Getting an OBC certificate in Rajasthan is not as straightforward as it sounds. The state has three separate backward class certificate categories beyond SC and ST, and many people apply for the wrong one. If your community falls under OBC (Anya Pichda Varg), SBC (Vishesh Pichda Varg), or MBC (Atipichda Varg / Most Backward Class), each requires a separate certificate. The reservation percentages, scholarship conditions, and eligible communities differ across these three. This guide focuses on the OBC (Anya Pichda Varg) certificate and clearly explains how it differs from SBC and MBC.

Rajasthan's Three Separate Backward Class Certificates

Rajasthan's Social Justice and Empowerment Department manages three distinct backward class certificate categories beyond SC and ST:

  • Anya Pichda Varg (OBC): Other Backward Classes. This is the standard OBC category. For central government jobs and central institutions, your community must also be in the Central OBC List for Rajasthan. For state jobs and state institutions, the Rajasthan state OBC list applies.
  • Vishesh Pichda Varg (SBC): Special Backward Category. This covers specific communities identified as more backward than general OBC but not qualifying for SC or ST status. The Gujjar community is a prominent example under SBC in Rajasthan.
  • Atipichda Varg (MBC): Most Backward Classes. These are communities identified as extremely backward within the OBC framework. They have separate reservation provisions in Rajasthan.

Before applying, confirm which category your community belongs to. Applying for OBC when your community is listed under SBC or MBC means your certificate will not be valid for the reservations your community is actually entitled to.

State OBC vs Central OBC in Rajasthan

For Rajasthan State Government purposes

The Rajasthan state OBC list is used for state government jobs (RPSC, RSSB, state police, state teacher recruitment), state college admissions, and state scholarship schemes. Your certificate issued from the Revenue Department through eMitra is valid for these purposes if your community is in the Rajasthan state OBC notification.

For Central Government purposes

The Central OBC List for Rajasthan has 69 entries as maintained by the National Commission for Backward Classes. This list applies for UPSC, SSC, railways, banking (IBPS), defence, and admissions to IITs, NITs, AIIMS, and central universities. Your community must be in this central list to claim OBC reservation in central services. Check whether your community is in the central list at ncbc.nic.in before applying for central government jobs.

The same Jati Praman Patra from the Tehsildar serves both state and central purposes. The institution or recruiting body verifies which list your community is in for their specific purpose.

Creamy Layer Condition

The OBC certificate in Rajasthan is a non-creamy layer certificate. To qualify for OBC reservation benefits, your parents' annual income from non-agricultural sources must be below Rs. 8 lakh per annum. Agricultural income from land owned by parents is excluded from this calculation.

Key points about creamy layer in Rajasthan:

  • Income of parents is considered, not the applicant's income
  • Agricultural income from parents' land is excluded
  • Parents in central Group A or Group B service are treated as creamy layer regardless of income
  • The same Rs. 8 lakh limit applies for both state and central OBC reservation purposes

Jan Aadhaar and SSOID: Mandatory for Rajasthan OBC Certificate

Rajasthan routes all government services through its SSO (Single Sign-On) and eMitra platform. You need:

  • SSOID: Your Rajasthan digital identity for accessing eMitra online. Register free at sso.rajasthan.gov.in using Aadhaar, Jan Aadhaar, or mobile number.
  • Jan Aadhaar: Rajasthan's state family ID card, required for eMitra applications. If your family does not have one, enrol at the nearest eMitra kiosk first.

How to Apply for Rajasthan OBC Certificate

You can apply for an Anya Pichda Varg (OBC) Certificate either through the official eMitra Portal or by visiting the nearest eMitra Kiosk. Before starting the application, make sure your Jan Aadhaar, Aadhaar Card, income documents, and community proof are ready.

Method 1: Apply Online Through SSO and eMitra

If you want to submit the application yourself, Rajasthan allows you to apply online through the SSO Portal. After signing in, you can access all Revenue Department services through eMitra.

  1. Visit the SSO Rajasthan Portal and sign in using your SSO ID. If you do not have an account, create one using your Aadhaar, Jan Aadhaar, or mobile number.
  2. Open the eMitra service from your SSO dashboard and search for Jati Praman Patra under Revenue Department services.
  3. Choose Anya Pichda Varg (OBC) as your certificate category. Do not select Vishesh Pichda Varg (SBC) or Ati Pichda Varg (MBC) unless your community belongs to those categories.
  4. Enter your personal details, Jan Aadhaar number, address, community name, and parents' income information exactly as mentioned in your official records.
  5. Upload scanned copies of your identity proof, community proof, income certificate, domicile certificate, and other required documents.
  6. Review every detail carefully before submitting the application. An incorrect community category or wrong income information may delay the approval process.
  7. Submit the application and save the acknowledgement number generated on the screen. You can use this number later to track your application status.
  8. After submission, the Revenue Department verifies your community, residence, and income details through the concerned officials.
  9. Once the application is approved by the competent authority, log in to your SSO account and download the digitally signed OBC Certificate.

Application Fee: Applying directly through the eMitra Portal is free of cost.

Method 2: Apply Through eMitra Kiosk

If you are not comfortable applying online, visit your nearest eMitra Kiosk. The operator will complete the online application on your behalf using the official government portal.

  1. Carry your Jan Aadhaar Card, Aadhaar Card, income certificate, community proof, domicile certificate, and a recent passport-size photograph.
  2. Tell the operator that you want to apply for an Anya Pichda Varg (OBC) Certificate. If you belong to the SBC or MBC category, mention that separately before the application is filled.
  3. The operator enters your details, uploads the documents, and submits the application through the official eMitra system.
  4. Pay the prescribed ₹20 service charge and collect the acknowledgement receipt containing your application reference number.
  5. The application is then forwarded to the concerned Revenue authorities for verification of your community and non-creamy layer eligibility.
  6. After approval, you can download the certificate through your SSO account or obtain a printed copy from the same eMitra Kiosk.

Tip: Before submitting your application, make sure you have selected the correct category—OBC, SBC, or MBC. Choosing the wrong category may result in rejection or prevent you from receiving the reservation benefits applicable to your community.

Before applying, check the category in which your community is notified by the Rajasthan Government. Communities included in the Other Backward Classes (OBC) list should apply for an OBC Certificate. Choosing the wrong category can result in rejection of your application.

Only if your community is also included in the Central OBC List for Rajasthan. If your caste appears only in the Rajasthan State OBC list, the certificate is generally valid for state government jobs, RPSC recruitments, state educational institutions, and state welfare schemes.
