How Can NRIs and Foreign Citizens Apply for a PAN Card?
An NRI who is still an Indian citizen applies on Form 93 and must give a passport number. An OCI card holder or any other foreign citizen applies on Form 95 with a foreign tax ID. Apply online at Protean or UTIITSL. A card posted abroad costs ₹1,017; e-PAN only by email costs ₹72.

Are you an Indian citizen, and where do you live?
Answer two or three questions. The finder tells you which form to use, or what to do with a PAN you already have. For other cases, such as a child abroad or a correction, try the Which PAN form tool.
| Your situation | What to do |
|---|---|
| Indian citizen living in India | Form 93, normal process |
| Indian citizen abroad, no PAN yet | Form 93 with passport number |
| Indian citizen abroad, already has PAN | Keep it; check residential status |
| Indian citizen abroad, lost PAN | e-PAN download or reprint |
| OCI or PIO card holder | Form 95 with TIN |
| Other foreign citizen | Form 95 with TIN |
| Company or body formed abroad | Form 96 |
Who is an NRI, and who is a foreign citizen, for PAN?
For the PAN form, only one thing matters: which passport you hold. Where you live changes the documents and some rules, but not the form.
| You are | What it means | Form |
|---|---|---|
| NRI (Non-Resident Indian) | An Indian citizen who lives outside India | Form 93 |
| RNOR (Resident but Not Ordinarily Resident) | An Indian citizen who has recently returned and is "resident" for tax but not yet "ordinarily resident" | Form 93 |
| OCI card holder (or old PIO card holder) | A foreign citizen of Indian origin. The OCI card is not Indian citizenship | Form 95 |
| Other foreign citizen | Anyone without Indian citizenship, living in India or abroad | Form 95 |
| Company or other body formed abroad | A foreign entity | Form 96 |
These forms replaced Forms 49A and 49AA on 1 April 2026, under the Income-tax Rules, 2026. The Income Tax Department lists Form 93 as the form "for Individuals (Indian Citizen, NRI & RNOR)". Form 95 is for foreign individuals who need a PAN for transactions in India. All new PAN forms 93–96 explained →
If you gave up Indian citizenship, you are a foreign citizen for a new PAN application. If you already hold a PAN from your Indian days, keep using it. One person can hold only one PAN, and the number stays the same for life.
Why would you need a PAN while living abroad?
Common reasons are buying or selling property in India, investing in mutual funds or shares, opening some bank accounts, and filing an Indian tax return. Without a PAN, tax is usually deducted at a higher rate on payments to you. In certain transactions, a person without a PAN gives a declaration on Form 97 instead (it replaced Form 60).
Which documents do NRIs and foreign citizens need?
You need proof of identity, address and date of birth. One document, such as a passport, can cover all three. This list follows the Income Tax Department's document table (Annex G) and its FAQs on Forms 93 and 95.
NRIs and RNORs (Form 93)
| Proof | What works for an Indian citizen abroad |
|---|---|
| Identity | Indian passport (the passport number is mandatory for NRIs and RNORs) |
| Date of birth | Indian passport |
| Address | Indian passport, or a bank account statement from your country of residence, or your NRE bank account statement in India |
| Photo and signature | Two recent colour photos (3.5 cm × 2.5 cm) if you send paper documents |
Foreign citizens and OCI holders (Form 95)
| Proof | Any one of these |
|---|---|
| Identity | Passport · PIO card · OCI card · other national ID or Taxpayer ID, attested |
| Date of birth | Passport, PIO or OCI card · attested national ID or TIN showing the full date · birth certificate from an Indian municipal authority, Registrar of Births and Deaths or Indian consulate · foreign birth certificate, attested |
| Address | Passport, PIO or OCI card · attested national ID or TIN · bank statement from your country of residence · NRE bank statement in India · certificate of residence in India or residential permit from the State Police · Foreigners Registration Office certificate with an Indian address · visa plus appointment letter or contract from an Indian company and the employer's original certificate of your Indian address |
| Foreign tax ID | TIN is mandatory for non-citizen individuals |
What does "attested" mean here?
