What changed for PAN applications on 1 April 2026?
The Income-tax Act, 2025 and the Income-tax Rules, 2026 came into force on 1 April 2026. PAN is now covered by section 262 of the new Act (it was section 139A). New forms and some new document rules came with it. PANs issued earlier stay valid; you don't need to reapply. You may also read about PAN 2.0, an announced upgrade of the PAN system. Today's applications still follow the steps below.
| What | Before | From 1 April 2026 |
|---|---|---|
| Application form | Form 49A (Indian), 49AA (foreign) | Form 93 (Indian citizen), 94 (Indian entity), 95 (foreign citizen), 96 (foreign entity). Old forms not accepted after 31 Mar 2026. |
| Aadhaar as date-of-birth proof | Accepted | Not accepted, even for e-KYC. Aadhaar still works as proof of identity and address. |
| Children born on or after 1 Oct 2023 | Any DOB proof | Birth certificate is mandatory |
| Mobile number and email | Optional | Mandatory for all applicants |
| Name | Titles (Shri, Smt) and short forms allowed | No titles. Initials must be written in full. |
| Representative (RA/AR) details | Needed in some cases | Mandatory for minors. Protean says also for all non-individual applicants |
If an agent hands you an old Form 49A in 2026, don't fill it. It will be rejected. Ask for Form 93. Find your form with the Which PAN form tool →

Choose the application type and category
YouPortalOTP / payment
- Choose the application type and category. Pick "New PAN - Form No. 93 (Indian Citizen)" and the category "Individual".
- Enter your basic details. Type your name exactly as on Aadhaar, your date of birth, email and mobile. Tick the reCAPTCHA and submit.
- Note your token number. It appears on screen and comes by email. It lets you come back later and finish the form.
- Fill the full form. Choose whether your father's or mother's name prints on the card, and fill your address and other details.
- Choose how you'll submit documents. Paperless e-KYC and e-Sign uses an Aadhaar OTP. Physical mode means posting papers. Also choose whether you want a printed card.
- Pay the fee. ₹101 for paperless with a card in India, ₹107 for physical documents. Pay by net banking or card, or another option the payment page offers.
- Save the acknowledgement. Download the PDF with your 15-digit acknowledgement number. You'll need it to track your PAN.
How do you apply for a PAN card online on Protean?
Keep ready: Aadhaar, a mobile and email you use, a date-of-birth document (not Aadhaar), and, for physical mode, a recent colour photo.
-
Open the Protean application page
Go to onlineservices.proteantech.in → PAN → Apply Online. Choose New PAN - Form No. 93 (Indian Citizen) and category Individual.
-
Enter name, date of birth, email and mobile
Write your name exactly as on Aadhaar. The name on Aadhaar is what gets printed on the PAN card. Don't add Shri, Smt or Kumari. Mobile is mandatory.
You'll know it worked when a token number appears and arrives by email.
-
Fill the rest of the form
Enter your Aadhaar number, father's name (and mother's name if asked), address, and source of income. Choose which parent's name prints on the card. The portal helps you pick the AO code (your tax office code) from your city.
If your Aadhaar shows initials (like "R. Kumar"): write the full name and keep a document that shows it. Initials are not allowed.
-
Choose how to submit documents
Paperless: e-KYC and e-Sign with an Aadhaar OTP, or upload scans and e-Sign. Nothing is posted. Physical: print the acknowledgement, sign it, paste photos, and post it with document copies.
Even when paperless, expect to upload a date-of-birth proof other than Aadhaar, because Aadhaar no longer counts as DOB proof.
-
Choose card or e-PAN only, then pay
Say whether you want a printed card. Check the fee table, then pay by net banking or a debit or credit card. The payment page may show other options, such as UPI.
-
Sign with Aadhaar OTP, or post your papers
For e-Sign, enter the OTP sent to your Aadhaar-linked mobile. For physical mode, post the signed acknowledgement and documents to Protean's Pune address printed on the acknowledgement, so they reach within 15 days. Write "APPLICATION FOR PAN — N-" and your acknowledgement number on the envelope.
If the papers don't arrive in 15 days, the application isn't processed. Keep the courier receipt.
-
Save the acknowledgement
Download the acknowledgement PDF. It is also emailed to you. Note the 15-digit acknowledgement number.
You'll know it worked when the acknowledgement and payment receipt PDFs reach your email.
How do you apply for a PAN card on UTIITSL?
UTIITSL runs the second official PAN service. Fees are the same as Protean.
Open the UTIITSL new PAN page
Go to pan.utiitsl.com → PAN for Indian Citizen/Entity → Apply.
Fill the form and choose the document mode
Fill Form 93 online. Choose paperless (Aadhaar e-KYC and e-Sign) or physical documents.
Pay and note your application number
Pay online. Save the application or coupon number shown at the end; you'll need it to track.
Send documents if you chose physical mode
Follow the instructions on your acknowledgement. UTIITSL lists offices in Navi Mumbai, Kolkata, Chennai and New Delhi, and has PAN centres around India.
