The EWS Certificate in Manipur is issued by the Revenue Department, Government of Manipur, through the Deputy Collector, Additional Deputy Commissioner (ADC), or Sub-Divisional Officer (SDO) of the applicant's district or sub-division. The DoPT guidelines specify that the issuing authority must not be below the rank of SDO or Sub-Divisional Magistrate, and Manipur's Revenue Department follows this requirement.

With this certificate, eligible general category residents of Manipur can claim 10% reservation in central and state government jobs, MPSC (Manipur Public Service Commission) exams, IITs, NITs, central universities, NEET All India Quota seats, and various state government schemes.

Applications are submitted through the e-Seba Manipur portal at esebamanipur.mn.gov.in/ for the income certificate component, through Common Service Centres (CSCs) across all 16 districts, or directly at the Deputy Collectorate Office. Certificates issued through the portal are free of charge.

Important Note on EWS Application Process in Manipur

The e-Seba Manipur portal (esebamanipur.mn.gov.in/) currently lists services including Income Certificate, Domicile Certificate, PRC, OBC Certificate, and SC Certificate. A separate dedicated EWS certificate service may not appear as a standalone option on the portal. In Manipur, the EWS Income and Asset Certificate is obtained by:

  • First obtaining an Income Certificate through the e-Seba Manipur portal or DC office confirming family income below Rs. 8 lakh, and then
  • Submitting the EWS application directly at the Deputy Collectorate Office with the income certificate and all supporting documents for the DC or ADC or SDO to issue the full EWS Income and Asset Certificate in the DoPT-prescribed Annexure-I format

If you find the EWS certificate listed as a direct service on the portal when you log in, apply directly. If not, follow the above two-step process. Always check the current service list on esebamanipur.mn.gov.in after logging in, as new services are added periodically.

Eligibility Criteria

To be eligible for an EWS certificate in Manipur, all of the following conditions must be satisfied:

  • You must be a permanent resident of Manipur and belong to the general (unreserved) category. You must not belong to SC, ST, or OBC categories
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, wages, agriculture, business, profession, and any other source
  • Your family must not own 5 acres of agricultural land or more

  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality

All four asset conditions must be satisfied alongside the income condition. Income is always calculated on a gross basis for the financial year prior to the year of application. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years.
