A Scheduled Tribe (ST) Certificate is the official document that establishes your membership in a tribal community recognised under the Constitution for Mizoram. Residents who belong to a notified Scheduled Tribe may need this certificate when applying for reserved seats in educational institutions, government jobs, scholarships and other benefits available to eligible ST candidates. The certificate is issued through the competent district authority after examining the applicant's community claim and supporting documents.

This guide explains the complete list of Scheduled Tribes notified for Mizoram, the documents prescribed under the state's 2023 Community Certificate Rules, district-level requirements, application methods, fees, verification and the process to follow if the authority rejects an application.

What Is a Mizoram ST Certificate?

A Mizoram Scheduled Tribe Certificate is an official community certificate that confirms an applicant belongs to a Scheduled Tribe notified for the State of Mizoram under the Constitution (Scheduled Tribes) Order, 1950, as amended by Parliament from time to time.

The certificate follows the prescribed Form-D(ST) under the Mizoram Scheduled Tribes and Scheduled Castes (Regulation of Issuance and Verification of) Community Certificates Rules, 2023. The prescribed certificate format identifies the applicant's tribe, district and ordinary place of residence in Mizoram.

The district administration processes these applications through the competent authority, with the certificate format bearing the designation and signature of the issuing authority. Applicants generally approach their respective Deputy Commissioner's Office for the service.

An ST certificate is different from an SC certificate. The two categories have separate constitutional lists and different eligibility conditions. The rules governing their application and verification in Mizoram are covered under the same 2023 Community Certificate Rules.

Scheduled Tribe Communities Notified for Mizoram

Part XVII of the Constitution (Scheduled Tribes) Order, 1950, contains 15 entries for Mizoram. These entries include individual communities as well as broader categories such as Any Kuki tribes, Any Mizo (Lushai) tribes and Any Naga tribes.

The complete list is given below:

  1. Chakma
  2. Dimasa (Kachari)
  3. Garo
  4. Hajong
  5. Hmar

  10. Any Mizo (Lushai) tribes
  11. Mikir
  12. Any Naga tribes
  13. Pawi
  14. Synteng
  15. Paite

The entry "Any Mizo (Lushai) tribes" is a broad category in the constitutional list. The list also contains "Any Kuki tribes" and "Any Naga tribes" as separate entries. Applicants must establish their actual community identity during the certificate process; the authority may examine supporting records and conduct further verification where necessary.

Paite appears as a separate entry in the current list. It was added through the Scheduled Castes and Scheduled Tribes Orders (Amendment) Act, 2002, which came into effect on 7 January 2003.

Important: Always check the current constitutional list before applying. A community's inclusion in the ST list of another state does not automatically make it eligible for an ST certificate under Mizoram's list.

Is There Any Religion Restriction for a Mizoram ST Certificate?

No. The constitutional provisions governing Scheduled Tribe recognition do not impose the same religion-based restriction that applies to Scheduled Caste recognition. A person may belong to a notified Scheduled Tribe irrespective of their religion, subject to meeting the applicable community and other requirements.

Therefore, a person does not lose eligibility for an ST certificate merely because they follow Christianity, Buddhism, Hinduism or another religion. The applicant must still establish membership of a community included in Mizoram's notified ST list.

The 2023 Mizoram Community Certificate Rules also require the applicant or their parent to mention the applicant's religion in the prescribed self-declaration. This information forms part of the application; it does not create a separate religion-based eligibility restriction for ST status.

Eligibility for Mizoram ST Certificate

You can apply for a Mizoram ST Certificate if you claim membership of a community included in Part XVII of the Constitution (Scheduled Tribes) Order, 1950, as applicable to Mizoram, and can support that claim with the documents required by the competent authority.

The following points are important when assessing your eligibility:

  • Recognised tribal community: Your tribe or tribal community must appear in the Scheduled Tribe list applicable to Mizoram.
  • Residence proof: You must provide a Residential Certificate issued by the competent authority, as prescribed under Rule 3 of the 2023 Rules.
  • Community evidence: You may submit existing community certificates issued to your parents, siblings or paternal relatives, if available.
  • Self-declaration: You must declare your tribe, sub-tribe and religion in the prescribed manner. The declaration requires the countersignature of the concerned Local Council and Village Council representatives, as applicable.
  • Identity proof: You must submit one of the identity documents accepted under the rules.
  • Verification: The competent authority must be satisfied that your community claim is genuine. It may seek additional evidence or conduct an enquiry before deciding the application.

Being born in Mizoram or having a parent who lives in the state does not, by itself, establish ST status. The applicant must satisfy the community-related requirements under the applicable constitutional order and the state's certificate rules.

