Mizoram has a Ration Card system built around its unique traditional governance structure. Every ration card application in the state requires a recommendation letter from the concerned Village Council or Local Council - without this, your application will not be processed. Once approved, the card is also delivered back to you through the Village Council or Local Council. Another critical rule: if you move to a new location within Mizoram, your PHH or AAY card is NOT transferable - you will be issued an APL card at the new location instead. Mizoram also has a fourth card type - the Annapurna Ration Card for citizens aged 65 and above who are not receiving the National Old Age Pension and have no means of sustenance - giving them 10 kg of free food grains per month. The application fee is just Rs. 10 per ration card. All services are managed by the Department of Food, Civil Supplies and Consumer Affairs, Government of Mizoram at fcsca.mizoram.gov.in.

  • Without this recommendation, the application will not be processed
  • To prevent duplication, a unique number is checked and allotted to each card in the system
  • The approved ration card is delivered to the applicant through the Village Council or Local Council - not directly by post or office counter

Migration Rule - Critical Before You Move

This rule is unique to Mizoram and confirmed from the official ration card page at fcsca.mizoram.gov.in:

  • If you move to a new location within Mizoram: Your PHH or AAY card is NOT transferable. When you move, you must apply for deletion at your original DCSO and obtain a Migration Certificate. At the new location, you will be issued an APL (Non-NFSA white) card instead of your PHH or AAY card.
  • Process for migration addition: Apply to the DCSO of the original place for deletion first. After deletion, obtain a Migration Certificate from the original DCSO. Then apply to the new DCSO with the Migration Certificate, endorsed by the Village Council of the new location.
  • APL card issued in lieu: At the new place, you receive an APL ration card regardless of whether you held PHH or AAY at the original location.

Annapurna Scheme - For Senior Citizens

The Annapurna scheme in Mizoram is for senior citizens aged 65 and above who are eligible for the National Old Age Pension Scheme (NOAPS) but are not receiving the pension, and have no other means of dignified sustenance. Confirmed from the official fcsca.mizoram.gov.in/page/annapurna page:

  • Eligible senior citizen must be 65 years or above
  • Must be eligible for NOAPS pension but NOT receiving it
  • Must have no other means of dignified sustenance
  • Entitlement: 10 kg of free food grains per person per month
  • Application process: Same as Non-NFSA ration card application - submit to DCSO with Village Council recommendation
  • The scheme was originally launched by the Ministry of Rural Development in 2000-01 and transferred to State Plan from 2002-03

How to Add or Remove a Family Member

All member changes are processed offline through the DCSO office with Village Council endorsement:

  • Adding a newborn: Apply to the concerned DCSO with a birth certificate. Village Council endorsement is required.
  • Adding a member due to marriage: Apply to the DCSO with marriage certificate and Village Council recommendation.
  • Removing a deceased member: It is the citizen's duty to report deaths of enrolled beneficiaries to the DCSO for deletion. Submit the death certificate.
  • Member migrating permanently: Report the permanent migration to the DCSO for deletion. This enables the migrating member to apply for a new card at their new location.

How to Link Aadhaar

Aadhaar seeding is mandatory for all ration card holders in Mizoram. Mizoram has many remote villages accessible only by narrow mountain roads in districts like Champhai, Lunglei, Serchhip, and Lawngtlai. For residents of such areas, the Village Council plays an active role in coordinating Aadhaar seeding at the FPS:

  • Visit your designated Fair Price Shop with Aadhaar cards of all family members
  • Complete fingerprint biometric authentication on the ePoS device
  • If fingerprint fails, OTP on Aadhaar-linked mobile is used
  • Check your Aadhaar seeding status on nfsa.gov.in

Can Mizoram Beneficiaries Use ONORC?

Yes. Eligible NFSA beneficiaries in Mizoram can use One Nation One Ration Card portability through Aadhaar authentication.

This helps students, workers, and families temporarily staying outside the state.
