduction demand for a payee who has since linked, check whether the dates fit the table, and respond to the notice or ask a tax professional.
- These circulars were issued under the old Act. Whether the rolling two-month relief carries on for payments after 1 April 2026 under section 397(2) is something to confirm with your tax adviser.
If you're an employee: tell HR as soon as you link, so they can use the normal rate from the next payroll.
What can go wrong, and how do you fix it?
| Your situation | What it usually means | What to do |
|---|---|---|
| Linked over 30 days ago, still inoperative | The update didn't reach the PAN database | Call the e-Filing helpdesk or write to your Jurisdictional AO with your link status screenshot. |
| "Payments details not found" when linking | The ₹1,000 hasn't reached the linking system, or was paid under the wrong head | Wait 4–5 working days. Check the challan says Other Receipts (500). Don't pay again. |
| Link request rejected | Name, date of birth or gender don't match | Fix PAN or Aadhaar, then submit again. See linking problems. |
| NRI, but PAN shows inoperative | Tax records list you as a resident | Ask your Jurisdictional AO to update your residential status. See NRIs. |
| Aged 80+ or living in Assam, J&K or Meghalaya, but inoperative | The records may have an old date of birth or address | Contact your Jurisdictional AO with proof, or link voluntarily. |
| TDS cut at 20% even after the PAN became active | The deductor checked your status before it changed | Show the deductor your active status. Ask them to revise their TDS return, or claim the extra TDS in your ITR. |
| Refund stuck after the PAN became active | The refund is released only once the PAN is operative | Check refund status on the e-Filing portal. Refund interest isn't paid for the inoperative period. |
| Bank or broker says your KYC is incomplete | Their check shows PAN not linked with Aadhaar | Link, wait for the PAN to turn active, then ask them to re-verify your KYC. |
| Status shows "deactivated" instead | Usually a duplicate PAN | Linking won't help. Use your other PAN. See status types. |
What NRIs and people abroad should know
- Non-residents and non-citizens (including OCI cardholders) don't have to link PAN with Aadhaar.
- In July 2023 the Income Tax Department reportedly explained why some NRIs' PANs still turned inoperative. It treated you as non-resident only if you had filed a return showing that status in one of the last three years, or had told your AO. Otherwise the PAN was marked inoperative.
- Fix: write to your Jurisdictional AO asking them to update your residential status, with supporting documents (for example passport pages with travel stamps, or an overseas address or visa document). Find your AO with "Know Your AO" on the e-Filing portal.
- While it's inoperative, Indian payers (bank interest, rent, sale of property) may deduct tax at a higher rate. Fix it before a big transaction.
- If you have Aadhaar, you can also choose to link it: pay ₹1,000 and link online from abroad.
Region not right?
Fake "your PAN is blocked" messages
- SMS, WhatsApp or email saying "your PAN is blocked / deactivated, update KYC here" with a link are fake. The Income Tax Department doesn't send links asking for OTPs, card details or bank logins.
- Inoperative status is only shown on incometax.gov.in. Type the address yourself; don't click links.
- The only fee is the ₹1,000 challan paid to the government. Nobody can "unblock" a PAN for a fee by phone.
- Never share an OTP on a call, even if the caller says they're from the tax office or your bank. More on PAN fraud →
Frequently asked questions
How do I know if my PAN is inoperative?
Use Verify PAN Status under Quick Links on incometax.gov.in. Enter your PAN, name, date of birth and mobile, then the OTP. It shows whether the PAN is active or inoperative. It's free.
Is an inoperative PAN the same as a cancelled PAN?
No. An inoperative PAN is still yours and becomes operative again after you link Aadhaar. A cancelled or deactivated PAN usually does not come back.
How long does it take for an inoperative PAN to become active?
Rule 162 says within 30 days of linking Aadhaar. Add 4–5 working days for the ₹1,000 payment to show before you can link.
Can I file my income tax return with an inoperative PAN?
You can usually still log in and file. But any refund is held until the PAN is operative, and no interest is paid on it for the inoperative period.
Will I get my old refund after I link?
The refund is released once the PAN is operative again. You lose the interest for the period it was inoperative.
Can I apply for a new PAN instead of paying ₹1,000?
No. Having two PANs is not allowed and can lead to a ₹10,000 penalty. Fix your existing PAN by linking it.
Can I open a bank account with an inoperative PAN?
Your existing accounts keep working. For a new account, many banks check PAN status online and ask you to link first. Ask the bank what they accept.
Why is TDS on my FD interest 20%?
Often because your PAN was inoperative when the bank deducted. Once the PAN is active, ask the bank to use the normal rate. Claim the extra TDS in your return; the refund is paid once the PAN is operative.
I am an NRI. Why is my PAN inoperative?
Usually the tax records still show you as a resident. Ask your Jurisdictional AO to update your residential status with supporting documents. You don't need to link Aadhaar.
My PAN was made with an Aadhaar Enrolment ID. Is it inoperative?
It can be, if you didn't give your actual Aadhaar number by 31 December 2025. Use Link Aadhaar with your real Aadhaar number. The portal shows whether a fee applies.
Does my PAN number change after reactivation?
No. The number, card and e-PAN stay the same. Only the status changes to active.
Bottom line
An inoperative PAN is a switched-off PAN, not a lost one. Check it free with Verify PAN Status. If you had to link, pay ₹1,000, wait 4–5 working days, link Aadhaar and give it up to 30 days. If you're an NRI or otherwise exempt, ask your Assessing Officer to correct your records instead.