Special Rules for Applicants Who Migrated to Mizoram

The 2023 Rules contain separate provisions for people who have migrated to Mizoram from another State or Union Territory.

Under Rule 5, the competent authority may issue a certificate to an eligible migrant after examining a genuine ST certificate issued to the applicant's father or paternal grandfather by the competent authority in the state of origin. The authority may also seek verification from that state before taking a decision.

However, the rules clarify that an ST certificate holder who migrates to Mizoram for education, employment or similar purposes is generally entitled to derive reservation benefits from their state of origin, not from Mizoram. A person should therefore not assume that a certificate issued in one state automatically provides reservation benefits in another state.

Documents Required for Mizoram ST Certificate

Rule 3 of the Mizoram Scheduled Tribes and Scheduled Castes (Regulation of Issuance and Verification of) Community Certificates Rules, 2023, specifies the core documents required for a community certificate application.

Prepare the following documents before submitting your application:

  • Residential Certificate: A Residential Certificate issued by the competent authority.
  • Recent photographs: Two recent passport-size colour photographs.
  • Community-related documents: Copies of community certificates issued to your parents, siblings or paternal relatives, if available. These documents can support your claim of tribal identity.
  • Self-declaration: A declaration by the applicant or parent regarding the applicant's tribe, sub-tribe and religion. It must be countersigned by the Chairman or Secretary of the concerned Local Council and the President or Secretary of the concerned Village Council, as applicable.
  • Identity proof: Submit any one of the following documents:
    • Voter Identity Card
    • Aadhaar Card
    • Driving Licence
    • PAN Card
    • First page of a bank passbook showing identity details
    • Birth Certificate issued by a competent authority

The application must be signed by the applicant. If the applicant is a minor, their parent or legal guardian must sign it.

Additional Documents Mentioned by District Offices

Some district administrations publish additional instructions for applicants. For example, the Aizawl District website asks applicants to submit a Voter ID copy, an original recommendation letter from the concerned Local Council or Village Council, a YMA recommendation letter and one passport-size photograph.

The Siaha district administration also mentions a recommendation from the concerned Village Council President certifying the applicant's tribe and clan. These local instructions show why applicants should confirm the current checklist with their own district office before submitting the application.

The Young Mizo Association (YMA) endorsement is mentioned in the Aizawl District's published instructions. However, Rule 3 of the 2023 statewide Community Certificate Rules does not list a YMA letter as a standard statutory document for every applicant across Mizoram. Confirm whether your district requires it in addition to the documents prescribed under the rules.

For applicants below 18 years: The 2023 Rules allow a parent or legal guardian to sign the application. The prescribed rules also identify the accepted identity documents. Check the district office's instructions for any additional document required in a minor's case.

Note: Submit self-attested copies where required and carry the original documents for verification. The competent authority may ask for further evidence if the submitted documents do not sufficiently establish your community claim.

How to Apply for Mizoram ST Certificate

The Mizoram government provides a digital platform for certificate-related services through DC Online (e-District Version 2). Applicants can also approach the Deputy Commissioner's Office or use an authorised Common Service Centre (CSC), subject to the service arrangements available in their area.

Method 1: Apply at the Deputy Commissioner's Office

You can submit your ST certificate application directly at the district office. Follow these steps:

  1. Visit the Deputy Commissioner's Office or its Facilitation Centre in your district.
  2. Ask for the prescribed ST/Community Certificate application form.
  3. Fill in your name, address, date of birth, parent's details, religion and tribe or sub-tribe correctly.
  4. Prepare the Residential Certificate, identity proof, photographs, self-declaration and other supporting documents.
  5. Obtain the required countersignature on the self-declaration from the concerned Local Council and Village Council representatives, as applicable.
  6. Attach any additional documents required by your district office, such as a local council or YMA recommendation, where applicable.
  7. Submit the completed application and documents at the designated counter.
  8. Collect the acknowledgement slip and keep it safely for future reference.

The acknowledgement slip is important because Rule 4 of the 2023 Rules requires the competent authority to acknowledge the application and record the documents received.

Method 2: Apply Online Through the Mizoram DC Online Portal

Rule 3(3) of the 2023 Community Certificate Rules allows applicants to submit an application through an online web portal notified by the Government, subject to prescribed user charges.

Mizoram's DC Online platform is the digital system used for certificate-related services. The Government of India's National e-Governance Division also describes the platform as a system for applications involving tribal, residential, income and other certificates.

