The EWS certificate in Andhra Pradesh is officially called the Income and Asset Certificate for Economically Weaker Sections. It is issued by the Revenue Department through the Tahsildar (also called MRO or Mandal Revenue Officer) to general category residents of Andhra Pradesh who meet the income and asset limits prescribed by the Government of India.

With this certificate, eligible residents can claim 10% reservation in central and state government jobs, IITs, NITs, central universities, NEET All India Quota seats, APPSC (Andhra Pradesh Public Service Commission) exams, and state government welfare schemes.

Andhra Pradesh offers three distinct channels to apply for the EWS certificate: through the AP MeeSeva portal at ap.meeseva.gov.in, through the Grama or Ward Sachivalayam (Swarna Gramam Swarna Wardu) network by visiting your nearest Sachivalayam office, and through the WhatsApp Governance service (Mana Mitra) using the government's WhatsApp number. You can also apply offline directly at the Mandal Revenue Office (MRO).

Eligibility Criteria

To be eligible for an EWS certificate in Andhra Pradesh, all of the following conditions must be satisfied:

  • You must be a permanent resident of Andhra Pradesh and belong to the general (unreserved) category. You must not belong to SC, ST, BC (Backward Class), or OBC categories
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, agriculture, business, profession, rent, and any other source
  • Your family must not own 5 acres of agricultural land or more
  • Your family must not own a residential flat of 1,000 sq ft or more
  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality
  • Your family must not own a residential plot of 200 sq yards or more outside notified municipalities

All four asset conditions must be satisfied alongside the income condition. Income is always calculated on a gross basis. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years. Income and assets of all these members are counted together.

Documents Required

Keep the following documents ready before applying through any of the three channels:

  • Aadhaar Card of the applicant. Your Aadhaar must be e-KYC verified for Sachivalayam and WhatsApp-based applications
  • Ration Card (Rice Card) showing family members and AP address
  • EPIC card (Voter ID) as identity and residence proof
  • Income proof: Salary slips and IT Returns for salaried persons; IT Returns for business applicants; self-declaration of income for agricultural workers
  • Adangal and ROR 1-B (Record of Rights): Andhra Pradesh's primary land records maintained through the Meebhoomi system. The Adangal shows land usage and the 1-B shows legal ownership. These are required to verify that your family's agricultural land is below 5 acres. Download both from the Meebhoomi portal at meebhoomi.ap.gov.in. If your family owns no agricultural land, submit a self-declaration
  • Property documents: Property tax receipt or sale deed showing area of any residential property owned by family members. If no property is owned, a self-declaration is submitted
  • Affidavit: A self-declaration stating total family income from all sources is below Rs. 8 lakh and that asset limits are not exceeded
  • Passport-size photograph of the applicant in JPG, JPEG, or PNG format
  • PAN Card of the applicant and earning family members

For WhatsApp-based applications, each document must be uploaded as a separate PDF. The photograph must be in JPG, JPEG, or PNG format. Do not combine multiple documents into one PDF file.

  9. Submit the application. A Transaction ID is generated. Save this ID for tracking and downloading the certificate
  10. The application is forwarded to the Village Revenue Officer (VRO) for initial verification, then to the Tahsildar (MRO) for final approval
  11. Once approved, log in to ap.meeseva.gov.in, click Preview MeeSeva Certificate, enter your Application ID and Transaction ID, and download the certificate in PDF format

Method 2: Apply Through Grama Sachivalayam or Ward Sachivalayam

The Andhra Pradesh government operates over 15,000 Grama Sachivalayam offices in rural areas and Ward Sachivalayam offices in urban areas under the Swarna Gramam Swarna Wardu (SGSW) programme. Each Sachivalayam has a Digital Assistant (Panchayat Secretary Grade VI) who submits applications on behalf of citizens using the Common Service Provider (CSP) portal.