Foreign national IDs, Taxpayer IDs and birth certificates must be certified in one of three ways:
- an apostille, if your country signed the 1961 Hague Apostille Convention;
- attestation by the Indian embassy, high commission or consulate in your country;
- attestation by authorised officials of overseas branches of scheduled banks registered in India.
Your passport alone covers identity, date of birth and address on Form 95, and passports don't need an apostille in this list. Using it avoids the attestation step. You still need your TIN.

How much does a PAN cost from abroad, and how do you pay?
The fee depends on where the card is posted, not on your citizenship. All amounts include GST.
| What you get | Paper documents | Paperless online |
|---|---|---|
| Card posted to a foreign address + e-PAN | ₹1,017 | ₹1,011 |
| Card posted to an Indian address + e-PAN | ₹107 | ₹101 |
| e-PAN only, by email (no card) | ₹72 | ₹66 |
The Income Tax Department's PAN page adds an e-Sign charge of ₹5.90 for digital applications. Protean's Form 95 page lists the e-PAN-only fee only for an Indian address. If you are a foreign citizen with a foreign address, the portal shows whether e-PAN only is offered.
Paying from outside India
- If your address is foreign, Protean accepts a credit card, debit card or net banking, or a demand draft payable at Mumbai in favour of "Protean – PAN".
- Card and net banking work only for a listed set of countries. If yours isn't listed, Protean asks you to contact them.
- Write your name and acknowledgement number on the back of a demand draft.
- A demand draft must reach Protean with your signed acknowledgement and documents.
- For card or net banking, the payer must be you or an immediate family member.
If you have an Indian address you trust, such as a parent's home, a card posted there costs ₹107 instead of ₹1,017. Many people abroad skip the card and use e-PAN only, which is a valid PAN.
Do NRIs need Aadhaar for a PAN?
No. The official FAQ says Aadhaar is mandatory "for all except cases under exempted category". Under the PAN–Aadhaar rules, non-residents and people who are not Indian citizens are in the exempted groups. So an NRI or foreign citizen can apply without Aadhaar.
If you do have an Aadhaar, you may give it. It counts as proof of identity and address, but not of date of birth. Indian citizens abroad can also get Aadhaar on a visit to India; see Aadhaar for NRIs and OCI holders.
Can you apply paperless without an Indian mobile number?
It depends on the mode. Protean offers three paperless options:
| Mode | What it needs | Good for people abroad? |
|---|---|---|
| e-KYC and e-Sign | Aadhaar, with OTP sent to the mobile linked to it | Only if you have Aadhaar and can still receive OTPs on its mobile number |
| e-Sign with scanned documents | e-Sign, which in practice also uses an Aadhaar OTP | Same limit as above |
| DSC with scanned documents | A digital signature certificate (DSC) valid in India | Works without Aadhaar, if you have a DSC |
| Paper documents by courier | Printed, signed acknowledgement with photos and copies | Always available; no Indian mobile needed |
Protean's Form 95 page lists only DSC with scanned documents as the paperless choice for foreign citizens. Without Aadhaar or a DSC, plan on the courier route. The portal shows which modes fit your form, so check there before you start.
Instant e-PAN needs a valid Aadhaar with a linked mobile number, so foreign citizens can't use it. How Instant e-PAN works →
How do you apply for a PAN from abroad?
These steps follow Protean's process. UTIITSL works in a similar way; check its fee screen before you pay. Keep your passport, address proof and (for Form 95) TIN ready.
- Open Protean or UTIITSL and pick Form 93 (Indian citizen) or Form 95 (foreign citizen)
- Fill your details, passport number, foreign address and mobile with country code
- Are your documents ready (and attested, if foreign IDs)? No: get an apostille or Indian mission attestation first (documents)
- Pay ₹1,017 for a card abroad or ₹72 for e-PAN only; save the 15-digit acknowledgement number
- Sign with DSC or e-Sign, or courier the signed papers so they reach Pune within 15 days
- PAN allotted: e-PAN by email, card by post if chosen
-
Choose the right form
On Protean, go to onlineservices.proteantech.in → PAN → Apply Online. On UTIITSL, go to pan.utiitsl.com. Pick the new-PAN form for an Indian citizen (Form 93) or a non-citizen (Form 95). Enter your name, email and mobile.