To check the online application facility, follow these steps:

  1. Visit the Mizoram DC Online portal.
  2. Open the citizen login or registration option, if available.
  3. Register a new account or sign in using your existing credentials.
  4. Check the available certificate services and look for the Tribal/ST Certificate option.
  5. If the service is available, select it and read the instructions displayed on the portal.
  6. Enter your personal details, residential information, parent details and tribe or sub-tribe correctly.
  7. Upload the required documents in the prescribed format.
  8. Pay the applicable charges through the available payment option, if requested.
  9. Submit the application and save the acknowledgement or reference number.
  10. Use the portal's available tracking facility to check the application status.

You can also visit the older Mizoram e-District portal. If the ST certificate service is not displayed or the portal redirects you to another platform, follow the current instructions issued by the district administration.

Important: The availability of a general online certificate platform does not guarantee that every certificate service is active for online citizen applications at all times. Check the live service list before starting your application.

Method 3: Apply Through a Common Service Centre (CSC)

Applicants may also seek assistance from an authorised Common Service Centre or Village Level Entrepreneur (VLE), where the service is available.

The Government's description of the DC Online platform confirms that citizens can access the system through CSCs or directly at the Deputy Commissioner's Office. A CSC operator can assist with entering application details and submitting scanned documents through the available system.

Before visiting a CSC, contact the centre to confirm whether it currently accepts ST certificate applications. Carry your original documents and copies, including any local recommendation letters required by your district. Ask for a receipt showing the application reference number and charges paid.

Application Fee for Mizoram ST Certificate

The application fee should be confirmed with the concerned district office because the published district instructions do not show one uniform amount for every district.

For example, the Aizawl District website states that applicants can collect the ST/SC certificate form from the DC Office Facilitation Centre by paying Rs.10. On the other hand, the Siaha district administration's published service information mentions a Rs.100 application-form charge and Rs.20 service charge for certificates.

These district-specific figures should not be treated as a single statewide fee. The 2023 Rules allow the Government to collect processing charges through notifications published in the Official Gazette.

Before paying, confirm the latest application-form charge, service charge and any online or CSC facilitation fee with your district office or the official portal. Always collect a receipt for the amount paid.

What Are the Village Council, Local Council and YMA Endorsements?

The Village Council and Local Council play an important role in the community certificate application process because the prescribed self-declaration requires countersignature from the concerned local representatives.

  • Village Council: Applicants from rural areas should approach the concerned Village Council for the required countersignature or recommendation, as applicable.
  • Local Council: Applicants from urban areas should contact their concerned Local Council for the required countersignature.
  • YMA endorsement: The Aizawl District administration lists a YMA recommendation letter among its application documents. Applicants in other districts should confirm whether their DC office also requires this additional endorsement.

Do not assume that one recommendation letter replaces every other document. The self-declaration prescribed under the 2023 Rules and any additional district-level recommendation should be arranged separately wherever required.

Application Verification and Certificate Issuance Time

After receiving your application, the competent authority checks the details and supporting documents to determine whether your community claim is genuine.

Rule 4 of the 2023 Community Certificate Rules provides the following procedure:

  1. Acknowledgement: The authority checks whether the application is complete and issues an acknowledgement slip containing the receipt date and list of submitted documents.
  2. Document verification: The authority examines the application and verifies the documents against their originals.
  3. Certificate issuance: If the authority is satisfied with the application, it should issue the ST certificate in Form-D(ST) within 15 days from receipt of the duly completed application, unless unavoidable circumstances prevent it.
  4. Further enquiry: If the authority is not satisfied with the evidence, it may record its reasons and order further enquiry. The applicant or another concerned person may receive a notice allowing 15 days to appear.
  5. Decision after enquiry: Where an enquiry is required, the rules provide a separate procedure and timeline. The authority may issue the certificate if the claim is established or reject the application by recording reasons.

The 15-day period applies to a duly completed application where the authority is satisfied with the evidence. It should not be treated as a guaranteed delivery time for applications that require additional enquiry or verification.

What to Do If Your ST Certificate Application Is Rejected?

If the competent authority rejects your application, it must record the reasons for rejection and provide a copy of the order to you free of cost. The order must also explain your right to appeal and identify the Appellate Authority and applicable limitation period.

Under Rule 7 of the 2023 Rules, you can appeal against the rejection order within 30 days from the date of rejection.

The Appellate Authority must provide an opportunity to be heard and may examine additional documents or call for the original application record. It should pass an order within three months.

If your application is rejected, read the order carefully. Collect the missing evidence or documents, if required, and follow the appeal instructions mentioned in the rejection order.

Where Can You Use the Mizoram ST Certificate?

An ST certificate helps eligible candidates establish their Scheduled Tribe status when applying for benefits or opportunities that provide reservation or other concessions to recognised ST communities.