  1. Visit your nearest Grama Sachivalayam (if you live in a village or rural area) or Ward Sachivalayam (if you live in a town or urban ward). Every village and ward in Andhra Pradesh has its own Sachivalayam office
  2. Tell the Digital Assistant you need an EWS Income and Asset Certificate
  3. The Digital Assistant opens the EWS application form on the Common Service Provider portal
  4. Provide your Aadhaar number for e-KYC verification. An OTP is sent to your Aadhaar-linked mobile. Provide the OTP to the Digital Assistant for verification
  5. The Digital Assistant fills in the application form with your family income details, asset details, and other required information based on the documents you carry
  6. Documents are uploaded as separate PDFs. The photograph is uploaded in JPG, JPEG, or PNG format
  7. Payment is processed through the integrated payment gateway at the Sachivalayam. Pay the applicable fee
  8. After submission, a Service Request Number is generated. Collect the printed receipt from the Digital Assistant with this number
  9. The application follows the standard revenue approval workflow: Digital Assistant submits to VRO (Village Revenue Officer) login, VRO verifies and forwards to RI (Revenue Inspector), then to Tahsildar (MRO) for final approval
  10. You receive real-time SMS updates on your registered mobile at each stage of processing
  11. Once approved, go to vswsonline.ap.gov.in, enter your Aadhaar number in the certificate download section, and download the approved certificate without needing to log in

Method 3: Apply Through WhatsApp (Mana Mitra)

Andhra Pradesh is one of the few states in India that offers government certificate applications directly through WhatsApp. The service is called Mana Mitra and runs through the official AP government WhatsApp number.

  1. Save the number 95523 00009 to your phone contacts
  2. Open WhatsApp and send a message saying Hi to this number
  3. A welcome message from Mana Mitra appears. Type EN for English or TE for Telugu. All further messages will be in your selected language
  4. Select Choose Service from the menu options
  5. Select the Revenue services category and then select EWS Certificate
  6. The system asks you to upload the required documents as separate PDFs. Upload the EWS application form, Aadhaar card, income proof (IT Returns or salary slips), and the affidavit each as a separate PDF file. Upload the photograph in JPG, JPEG, or PNG format
  7. Complete the payment through the WhatsApp payment link provided in the chat
  8. After successful submission, the application moves to the Village Revenue Officer's login, then to the Tahsildar (MRO) for approval
  9. Once the MRO approves the application, the certificate is delivered directly to your WhatsApp without you needing to log in anywhere. A receipt is also sent on WhatsApp for status tracking
  10. To request another service after receiving this certificate, send Hi again to start a fresh session

Method 4: Apply Offline at the Mandal Revenue Office (MRO)

  1. Visit your nearest Mandal Revenue Office (MRO), also called the Tahsildar's office, in your mandal headquarters
  2. Obtain the EWS Income and Asset Certificate application form from the counter. The form is also available for download on the AP MeeSeva portal
  3. Fill in all details including your name, address, income from all sources separately, and land or property details of all family members
  4. Affix your passport-size photograph on the form
  5. Attach self-attested photocopies of Aadhaar card, ration card, income proof, Adangal and ROR 1-B for land (if applicable), property documents (if applicable), and the signed affidavit
  6. Submit the completed form at the receiving counter. Provide your mobile number on the form to receive SMS alerts
  7. A reference number is issued. Collect it and keep it safe
  8. The MRO assigns the application to the VRO for field verification. The VRO verifies address, income sources, and land records through the Webland system and submits a report
  9. The Tahsildar (MRO) reviews the VRO's report, verifies documents, and issues the certificate. You are notified by SMS when the certificate is ready
  10. Collect the signed certificate from the MRO office on the notified date

Verification Process in Andhra Pradesh

Regardless of which application method you use, the certificate goes through this standard verification workflow:

  • The Village Revenue Officer (VRO) receives the application first and verifies the address, land records through the Webland system, and income sources. The VRO submits a verification report
  • The Revenue Inspector (RI) may also conduct a field inquiry in some cases
  • The Tahsildar (Mandal Revenue Officer) is the final authority who reviews all verification reports and digitally approves the certificate
  • If verification is satisfactory, the Tahsildar approves the application and the certificate is issued digitally

Application Fee

The application fee for the EWS certificate through the AP MeeSeva portal is Rs. 35. This fee is payable online during submission. For Sachivalayam-based applications, the fee is collected through the Sachivalayam's payment gateway. For WhatsApp-based applications, the fee is paid through the payment link sent in the WhatsApp chat. For offline MRO applications, the fee is paid at the counter. The fee may be Rs. 35 to Rs. 50 depending on the mode used.