You'll know it worked when a token number appears on screen. Note it down: it lets you save and finish later.
-
Fill the form exactly as on your passport
Use the name and date of birth printed on your passport. Give your foreign address as the communication address if you want the card posted abroad. NRIs and RNORs must enter a passport number; Form 95 applicants must enter their TIN. Enter your mobile number with its country code.
The portal helps you pick an AO code (the code of your tax office). Non-residents may come under international taxation offices. If you are unsure which code to choose, ask Protean or UTIITSL before you submit.
If the portal shows a format error: correct the field it names and submit again.
-
Prepare your documents
Match the document table. Make sure the name is the same on the form, ID proof and address proof. Get any foreign national ID, TIN document or birth certificate apostilled or attested before you send it.
If your bank statement shows a short or different name: use your passport as address proof instead, if it carries your current address.
-
Choose card or e-PAN only, then pay
Check the fee table. Pay by card or net banking if your country is listed, or by demand draft payable at Mumbai.
You'll know it worked when you get an acknowledgement showing a 15-digit acknowledgement number. Save or print it.
If the payment fails: don't start a new application. Check whether the amount was debited, then use your token number to return and try another card or the demand draft option.
-
Sign digitally, or courier the papers
If you signed with a DSC or e-Sign, nothing needs to be posted. Otherwise print the acknowledgement and paste two recent colour photos. Sign across the left photo so the signature touches both photo and form. Keep the right photo clean.
Send it with your document copies (and any demand draft) to: Income Tax PAN Services Unit, Protean eGov Technologies Ltd, 4th Floor, Sapphire Chambers, Baner Road, Baner, Pune 411045. Write "APPLICATION FOR PAN – N-[15-digit acknowledgement number]" on the envelope. Protean's pages show more than one Pune address, so if your acknowledgement prints a different one, use that.
Papers must reach Protean within 15 days of the online application. Use a tracked international courier and send early.
-
Track your application
Track with the 15-digit acknowledgement number on Protean, or the coupon number on UTIITSL. You can also call Protean on 020-27218080 (dial +91 20 2721 8080 from abroad). Check PAN application status →
How do you receive the PAN card or e-PAN abroad?
Once the PAN is allotted, you get an e-PAN by email. An e-PAN is a digitally signed electronic PAN. It is valid on its own, so you can use it straight away for banks, brokers or property deals.
If you paid for a card to a foreign address, it is sent by post to the address you gave. International post can take a while, and we can't give you a firm delivery time. If you chose e-PAN only, no card comes; you can order one later as a reprint.
Save the e-PAN PDF in two places, such as your email and a cloud folder. You can download it again later for free for a short period, and for ₹8.26 after that. Download e-PAN → The PDF opens with your date of birth; our e-PAN password helper shows the format (day first, not US style).
Do NRIs need to link PAN with Aadhaar, and why do some NRI PANs show "inoperative"?
Non-residents and non-citizens are exempt from PAN–Aadhaar linking. Residents of Assam, Jammu and Kashmir and Meghalaya, and people aged 80 or more, are also exempt.
"Every NRI must link PAN with Aadhaar, or the PAN stops working." Non-residents are exempt from linking. The department clarified this in July 2023, as reported. Many NRI PANs shown as inoperative had an outdated residential status in the tax records, not a missing link.
Why it happens
In July 2023, the Income Tax Department explained the problem, as reported by news outlets. It decided residential status from two things. Did you file an income tax return in any of the last three assessment years? Or did you tell your Jurisdictional Assessing Officer (JAO) your status? NRIs who had done neither were treated as residents. Their unlinked PANs were made inoperative.
