Ladakh became a Union Territory on 31 October 2019 when Jammu and Kashmir was reorganised. Unlike most states and UTs in India, Ladakh does not yet have a dedicated eDistrict portal for income certificates in 2026. The domicile.ladakh.gov.in portal launched in December 2025 is specifically for domicile certificates only - it does not handle income certificates. Income certificates in Ladakh are issued by the Revenue Department through the Tehsildar or Sub-Divisional Magistrate (SDM) by visiting the Tehsil office in person and submitting a downloaded application form with required documents. Ladakh has two districts: Leh and Kargil. The income certificate is an important document for Ladakh residents especially because the UT has specific reservation categories including 80% for Scheduled Tribes (ST), 4% for Areas Adjoining Line of Control (ALC), and 10% for Economically Weaker Sections (EWS) - notified through the Ladakh Reservation (Amendment) Regulation 2025.

However, it is specifically and exclusively for Domicile Certificates under the Ladakh Grant of Domicile Certificate (Procedure) Rules 2025. Income certificates are not processed through this portal. For income certificates, visit the Tehsil office or SDM office of your district.

Ladakh's Reservation Structure - Why Income Certificate Matters

Ladakh has one of the most unique reservation structures in India, notified through the Ladakh Reservation (Amendment) Regulation 2025 and Ladakh Reservation Rules 2025:

Category Reservation %
Scheduled Tribes (ST) 80%
Areas Adjoining Line of Control (ALC) 4%
Scheduled Castes (SC) 1%
Economically Weaker Sections (EWS) 10%
Unreserved 5%
