An OBC certificate in Uttarakhand, officially called Other Backwards Class (OBC) Non-Creamy Layer Certificate, is the document that proves you belong to a community listed as Other Backwards Class and that your family income falls below the creamy layer limit. Without this certificate, you cannot claim OBC reservation in government jobs, central educational institutions, or central government schemes. The Tehsildar or Sub-Divisional Magistrate (SDM) of your area issues this certificate through the Revenue Department.

You apply through the Apuni Sarkar portal (eservices.uk.gov.in), which is the official Uttarakhand government platform for all citizen services. Applications can also be submitted through Common Service Centres (CSC) or directly at the Tehsil office.

State OBC List and Central OBC List: What Is the Difference

In Uttarakhand, OBC reservation works on two separate lists maintained by two different governments:

  • Uttarakhand State OBC List: This list is maintained by the Uttarakhand state government. An OBC certificate issued using this list is valid for reservation in Uttarakhand state government jobs, state public sector undertakings, and state educational institutions.
  • Central OBC List for Uttarakhand: This list is maintained by the National Commission for Backward Classes (NCBC) under the Government of India. You need a certificate based on this list for reservation in central government jobs, central universities, IITs, NITs, central PSUs, and central government scholarships. The central list for Uttarakhand is available at ncbc.nic.in.

Important: A community may be on the state OBC list but not on the central OBC list, or vice versa. Before applying, confirm which list your community appears in based on the post or institution you are applying for. Both lists are verified by the Tehsildar, who issues the certificate.

Who Can Apply for an Uttarakhand OBC Certificate

  • You must be a permanent resident of Uttarakhand.
  • Your community must be listed in the Uttarakhand state OBC list (for state jobs) or in the Central OBC list for Uttarakhand maintained by NCBC (for central jobs).
  • Your family's total annual income from all sources must be below Rs. 8 lakh per annum. This is the Non-Creamy Layer (NCL) income limit set by the Government of India. Individuals whose family income crosses this limit fall in the Creamy Layer and are not entitled to OBC reservation benefits.
  • Persons holding constitutional posts (such as President, Vice President, Governor), officers of IAS, IPS, IFS, Group A or Group B Central Government officers of certain ranks, military officers above Colonel rank, and professionals earning above the income limit do not qualify for the NCL certificate regardless of community.

What Is the Creamy Layer and Who Is Excluded

The creamy layer refers to the economically advanced section within OBC communities who are considered capable of competing with the general category. They are excluded from OBC reservation benefits. In Uttarakhand, the following categories fall under the creamy layer and are NOT eligible for OBC reservation:

  • Families with annual income from all sources exceeding Rs. 8 lakh per annum.
  • Children of constitutional position holders (President, Vice President, Governor, Union and State Ministers, etc.).
  • Children of IAS, IPS, IFS officers, and Group A Central Government officers of specified seniority.
  • Children of military officers of the rank of Colonel and above.
  • Children of doctors, lawyers, engineers, or other professionals earning above the income threshold.

If none of the above conditions applies to you and your family income is below Rs. 8 lakh per annum, you are eligible to apply for the OBC Non-Creamy Layer certificate.