The same applied to OCI holders and foreign citizens who applied as residents and never updated their status. The department also said you can still file a tax return with an inoperative PAN.
An inoperative PAN means no tax refund, no interest on refunds for that period, and higher TDS or TCS. Inoperative PAN: effects and reactivation →
- Check your PAN status on the e-Filing portal
- Find your Jurisdictional Assessing Officer (JAO)
- Do you have proof that you are a non-resident? No: collect passport pages with travel stamps, visa or residence permit first
- Ask the JAO to update your residential status, with the proof
- Status updated in the PAN database
-
Check whether your PAN is inoperative
Use the "Verify Your PAN" or "Link Aadhaar Status" service on incometax.gov.in. Our guide shows how to verify a PAN online. A bank or broker may also tell you, for example when TDS goes up.
You'll know it worked when the portal shows your PAN as active, or tells you it is inoperative.
-
Find your Jurisdictional Assessing Officer
Your JAO (also called AO) is the tax officer linked to your PAN. The e-Filing portal has a "Know Your AO" service. Find your AO code and jurisdiction →
-
Ask the JAO to update your residential status
Write to the JAO with your PAN and documents that show you live abroad. Useful examples are passport pages with travel stamps, a visa or residence permit, and an overseas tax residency certificate. We haven't seen an official list, so give what clearly shows your stay outside India.
If you get no reply: follow up in writing, and keep copies. A CA (chartered accountant) can also take this up for you.
Filing your Indian income tax return as a non-resident, when you have income in India, also puts your status on record. If you move back to India and become resident, linking will likely apply to you again. Link PAN with Aadhaar →
How do you update your address or details on PAN after moving abroad?
Changes to your PAN data, such as a new foreign address, name or photo, go through Form CR-01 on Protean or UTIITSL. A card posted to a foreign address costs more than one posted in India; the portal shows the fee before you pay. Give proof of the new address from the document table. How PAN correction works →
Residential status is different. The department's 2023 clarification, as reported, asks people to tell their JAO, as shown above.
What if you lose your PAN card while abroad?
Your PAN number doesn't change. Don't apply for a new PAN; holding two PANs is not allowed. Instead:
- Download the e-PAN from Protean or UTIITSL to your email. Download e-PAN →
- Order a reprint of the card. It costs ₹959 to a foreign address and ₹50 in India. Reprint a lost PAN →
- Forgot the number? Look in old tax returns, bank or broker statements, or use the e-Filing services. Find your PAN number →
What can go wrong, and how do you fix it?
| Your situation | What it usually means | What to do |
|---|---|---|
| Card payment declined from abroad | Your country may not be on Protean's list for card or net banking | Pay by demand draft payable at Mumbai, or contact Protean. Resume with your token number. |
| Foreign ID or birth certificate not accepted | It wasn't apostilled or attested by an Indian mission | Get it attested, or use your passport, which covers identity, birth date and address. |
| Status says documents not received | The courier is late, or the papers reached after 15 days | Check the courier tracking. Call Protean with your acknowledgement number. |
| e-KYC or e-Sign fails | You have no Aadhaar, or can't get OTPs on its linked Indian mobile | Use DSC with scanned documents, or the paper route by courier. |
| OCI holder applied on Form 93 | Wrong form: OCI holders are foreign citizens | Contact Protean or UTIITSL quickly. A fresh application on Form 95 may be needed. |
| NRI's PAN shows inoperative | Tax records still show you as a resident | Ask your JAO to update your residential status, with proof. See how. |
| Card sent abroad hasn't arrived | International post is slow, or the address was incomplete | Use the e-PAN meanwhile. If it never arrives, contact Protean or UTIITSL, or order a reprint (₹959 abroad). |
| Name on bank statement differs from passport | Name must match on form, ID and address proof | Fill the form as on your passport and use the passport as address proof if possible. |
| You already had a PAN before moving abroad | You don't need a new one | Keep the old PAN. If you got a second one by mistake, surrender the duplicate. |
Quick checklist from abroad
- From abroad you can do everything online: apply, pay, track, download e-PAN, correct details and order a reprint.