Processing Time

The GSWS system has established Service Level Agreements (SLAs) for revenue certificates. The EWS certificate is typically issued within 7 to 15 working days of application submission. Applications submitted through the Sachivalayam network with complete documents and prompt VRO verification are processed faster. If your application status shows pending for more than 15 days, visit your Mandal Revenue Office with your Service Request Number or Transaction ID to follow up directly with the Tahsildar.

Validity of the EWS Certificate in AP

The EWS certificate is valid for one financial year (April 1 to March 31). It must be renewed every year by applying fresh with updated income documents for the previous financial year. For NEET counselling in June or July, apply for a fresh certificate after April 1 of that year. For APPSC exams, always check the specific notification to confirm the validity requirement.

Adangal is the village-level land usage record in Andhra Pradesh showing land type, crops grown, and the current possession of land. ROR 1-B (Record of Rights) is the legal ownership document showing whose name a land parcel is registered under. Both are maintained through the AP government's Meebhoomi digital system. For the EWS application, these documents are used to verify that your family's agricultural land is below the 5-acre limit. Download both free of cost from meebhoomi.ap.gov.in. If your family owns no agricultural land, submit a self-declaration instead.

Yes. Andhra Pradesh offers government certificate applications through WhatsApp via the Mana Mitra service at 95523 00009. Send Hi to start. After selecting the EWS certificate service, upload each required document as a separate PDF and the photo in JPG format. Complete payment through the link sent in the chat. Once the Tahsildar approves the application, the certificate is delivered directly to your WhatsApp.

The application fee through the AP MeeSeva portal is Rs. 35. For Sachivalayam-based applications and WhatsApp-based applications, the fee is collected through the respective payment gateway. The total fee including service charges ranges from Rs. 35 to Rs. 50 depending on the mode used.

Grama Sachivalayam is an Andhra Pradesh government initiative under the Swarna Gramam Swarna Wardu programme where every village and urban ward has a dedicated Secretariat office with trained government staff. The Digital Assistant (Panchayat Secretary Grade VI) at each Sachivalayam is specifically trained to submit service applications on behalf of citizens using the CSP portal. This system eliminates the need to travel to the Mandal or district headquarters for routine certificate applications.

The Tahsildar, also called the Mandal Revenue Officer (MRO), is the issuing authority for the EWS certificate in Andhra Pradesh. The application is first verified by the Village Revenue Officer (VRO) who checks address, land records, and income sources. After the VRO's verification report, the Tahsildar (MRO) issues the final digitally signed certificate.

Under the GSWS Service Level Agreement, the certificate is typically issued within 7 to 15 working days. Applications with complete documents and prompt VRO field verification are processed in 7 to 10 working days. If your application is pending for more than 15 days, visit the Mandal Revenue Office with your Service Request Number or Transaction ID to follow up with the Tahsildar directly.

No. EWS certification is exclusively for citizens from the general (unreserved) category. BC (Backward Class) and OBC citizens in Andhra Pradesh are covered under their own reservation categories and are not eligible for EWS benefits. If you belong to a BC community in the AP state list, you should apply for the relevant BC certificate instead.

Yes. The EWS certificate issued by the Tahsildar in Andhra Pradesh in the DoPT-prescribed format is accepted for NEET All India Quota counselling and APPSC exams. For NEET counselling in June or July, apply for a fresh certificate after April 1 of that year as the certificate is valid only for the current financial year. Always check the specific APPSC notification for any format or validity requirements.

If your application has been pending at VRO level for more than 7 working days, visit your Mandal Revenue Office with your Service Request Number or Transaction ID. Speak directly with the Tahsildar's office and ask them to follow up with the VRO for expediting the field verification report. You can also raise a grievance through the Spandana portal at spandana.ap.gov.in which is the official public grievance system of Andhra Pradesh.

Yes. Certificates applied through the Sachivalayam or WhatsApp channel can be downloaded directly from vswsonline.ap.gov.in without creating an account or logging in. Go to the portal, find the AP Seva Certificate section, enter your Aadhaar number, and the approved certificate is displayed for download. However, if the certificate was applied through MeeSeva, it can only be downloaded through ap.meeseva.gov.in using your Transaction ID.
