The EWS Certificate in Jharkhand is officially called the Income and Asset Certificate for Economically Weaker Sections. It is issued by the Sub-Divisional Officer (SDO) or Deputy Commissioner (DC) under the Department of Personnel, Administrative Reforms and Raj Bhasha, Government of Jharkhand. The issuing authority at the SDO or DC level makes Jharkhand one of the states where the certificate comes from a higher administrative authority than the typical Tehsildar in other states.

With this certificate, eligible general category residents of Jharkhand can claim 10% reservation in central and state government jobs, IITs, NITs, central universities, NEET All India Quota seats, JPSC (Jharkhand Public Service Commission) exams, JSSC (Jharkhand Staff Selection Commission) recruitments, and various state government welfare schemes.

Applications are submitted through the JharSewa portal at jharsewa.jharkhand.gov.in, through Pragya Kendras (Jharkhand's CSC network), through Jan Suvidha Kendras, or offline at the nearest SDO or DC office. Citizens who apply online through the portal or through Jan Suvidha Kendra receive the service free of charge. Pragya Kendra service charge is Rs. 10.

Eligibility Criteria

To be eligible for an EWS certificate in Jharkhand, all of the following conditions must be satisfied:

  • You must be a permanent resident of Jharkhand and belong to the general (unreserved) category. You must not belong to SC, ST, OBC (Other Backward Classes), or EBC (Extremely Backward Classes) categories
  • Your family's gross annual income from all sources must be below Rs. 8 lakh for the financial year preceding the year of application. Income includes salary, wages, agriculture, business, profession, rent, and any other source
  • Your family must not own 5 acres of agricultural land or more
  • Your family must not own a residential flat of 1,000 sq ft or more
  • Your family must not own a residential plot of 100 sq yards or more in a notified municipality
  • Your family must not own a residential plot of 200 sq yards or more outside notified municipalities

All four asset conditions must be satisfied alongside the income condition. Income is always calculated on a gross basis. "Family" includes the applicant, parents, spouse, children below 18 years, and unmarried siblings below 18 years.

Issuing Authority in Jharkhand

In Jharkhand, the EWS Income and Asset Certificate is issued by the Sub-Divisional Officer (SDO) or the Deputy Commissioner (DC). The JharSewa portal service is officially listed as "Income and Asset Certificate for EWS by SDO and DC." This is different from many other states where the Tehsildar issues the certificate. The SDO is the sub-divisional level officer who heads the Sub-Division. The DC is the District Collector who heads the entire district.

For most applicants, the SDO is the relevant issuing authority. The DC may issue the certificate for specific purposes where a higher authority certificate is required by the recruiting or admitting body. Always check the specific exam or job notification to confirm which level is required.

Documents Required

Keep the following documents ready before applying. All documents must be in PDF or JPEG format for online upload:

  • Aadhaar Card of the applicant
  • PAN Card of the applicant and earning family members

For EWS application, it establishes that the family's agricultural land is below the 5-acre limit. Download your Khatiyan from the Jharbhoomi portal at jharbhoomi.jharkhand.gov.in. If your family owns no agricultural land, submit a self-declaration
  • Property documents showing area of any residential property owned by family members. If no property is owned, include this in the self-declaration