You'll know it worked when Track PAN Card on UTIITSL shows your application.
How do you get a free Instant e-PAN with Aadhaar?
Use this if you are 18 or older, have never had a PAN, and your mobile is linked to Aadhaar. You also need a date-of-birth document in DigiLocker (such as a driving licence or Class 10 certificate). Other details are taken straight from Aadhaar, so check your Aadhaar is correct first.
Open Instant e-PAN
On incometax.gov.in, tap Instant e-PAN → Get New e-PAN.
Tick the declarations and share a DigiLocker document
Tick the eligibility and consent boxes, sign in to DigiLocker with your Aadhaar OTP and PIN, and allow it to share one date-of-birth document.
Enter the OTP and validate details
Back on the portal, enter your Aadhaar and the OTP sent to your Aadhaar-linked mobile. Check the details pulled from Aadhaar, add your father's name, and submit.
Download the e-PAN
You get an acknowledgement number. When the PAN is allotted, download it from Instant e-PAN → Check Status / Download e-PAN.
If the PDF asks for a password, our e-PAN password helper shows the usual format.
You'll know it worked when the status shows your new PAN.
Instant e-PAN has no printed card. You can order one later as a reprint for ₹50. Full Instant e-PAN guide →
Can you apply at a PAN centre instead?
Yes. This suits people who don't have a linked mobile, aren't comfortable online, or want someone to check the form.
Find an official centre
Use the centre lists on Protean (TIN-FC / PAN centres) or UTIITSL (application centres). Many cyber cafés and seva kendras also file on your behalf.
Fill a printed Form 93
Use block letters and black ink. Paste two recent colour photos. Sign or put your thumb impression only in the boxes given.
Hand over copies and get a receipt
Show originals, hand over self-attested copies, and pay. Always collect the acknowledgement with your 15-digit number.
If the centre won't give an acknowledgement or a receipt, don't leave your documents there.
How much does a new PAN card cost?
These are the official fees, including GST, on Protean and UTIITSL. "Paperless" means e-KYC and e-Sign, or scanned documents signed with e-Sign or DSC.
| What you get | Physical documents / at a centre | Paperless online |
|---|---|---|
| Printed card + e-PAN, Indian address | ₹107 | ₹101 |
| Printed card + e-PAN, foreign address | ₹1,017 | ₹1,011 |
| e-PAN only (no card) | ₹72 | ₹66 |
| Instant e-PAN with Aadhaar | — | Free |
Paperless applications signed with e-Sign also carry a ₹5.90 e-Sign charge, listed by the Income Tax Department. Reprint, correction and other charges are on PAN card types and fees.
A shop or agent may charge a service fee for filling the form. That's separate from the official fee. Ask for the official payment receipt, which shows ₹107 or the amount you chose.
How long does it take, and how do you track it?
Neither Protean nor UTIITSL promises a fixed number of days. Paperless applications with correct details are usually the fastest, and the e-PAN usually comes before the printed card. Physical mode adds postage time and the 15-day window for papers. Instant e-PAN is often done the same day.
To track: use your 15-digit acknowledgement number. Status usually shows after a few working days; a Protean article says about 3–5 working days. UTIITSL has a Track PAN Card page. How to check PAN status →
Lost the acknowledgement? Check your email for the PDF from Protean or UTIITSL. Don't apply again "just in case". It can create a second PAN, which is against the law.
Which documents do you need for Form 93?
You need proof of identity, address and date of birth. One document can cover more than one, except that Aadhaar no longer counts for date of birth.
| Proof | Common documents accepted |
|---|---|
| Identity | Aadhaar, passport, driving licence, voter ID, ration card with photo |
| Address | Aadhaar, passport, driving licence, voter ID, recent utility bill or bank statement (not more than 3 months old) |
| Date of birth | Birth certificate, Class 10 certificate or mark sheet, passport, driving licence, voter ID, pension order, marriage certificate, or a magistrate affidavit |
| Born on or after 1 Oct 2023 | Birth certificate only |
| Minor | Child's Aadhaar and photo, plus parent or guardian's identity and address proof |
| Indian citizen abroad (address) | Bank statement from country of residence or NRE account statement, plus passport number |
Why do PAN applications get rejected?
- Name mismatch between the form and Aadhaar, or initials used instead of the full name. Compare the names with our name checker.
- Aadhaar given as date-of-birth proof. It isn't accepted after 1 April 2026.
- Date of birth differs between the form and the DOB proof.
- Papers didn't reach Protean within 15 days in physical mode.
- Photo or signature problems: signature on the wrong photo, face covered, or stapled photos.
- Old Form 49A or 49AA used, or a wrong form (for example, a foreign citizen using Form 93).
- You already have a PAN. The system finds it, often through your Aadhaar.