Depending on the applicable rules and eligibility conditions, you may need the certificate for:

  • Government employment: Claiming reservation in Mizoram government recruitment and other eligible public employment opportunities.
  • Central government recruitment: Establishing ST status for central government vacancies where the applicant's community is recognised in the applicable state-specific list and the recruitment rules permit the claim.
  • Educational admissions: Applying under ST reservation provisions in eligible colleges, universities and other educational institutions.
  • Scholarships: Applying for Pre-Matric, Post-Matric and other scholarships available to eligible Scheduled Tribe students.
  • Fellowships: Applying for notified fellowship programmes for ST students and researchers.
  • Overseas education assistance: Applying for the National Overseas Scholarship or other relevant programmes, subject to their separate eligibility conditions.
  • Tribal welfare programmes: Establishing community status when applying for schemes and assistance intended for eligible Scheduled Tribe beneficiaries.
  • Other concessions: Claiming educational, financial or welfare benefits where the relevant government notification or institutional rules require an ST certificate.

Holding an ST certificate does not automatically guarantee admission, a job, scholarship or financial assistance. Each programme has its own conditions, such as income limits, educational qualifications, domicile requirements, age limits and application deadlines.

For central government benefits, applicants should also check whether their community is included in the relevant central ST list for Mizoram. Reservation benefits generally cannot be claimed in another state merely because the applicant holds an ST certificate from Mizoram.

Frequently Asked Questions

Mizoram has 15 main entries in Part XVII of the Constitution (Scheduled Tribes) Order, 1950. These include Chakma, Dimasa (Kachari), Garo, Hajong, Hmar, Khasi and Jaintia, Any Kuki tribes, Lakher, Man (Tai-speaking), Any Mizo (Lushai) tribes, Mikir, Any Naga tribes, Pawi, Synteng and Paite.

The constitutional list includes the entry "Any Mizo (Lushai) tribes". However, an applicant must establish their actual membership of the recognised community. The competent authority examines the claim and supporting evidence before issuing the certificate.

Yes. Scheduled Tribe recognition does not have the religion-based restriction applicable to Scheduled Caste recognition. A person belonging to a notified ST community can apply irrespective of religion, subject to the applicable requirements.

The certificate is issued by the competent authority through the district administration. The prescribed Form-D(ST) under the 2023 Rules carries the heading "Office of the Deputy Commissioner" and identifies the issuing authority.

The statewide 2023 Rules prescribe a Residential Certificate, two recent passport-size colour photographs, available community certificates of parents or relatives, a self-declaration countersigned by the concerned Local Council and Village Council representatives, and one accepted identity document. The district office may also ask for additional supporting documents.

The Aizawl District website lists a YMA recommendation letter among its application documents. However, the statewide 2023 Rules do not list it as a standard statutory document for every applicant. Contact your district DC office to confirm whether it is required in your area.

Yes, the self-declaration prescribed under Rule 3 must be countersigned by the Chairman or Secretary of the concerned Local Council and the President or Secretary of the concerned Village Council, as applicable. Follow your district office's instructions to obtain the appropriate endorsement.

The 2023 Rules allow online applications through a government-notified web portal. You can check the DC Online portal and the e-District portal for the current availability of the ST certificate service.

The fee may differ by district. Aizawl's published instructions mention Rs.10 for the application form, while Siaha's published service information mentions Rs.100 for the form and Rs.20 as a service charge. Confirm the current amount with your district office before paying.

Under Rule 4, the competent authority should issue the certificate within 15 days of receiving a duly completed application if it is satisfied with the claim, unless unavoidable circumstances prevent issuance. Applications requiring further enquiry may take longer under the separate procedure in the rules.

Rule 5 provides a procedure for certain migrants. The competent authority may consider a genuine ST certificate issued to the applicant's father or paternal grandfather in the state of origin and may seek verification from that state. The applicant should also understand that reservation benefits generally remain linked to the state of origin.

An ST certificate can establish your community status for eligible central government recruitment. However, the community must be recognised in the applicable ST list for Mizoram, and you must satisfy the recruitment notification's requirements. A certificate from Mizoram does not automatically provide ST reservation in another state.

The competent authority must record the reasons for rejection and provide you with a free copy of the order. You can appeal to the respective Appellate Authority within 30 days from the rejection order under Rule 7 of the 2023 Rules.

The 2023 Rules list community certificates of parents, siblings or paternal relatives as supporting evidence, if available. They do not make an existing parental certificate the only acceptable proof. You can submit other supporting documents and the prescribed self-declaration. The competent authority may ask for further evidence or conduct an enquiry before deciding your claim.

The 2023 Community Certificate Rules prescribe the certificate format and verification procedure but do not expressly state a lifetime validity period. Keep your original certificate safe and follow the requirements of the recruiting authority, educational institution or scheme for which you submit it.