- You usually don't need to visit India. Paper documents go by courier to Protean in Pune.
- OTPs: Aadhaar OTPs go only to the Indian mobile linked to Aadhaar. Without it, use DSC or the paper route.
- Calling from abroad: Protean 020-27218080, UTIITSL 033-40802999. Toll-free numbers may not work from outside India.

Scams that target people abroad
- The official fee is at most ₹1,017 for a card posted abroad. "NRI PAN agents" charging large fees in dollars or pounds are adding a service fee, and some are not genuine.
- Apply only on proteantech.in or utiitsl.com. Check the address bar before you pay.
- Treat any call, email or message saying "your PAN is blocked, pay now" as a red flag. Check your PAN status yourself on incometax.gov.in.
- Treat any call or message asking for an OTP as a red flag. Never share an Aadhaar or e-Sign OTP.
- Don't send passport scans to strangers on WhatsApp. If you must share a copy, write the purpose and date across it.
- Lost money to an Indian scam site? Report it at cybercrime.gov.in, or call 1930 if you have an Indian phone line. PAN fraud guide →
Frequently asked questions
Which PAN form should an NRI use?
An NRI who is an Indian citizen uses Form 93, the same form as resident Indians. The passport number is mandatory for NRIs and RNORs.
Which form does an OCI card holder use?
An OCI card holder is a foreign citizen, so they use Form 95. The OCI card can serve as proof of identity, date of birth and address. A TIN from their country is mandatory.
Is Aadhaar mandatory for an NRI PAN application?
No. Aadhaar is mandatory except for exempted groups, and non-residents and non-citizens are exempt. If you have an Aadhaar, you may still use it as proof of identity and address.
What address proof can an NRI give?
An Indian passport, a bank account statement from your country of residence, or your NRE bank account statement in India.
How much does a PAN card cost if it is sent abroad?
₹1,017 including GST, or ₹1,011 if you apply paperless. e-PAN only, sent by email, costs ₹72, or ₹66 paperless.
Can I apply for PAN from abroad without an Indian mobile number?
Yes. Give your foreign mobile number with its country code. Aadhaar OTP options won't work without access to the Aadhaar-linked mobile, so use DSC with scanned documents, or courier paper documents to Protean.
Do my foreign documents need an apostille?
A foreign national ID, Taxpayer ID or birth certificate must be apostilled. Or it can be attested by an Indian embassy, high commission, consulate or an overseas branch of an Indian scheduled bank. Using your passport as proof avoids this.
Do NRIs have to link PAN with Aadhaar?
No. Non-residents are exempt from linking. But if the tax department still records you as a resident, your PAN can show as inoperative. Ask your Jurisdictional Assessing Officer to update your residential status with proof.
Can I file my income tax return if my PAN is inoperative?
Yes. The Income Tax Department said in July 2023, as reported, that you may file a return even if your PAN is inoperative. While it is inoperative, refunds are not issued and no refund interest is paid for that period.
Do NRIs have to surrender their PAN when they move abroad?
We found no official rule requiring this. The official forms expect NRIs to hold a PAN and give their passport number. Keep your PAN and update your residential status.
I gave up Indian citizenship. Do I need a new PAN?
No. One person can hold only one PAN, and the number doesn't change. Keep using your old PAN, update your details with Form CR-01 if needed, and tell your JAO about your status.
How do I get my PAN card if I lose it abroad?
Download the e-PAN to your email, or order a reprint. A reprint posted to a foreign address costs ₹959. Don't apply for a new PAN.
Bottom line
Your passport decides the form: Indian citizens abroad use Form 93, and OCI holders and other foreign citizens use Form 95 with a TIN. You don't need Aadhaar. Pay at most ₹1,017, or ₹72 for e-PAN only. If an existing PAN shows inoperative, get your residential status updated by your JAO. For help, call Protean on 020-27218080 or UTIITSL on 033-40802999.