A rejected application can't be edited. You apply again with correct details. PAN rejected or not received? →
What can go wrong, and how do you fix it?
| Your situation | What it usually means | What to do |
|---|---|---|
| Instant e-PAN says a PAN is already linked to this Aadhaar | You already have a PAN | Don't apply again. Find your existing PAN. |
| Aadhaar OTP not coming | No mobile linked to Aadhaar, or the number has changed | Update the mobile in Aadhaar at an Aadhaar centre, or choose physical documents. |
| e-KYC fails on name or date of birth | Form details differ from Aadhaar | Enter details exactly as on Aadhaar. If Aadhaar itself is wrong, fix the Aadhaar name or date of birth first. |
| Payment deducted but no acknowledgement | The payment didn't confirm with the portal | Resume with your token number to see the status. Don't pay twice in a hurry. Call Protean or UTIITSL with the bank reference. |
| Spotted a mistake after submitting | Forms can't be edited after final submission | Wait for allotment, then file a correction (CR-01). |
| Status says "documents not received" | Posted papers are late or missing | Check the courier tracking. Papers must reach within 15 days of applying. |
| Status shows a discrepancy or rejection | A document or detail didn't match | Read the reason given, then reply or apply again. What to do next. |
| PAN allotted but card not delivered | Postal delay or wrong address | Download the e-PAN meanwhile (free for about a month). |
What NRIs and people abroad should know
- Indian citizens living abroad (NRIs) use Form 93, not Form 95. Give your foreign address and passport number (mandatory for NRIs).
- A printed card posted abroad costs ₹1,017 (₹1,011 paperless). e-PAN only costs ₹72 (₹66 paperless) and arrives by email.
- Address proof can be a bank statement from your country of residence or an NRE account statement.
- Non-residents don't have to give Aadhaar. If you have Aadhaar, the paperless route may work, but you need the OTP on the linked Indian mobile.
- Foreign citizens, including OCI and PIO card holders, use Form 95 with passport and foreign tax ID. NRI and foreigner PAN guide →
Region not right?
Avoid fake PAN sites and "PAN in 1 hour" agents
- The official fee is ₹0 to ₹107 in India. Sites charging ₹500–₹2,000 for "urgent" or "tatkal" PAN are not official. There is no paid express service.
- Only Instant e-PAN can be quick, and it's free. Nobody can buy you a faster printed card.
- Apply only on incometax.gov.in, proteantech.in or utiitsl.com. Check the address bar before paying.
- Never share your Aadhaar OTP on a call or WhatsApp. An e-Sign OTP signs the form in your name.
- Anyone offering a "second PAN" or a PAN with a different date of birth is offering you a crime. PAN fraud guide →
Frequently asked questions
Can I apply for a PAN card without Aadhaar?
Only if you're in an exempt group: non-residents, foreign citizens, people aged 80 or more, and residents of Assam, Jammu & Kashmir and Meghalaya. For other Indian citizens Aadhaar is mandatory, and an Aadhaar enrolment ID is reported to be no longer enough.
Can I have two PAN cards?
No. One person can hold only one PAN, and having two can attract a penalty of ₹10,000. If you have two, surrender the extra one.
How long does it take to get a new PAN card?
No fixed time is promised. Instant e-PAN is often done the same day. A paperless Form 93 is usually faster than physical mode, and the e-PAN comes before the printed card. Track it with your acknowledgement number.
Is an e-PAN enough, or do I need the plastic card?
The Income Tax Department says an e-PAN is a valid form of PAN, and banks generally accept it. If you want a printed card later, order a reprint for ₹50 in India.
Can a minor apply for PAN?
Yes, but not through Instant e-PAN. A parent or guardian applies on Form 93 as the representative. Children born on or after 1 October 2023 need a birth certificate.
Should a married woman write her husband's name?
No. The form asks for your father's name, even after marriage. You can choose whether your father's or mother's name prints on the card.
Is Aadhaar accepted as date-of-birth proof?
Not since 1 April 2026. Aadhaar still works for identity and address. For date of birth, use a birth certificate, Class 10 certificate, passport, driving licence, voter ID or another listed document.
Can I still use Form 49A?
No. Forms 49A and 49AA are not accepted after 31 March 2026. Indian citizens use Form 93 and foreign citizens use Form 95.
Can I change my application after submitting it?
No. Once you finally submit, you can't edit it. If something is wrong, wait for the PAN and file a correction using Form CR-01.
Protean or UTIITSL: which is better?
Both are official and charge the same fees. Pick either. Just remember which one you used, because tracking and e-PAN download happen on that same site.
Can I apply for PAN on my phone?
Yes. Instant e-PAN, Protean and UTIITSL all work in a phone browser. Uploading scans is easier on a computer.
Bottom line
If you're an adult with Aadhaar and a linked mobile, start with the free Instant e-PAN. If you want a printed card, need it for a child, or live abroad, fill Form 93 on Protean or UTIITSL, go paperless if you can, and keep a date-of-birth document other than Aadhaar ready. Pay only the official fee and save your acknowledgement number.
